This is a myth; a wrong belief/understanding! It’s only in Africa where a phrase “once a professor always a professor” holds true. Elsewhere, when your career in academia comes to an end, you are no longer a professor. You may be able to maintain a “professor emeritus/emerita” status.

An emeritus professor is a title given to selected retired professors with whom the university wishes to continue to be associated due to their stature and ongoing research. ... Strictly, calling him Prof. Sarungi is inappropriate. He’s a retired professor rather than an active professor. I’d rather call him Retired Prof. Sarungi. Continuing to call him Prof. Sarungi is almost like continuing to call JK, ‘President Kikwete’. More correctly, he’s Former/Past/Retired President Kikwete!

I agree with you, I think the keyword there is "Strictly", but the in practise it's a bit different. I once saw a John Oliver interview, saying one of the things that surprised him about the US is the fact that people still refer to Bush Jr as "President Bush" or John Kerry as "Secretary Kerry". That's how they do it.
