Mchina amewaambia wasubiri afanye tathmini kwanza.

Lazima tukubali hali kama ilivyo, Mchina ameshakubali atagharamia kipande kilichokua kimesalia kwa Kenya, hivyo sisi tayari tuna uhakika wa kuunga Uganda.

China is back as one of the potential financiers of Tanzania’s flagship standard gauge railway project, Foreign Affairs Minister Palamagamba Kabudi confirmed this past week.
“The Chinese government has declared its intention to support the SGR construction at a later stage, and is now doing its own evaluation of the project before engaging us in further talks,” Prof Kabudi said, after attending a co-ordination meeting of the Forum on China-Africa Cooperation (FOCAC) in Beijing.
The SGR, stretching 1,457km from Dar es Salaam to western Tanzania, is one of the mega-infrastructure projects being touted by President John Magufuli’s government as key to its industrialisation agenda over the next decade.
The budget for the railway is $7.5 billion, with a five-year completion timeline.
Funding
Earlier plans for China’s Exim Bank to provide most of the funding for its construction fell through after the administration rejected the Chinese in favour of a Turkish-Portuguese consortium.

After that deal failed, Tanzania declared that it would pay for the project out of its own pocket. That has worked for the first two phases of the project, Dar es Salaam-Morogoro and Morogoro-Makutupora, covering 726km and costing Tsh4.89 trillion ($2.5 billion).
Tanzania Railways Corporation (TRC) officials say the first phase of the project (Dar-Morogoro) is two-thirds complete, and preparatory work on Phase Two (Dar-Makutupora) is underway.
However, funding has become an issue. TRC communications manager Jamila Mbarouk confirmed in an interview with The EastAfrican this past week that:
“The government is now striving hard to get some financing assistance in order to complete the remaining phases of the SGR construction, starting from Makutupora to the Lake Victoria zone and the western part of the country — covering about 731km.”
The Tanzanian parliament last month approved a Tsh2.5 trillion ($1.1 billion) allocation in the country’s 2019/20 budget for the SGR project, almost half of the entire Ministry of Works development expenditure budget for the year.
China is understood to have also told Kenya and Uganda to work on their respective financing modalities for their joint SGR project in order to receive funding.
China had initially declined to fund the project, with analysts saying the risk of default for both countries was high.

Mungu azidi ibariki Tanzania!

That is a better start for a discussion. Okay, as a software engineer I also predict load and stress on my projects but a rule of thumb for engineering is that you always design for at least three times the predicted load, if it passes then the project is given an OK. This is meant to take care of future unplanned load.

On the second point I have no disagreement, only let down will be for travellers who want to get a quick bite, or have a sit down with family before departure. Providing at least rentable spaces for fast food is very convenient and does a lot to improve on the overall experience of the traveller.

I am sorry, Writing software is not engineering, but services industry profession. That's why you came quickly to criticize queue planning which is the foundation of traffic planning.

Building infrastructure is based upon fundamental science facts. Not some wishy washy lucky numbers!

Feasibility study is important part of project. Data is collected and used to predict the future population and passenger cargo levels.

Load factor design is an old engineering technique that being phased in favour of more comprehensive methods. It's only used for very cheap projects where the impact of making error is not significant.

As I have said, i thought you would be reasonable, but your are hell bent on embarrassing yourself. A poisson process is a stochastic process relying on probability distributions to estimate likely occurrence of events. Therefore as a scientific fact i can tell you railways do not operate as stochastic processes where one event is independent of the other. Also kenya did do a feasibility study unless you are too lazy to look for it, our information is quite public unlike Tanzania. Also planning for roads is different from planning for railway if you have not noticed, trains have a stubborn factor called time which is extremely important, unless you want to run a completely unsafe and unreliable system and unlike roads they are quite predictable like aeroplanes.
As for your claim that load factor is old and has been replaced by what you call "Comprehensive methods"(Which is nonsense) because this term does not exist in engineering books, find below links for your education.
Try not to betray your lack of knowledge by trying to sound smart when you do not know what you are talking about.

Also to disprove your assumption software engineering is a science and a very precise one at that involving years of crunching through abstract and applied mathematics and of course computer programming and systems design. I do not know if you haves this in Tanzania but all across the world software engineering is an independent field of study in

Mleta maada na wengine mnaojitoa ufahamu. Kwanza mnapaswa kujidharau kwa kupindisha ukweli ili mjitekenye kirahisi mpate kucheka. Serikali tangu mwanzo wa mradi inahaha kutafuta external financing. Ndiyo sababu tuliomba mikopo China na Turkey. Tulishindana terms hapo awali.

Mikopo yao sharti feasiblity study wafanye wao, contractor lazima atoke kwao, pia consultant lazima atoke kwao. Unalindaje value for invested money hapo? Utafanyaje negotiation based on study yao? Consultant atoke kwao, dual control iko wapi hapo.

Narudia. Acheni kujitoa ufahamu. Wimbo wa tunajenga kwa pesa zetu unareflect work done so far. Ila mikopo ya kipuuzi hatuchukui kisa tuna shida.

Mnaotaka kucheka endeleeni kujichekesha. You are making fools of yourselves.

According to you the formula above is used to calculate probability of traffic in a train station? This pedestrian reasoning and name dropping is what has led to overcrowding in your BRT system. Instead of doing actual predictions and developing for future load you develop things for the here and now.
FYI: I have used the poisson process mainly to generate random test data that i use to test how much load and stress my API's can carry, that is how I arrive at quantities like 24,000 concurrent requests per second depending on hardware.

Linear regression using stochastic gradient descent will actually be more reliable than trying to use the above model, if you have good historical data.

WATAAMBIA NINI WATU?

Just watched an update by the turkish company making their project on youtube(Published on Jun 14, 2019 ) and it seems all the completed works their government submit are hogwash and propaganda, a huge portion is still at the earthwork stage, culverts and beams.
The train stations I have seen so far are all tiny and incomplete, those stations can not handle more than 1000 people at a time(I am being very generous with this figure).
Unataka stesheni kubwa kwani tunasafirisha tembo?
hela mnazo?
Kipande cha Da - Moro ulilipa wewe?

Who knows better, you or the contractor who made the video update on youtube? I will trust the contractor not you or your government

Ati "tunajenga reli kwa fedha zetu " and then you notice the costs of the railway at $7.5bn is more than half of Tzed's annual budget. Haki afadhali Kenya bwana ,at least tunajimudu kiasi .
Sasa mnajimudu wakati hakuna mlichochangia kwenye rail yenu hata inch moja? Mpaka uendeshaji wote ni mchina, mnajimudu wapi?

Typical Tanzanian argument! When caught in their lies, they resort to insults and strawman arguments. Go back to your shit hole you lazy, non contributing Bongolala.
Tanzania epitomizes the quote below:-
"A lazy person, whatever the talents with which he starts out, have condemned himself to second-rate thoughts, and to second-rate friends"

Kama ukifuatilia vizuri ni kwamba Tanzania haikukataa fedha kutoka China from no where.

But it's not economic to build a station for 1000 passengers when it's already predicted that maximum 100 passengers will depart at any time.

Business and offices can be built by entrepreneurs near the station. It doesn't have to be part of the station itself. Moreover they can be added in future, if needed and when money to dispose is available!

Bro uko vizuri. You sound to be one of the project certified professional.

Kudos bro.

Pia mpaka sasa SGR yetu inaweza kutumika as a base for negotiation of a loan. I wish this model could be used for other projects such as HEP. Tutapiga hatua kubwa sana. Maana tutajua the actual cost per unit in implementing the project.
