This is what I said in my post earlier today. Tunaogopa nini? Ninachoomba hapa ni wadau wa ughaibuni kutupa uzoefu wao kuhusu national IDs katika nchi walizoko. Kama kuna mapungufu pia ni vizuri yakatajwa.

Serikali kupitia wakala wa vitambulisho imetangaza zabuni ambapo kampuni za ndani na nje ya nchi yatajitokeza kutengeneza vitambulisho vya taifa. Akizungumza na waandishi wa habari jana ofisini kwake Ofisa mtendaji Mkuu wa wakala wa vitambulisho vya taifa, Dicksson Maimu alisema mradi mzima unakadiriwa kuwa wa shilingi bilioni 152.

Maimu alisema fedha za kutengeneza vitambulisho zitajumuisha masuala mbalimbali, ikiwa ni pamoja na miundombinu yake, rasilimali watu, mafunzo na kuboresha maeneo muhimu yatakayokuwa yakishirikishwa katika utekelezaji.

Maimu alitaja maeneo hayo muhimu kama ofisi ya msajili wa vizazi na vifo (RITA), Mamlaka ya Mapato(TRA) Jeshi la Polisi, mifumo ya mishahara na kiutumishi, taasisi za mifumo ya kijamii kama Shirika la Hifadhi ya Taifa(NSSF) na mashirika mengine ya hifadhi ya kijamii.

Maimu alifafanua kuwa vitambulisho hivyo vitawasaidia sana wananchi na pia vyombo vya usalama. Maimu alisema kitambulisho hicho kitasaidia uundwaji wa daftari la kudumu la taifa ambalo litakuwa linatunza taarifa muhimu za mtu kuzaliwa mpaka kufa kwake. Maimu alisema kitambulisho kitasaidia kupatiwa huduma kutoka katika taasisi mbalimbali.

“Napenda kuwahakikishia Watanzania wote kuwa hakuna upendeleo katika kutoa zabuni hizo na atakayepata ni yule mwenye sifa na hii ni kutokana na umuhimu wa suala lenyewe,” Maimu alisisitiza. Aliyekuwa Waziri wa Mambo ya Ndani Joseph Mungai alilihakikishia Bunge kuwa serikali katika bajeti ya 2006 na 2007 ilitenga fedha kwa ajili mradi huo.

Je kitacontain data gani ambazo ni basic maana nimesoma somewhere wanasema hakitausishwa na kitambulisho cha kupigia kura, na baadhi ya data nyingine, Mtanzania atakuwa na vitamnbulisho vingapi? cha kupigia kura, cha kazi, cha benki, cha uraia, n.k.

Dua, Zero; no one is opposing the concept of national identity but we are afraid of the consequence of smartcard amid the living standard of our pipo! Just imagine, Mkulo is daily lobbying Wahisani to cover 40% budget deficit yet we think of multibillion project, which for the poorest country like ours won't add any value!

Why shouldn't we look for other cheaper alternative than smartcard technology, which apart from initial cost, poor citizens will bear huge load due to damage as far as our living standard is concern!?

I wonder how this agency is going to work -- "telling someone living below one dollar daily an importance of smartcard ID"!

I totally agree with your arguments. But has anyone bothered to look at the advantages?

Yes, we are a poor country, but that does not mean that we should go for cheaper things and cheaper technology. We should go for something that will sustain.

You dont wanna introduce some crap simply because you bought it cheaply and two years later drop it under the grounds that it does not fit with the technological advancements. If we really want the IDs, then lets go for something that will last for years.

It seems to me that the fundamental difference between those who attack the government's ID Card proposals and those that support them is that we the antis actually take the time to explain our case.


There isnt any advantage of having an ID card...not a single study has shown any good outcome on having one. The problem we have with JK is is he is heading a government that was elected by walalahoi be he is unwilling to listen and more interested in ramping up a system devoid of meaning.

We all know JK's government is pathetically weak and structurally inadequate characterized by Incompetence and professional mismanagement of a first degree from Richmond to EPA scandals. now what makes you think mwananchi kule nachingwea needs an ID card?

