That is the whole idea but then i dont think they thought of it thoroughly on this reinforcement tactic. The facts still remain the same there is a big gap in distance from Mombasa to Kigali compared to Dar es salaam to the same destination.
Meaning the haulage has to consider fuel cost again which will be added to the customer and the business has to consider time, there have to be more participants in the transportation of their goods if they are to receive enough volume compared to dar due to distance differences.
In short this is bad tactic, until they finish the railway planned from Mombasa to Kigali that is when they will see the fruits of using the Mombasa port; even that will have negative effects for Kigali transporters since they produce nothing to export outside only the government will gain in transportation revenue not the people if not reducing the industry to almost none existence.
