I have followed and hopefully understood your argument. I believe I know the way decisions are made in "this era" -all that I am saying is forewarned is forearmed.EIA is important. And you believe (like in Jesus Christ). But the President has spoken - he literally said 'f**k the environmental impacts', the project will go on irrespective of environmental impacts (actually, we are only talking about 3% of Selous Game Reserve. Tiny fraction of the 50,000 square kilometer reserve). Do you live in Tanzania? And if you insist on EIA, the President is going to write the report himself. And then we will see if EIA is as important as you believe. Are you following?

It is precisely for the position taken by the president that an EIA would assist the country. If there are going to be negative impacts on the environment (ecologically speaking) I believe it is important to identify them so that the most serious ones may be mitigated and impactees be prepared accordingly for the changes likely to affect their livelihoods.
Producing a report showing no negative EI by design is definitely unethical. I may be naive but what is the purpose of undertaking EIAs when you do not believe in them. To me an EIA is just one of the factors to be considered in decision making but an important one for that matter even if you discount the results.
