I think we should blame 1985 when Mwinyi adopted SAP from IMF/World Bank. One of the condition was to cut the subsidy on education sector. This is one of the effect of ERP I which cost Tanzania not only on education, but health was another victim because we were not supposed to fund even education against HIV. In 1996 IMF/WB found that ERP I was a failure and they adopt ERPII which allow our government to fund education. That was when Mkapa announced that primary education will be free, but elimu ya watu wazima remained in shambo.
It 's sad to see in 2009 we're still fighting to eradicate ujinga.... what a shame, instead of injecting money on the other sector.... IMF/WB trap..... Juzi wametupa 350 billion wait and you will see.
