S.Africa COVID-19 cases set to reach 300,000 despite early lockdown

JOHANNESBURG (Reuters) - South Africa’s cases of COVID-19 were set to reach 300,000 on Wednesday, the most in Africa and in the top 10 in the world, despite a swiftly imposed lockdown aimed at preventing infections spiralling as they did in the West.

Africa’s most industrialised nation has 298,292 cases at the last count, and with positive tests now increasing at a rate of more than 10,000 a day, it is all but certain to vault over the 300,000 mark when the ministry releases nightly figures on Wednesday.

At the end of March, President Cyril Ramaphosa took aggressive, early action, shutting shops, ordering people to stay at home and sending the army on to the streets to enforce it - when South Africa had only 400 cases and no recorded deaths.

The government later eased many curbs over fears for its struggling economy.

But with the world’s fourth-largest daily increase in coronavirus cases in a country of 58 million people, an exasperated Ramaphosa on Sunday reimposed an alcohol ban and a night curfew.

“South Africa went into lockdown ... so early, (it looked) ... really impressive,” said Charles Robertson, a senior economist at Renaissance Capital, who has been closely tracking the coronavirus.

“What became clear is that lockdowns don’t work in low-income countries,” he said. “In informal economies, (people) ... can’t afford to stay at home.”

About half of South Africans live in poverty, and about a third are unemployed - some 3 million have lost their jobs since the lockdown began, according to a study by South Africa’s Coronavirus Rapid Mobile Survey (CRAM) released on Tuesday.

In many parts of the country, COVID-19 wards are packed, so patients are spilling out into other bits of hospitals and into tents outside, health officials say.

“The storm that we have consistently warned South Africans about is now arriving,” Health Minister Zweli Mkhize told parliament.

At just 4,346 deaths, barely 1.5% of cases have proved fatal so far, in part because of a young population. That will rise as shortages of oxygen and hospital beds worsen. Ramaphosa said scientists had predicted up to 50,000 deaths.

“We are seeing a system that’s under pressure, not under disaster collapse ... But it’s taking a huge strain,” Charl van Loggerenberg, head of emergency medicine at Life Healthcare, which has private hospitals treating COVID patients across the country, told Reuters.

At public hospitals, which were struggling with capacity anyway, medics have complained about a lack of staff and protective equipment.

“Not enough health workers have been hired, our requests for PPE have been ignored, guidelines are not being followed,” said Sibongiseni Delihlazo, spokesman for the main nurses’ union.

Gauteng, the province at the epicentre and home to the biggest city, Johannesburg, is adding beds, setting up field hospitals, and boosting numbers of medical workers, said Kwara Kekana, a spokeswoman for the provincial health department.

Nairobi. Kenya’s President Uhuru Kenyatta has called for the crafting of a joint European Union and Africa Covid-19 response strategy.

Mr Kenyatta said the EU-Africa Covid-19 strategy should among other interventions pursue the cancelation of debts owed by African countries echoing his Tanzanian counterpart John Magufuli’s past call.

President Magufuli has in the past called upon international lenders and donors to offer debt relief to African countries instead of asking them to borrow more.

He was speaking during a virtual conference of European and African leaders on the proposed establishment of the Africa-Mediterranean-Europe (AME) Foundation.

The setting up of AME Foundation as a platform to enhance development discourse and interactions between Africa, the Mediterranean and Europe is being championed by the Former President of the European Commission Jean-Claude Juncker.

President Kenyatta supported the proposal to establish the Foundation saying the initiative will help inject new ideas needed to scale up collaboration between the three regions.

“I, therefore, welcome with enthusiasm the proposal to establish the Africa-Med-Europe (AME) Foundation. The Foundation will complement the existing Africa-European continental cooperation in addressing the emerging global challenges,” President Kenyatta said.

ATCL to repatriate Tanzanians stranded in China

Dar es Salaam. Air Tanzania Company Limited (ATCL) is planning to operate a chartered flight to repatriate Tanzanians, with majority being students stranded in China.

ATCL’s managing director Ladislaus Matindi and Tanzania’s ambassador in China Mbelwa Kairuki yesterday confirmed to The Citizen about the flight which will leave Guangzhou at 1600 hours and land at Dar es Salaam at 2300 hours on July 27 (local time).

According to Mr Matindi, ATCL will deploy a B787-8 Dreamliner with a seating capacity of 252 passengers.

“Majority of passengers are students who have completed their studies this month,” Ambassador Kairuki said in a WhatsApp text.

Going by the statement, the flight would also from Dar es Salaam to Guangzhou carry four diplomats who got special permission from China Foreign Ministry.

The ticket fare from Guangzhou to Dar es Salaam is $1,216 for adults and $130 for infants (0-2 years), who are not taking a seat.

For passengers, whose destination is Zanzibar, after landing at the Julius Nyerere International Airport (JNIA) have to pay $57 more as the fare from Dar es Salaam to their homes.

“Since all passengers taking seats shall share equally the cost of the charter flight, there is no child rate for this flight,” said the statement, expounding that children aged from 2-12 years will pay normal adult fare.

Payment can be made through ATCL bank account, the company’s house sales office here in the city and China Travel Service (Beijing) Co.

The statement further explains that the bank remittance should indicate particulars like passport name, passport number, mobile number and email address.

The new development by ATCL to operate the chartered flight from Guangzhou to Dar es Salaam came on Monday this week after the national carrier secured a permit from the China Aviation Administration.

“We shall start the payment process from July 13, 2020 (Tuesday),” reads a part of the statement.

Ambassador Kairuki said a number of airlines had informed the Embassy of Tanzania in China that they were willing to operate repatriation flights with a view to bringing back home Tanzanians living in China.

The flights are set to be operated from the end of July or early August this year.

“The transport costs will depend on the number of passengers to use the chartered flight and will be paid by themselves,” the Embassy of Tanzania in China said in a statement.

(Reuters) - Kenya’s Olympic and world 3,000 metres steeplechase champion Conseslus Kipruto has tested positive for coronavirus and will miss the season-opening Diamond League meeting in Monaco on Friday, the 25-year-old has confirmed.
Kipruto, whose personal best is eight minutes 0.12 seconds, said he was in great shape ahead of the event and hoped to break the world record which is currently held by Kenyan-born Qatari Saif Saaeed Shaheen (7:53.63).

“Our World is going through a challenging period and we all have to take our responsibilities,” Kipruto said on Instagram.
“Unfortunately my COVID-19 test, as part of the Monaco-protocol, came back positive and therefore I can’t be part of the Monaco Diamond League on Aug. 14.

“I don’t have any symptoms and I was actually in great shape. I was planning to go for the world record. It has stayed too long outside Kenya.”
The Monaco Diamond League meeting will be followed by events in Stockholm, Lausanne, Brussels, Rome/Naples, Doha and a yet to be determined location in China.

Meetings in Eugene, London, Paris, Rabat, Gateshead and Shanghai have been cancelled due to the COVID-19 pandemic.