In this case nipe mfano wa nchi moja duniani iliyofanikiwa kuimplement ID cards na ikafanya kazi bila matatizo yoyote yale..by that naulizia hizi nchi za third world sizungumzii nchi ya Ulaya Magharibi. ID card project says alot about priorities za JK na serikali yake. Wananchi hawana huduma za maana kama maji safi na salama, dawa ma hospitalini na watoto wetu bado wanabanana madarasani huku waaalimu wanalipwa below avarage...solution to this ni nini?

Unfortunately Kenya hawana matatizo ya infrastucture kama sisi, Uganda hawana matatizo ya Umeme kama sisi, Rwanda tayari wako kwenye finishing line ya kuwa na Broadband interent, Burundi hawana ID cards. Besides the point, the scariest thing in this JK's administration is this evil Government. When they're not busy making thing arbitrarily illegal, they are demanding our fingerprints and personal data as though these belonged to them. That is, in between waging useless wars overseas and unilaterally rearming us with redundant policies back home.

Let's look at the primary motivations for ID cards.

They are supposed to make everyone identifiable in order to ;

- Prevent Terrorism

Well that's rubbish, because they have id cards in Spain and it didn't prevent terrorism.What makes you think it will prevent one in Tanzania?

- Prevent Crime

Most criminals already try and use a false identity or simply not carry id. Being a known person never stopped anyone nicking a video or shoplifting.

- Access Personal Records

It depends which personal records, but my doctor knows me, as does the receptionist. My bank always throws up data protection issues even though they know me and can validate who I am. Nothing much else matters.

- Prevent Identity Fraud

Now we are getting somewhere, but what it the point of identity fraud? Shoplifting under someone else's name? No, it's to use deception to apply for funds. i.e. Either someone's actual funds from their various accounts, or to use their id in order to apply for additional credit accounts loans etc


So an identity card is primarily an additional measure to protect the financial from the losses they make (and you make) through their failure to be able to protect your money in this new age of a cashless society!


Having lived in the west i know that various government departments and corporate bodies have this habit of passing around data which might give a stranger access to banking facilities ... i.e. primarily your banking facilities, and and that this is unlikely to stop, perhaps it is up to the banks to provide the facilities to protect yourself and themselves.

Does anyone wonder why Dela Rue system didint go ahead with the project?

These people talk no sense. Their big motive is money and not people interest. The so called "UPEMBUZI YAKINIFU" is complete, how comes they don't tell UMMA about it. They are suppose to educate UMMA before they move one with the project. If it is for WANANCHI interest, how comes they keep it as a secret? So, once they sign the contract and find out tha it is impossible to proceed, who is going to terminate the project? Who is going to pay for their stuppidity? Are they going to get foreign nationals process ID? (Which is the biggest security breach). We are going to have new babies born everyday, how long will this company be in the country?

There are so many questions with no answers other than "UPEMBUZI YAKINIFU". Mr. president JAKAYA KIKWETE please bring this process to WANANCHI so that they can be educated bofore the government proceed.

Ohhh my arguments are still the same:

The introduction of ID cards is a characteristic symptom of a society moving towards dictatorship - anyone with any common sense or understanding of history knows this, and anyone who thinks they actually assist with security is incredibly naive. I this this ID cards thing is an idiotic piece of legislation & the sooner it is thrown into the dustbin of history the better.

And yes CRDB,NBC both have been giving out loans to Tanzanians for over 20 years with the above mentioned ID's

Pengine hufuatilii yanayotokea nyumbani. Bank nyingi zimelalamika kwamba haziwezi kutoa mfano credit cards kwa wananchi wengi ambao hawana vitambulisho. Hapa naongelea bank zilizofunguliwa hivi karibuni na kuna kundi la wezi wengi tu wa credit cards ambao wanatumia huo mwanya - natumaini unalifahamu hili.

Kuwatambua nani wanastahili huduma za serikali kwa mfano matibabu, elimu pamoja na huduma nyingine, sio WTZ wote wana passport, wameolewa/kuoa. vitambulisho vya kazini havina authenticity kwamba wewe ni raia wa Tanzania.
