Those look like infrastructure projects.Why do you need a lot of USD to pour cement. You already manufacture a lot of that.
Maybe imports of machine and payments...i really know last year we imported alot( just ATC planes where worth >500mil USD) ..and this puts too much pressure o the currency ...because of cashew nut exports and tourism is not good in January

Tanzania's major trading partners (imports) are India, China, UAE, South Africa and Japan. In a one year period, Tanzanian shilling has gained its value compared to the RMB, Rand and Rupee and lost its value (by less than 3%) when compared to the Dirham and Yen.
Those currencies account for about 50% of our imports and exports. So, nothing to be worried about. The KES imports are merely 4% of our trade and keeps on declining.

I am not an expert in Forex, so I won't make much impact in engaging any CCM parrots who are well oiled and fully equipped to put up twists in such topics, but one thing I know, I've imported stuffs from China and India while in Tanzania and for sure everything was quoted in USD and that's the currency we used to pay.
I remember one instance where we won a tender which we had quoted using Tshs, but the project involved importing stuffs in USD, the client delayed releasing the contract, yaani within a very short time the damn Tshs had taken a beating from USD such that the original project quote Tshs amount wasn't making sense anymore and we couldn't vary due to PPRA regulations.
That's the pain of running projects in a country whose currency is volatile against dollar.....

It should not be so difficult to see how well people are fairing in a country, by visiting a country and looking how organised it is, the quality of the cheapest luxury services , housing and sanitation standards , how easy they are able to afford and get basic services...
A week of staying in a country and talking to the people will give you a general view before i go to look at the official statistics..
