Mancini has signed a 3½-year deal worth £10.8 million, which will tie him to the club until June 2013, although it has been suggested that there is a clause that would allow for a parting of the ways at the end of the season if City have not finished in the top four.
The Italian is understood to have been told three weeks ago that he would be replacing Hughes as manager after meeting al-Mubarak for dinner in London. Hughes was only formally told that he had been sacked after City's 4-3 win at home to Sunderland on Saturday during a ten-minute meeting with al-Mubarak, even though he had gone into the game knowing his 18-month tenure as manager was over.
In a statement issued via the League Managers Association website yesterday, Hughes could barely contain his anger that secretive moves had been afoot to replace him with Mancini for weeks.
"I was informed after the match against Sunderland that my contract with Manchester City was being terminated with immediate effect," he said. "Notwithstanding media coverage to the contrary, I was given no forewarning as to the club's decision.
"Given the speed with which my successor's appointment was announced, it would appear that the club had made its decision some considerable time ago."
Mancini will be presented as City manager at a press conference this afternoon, although as of last night, Cook had decided not to attend as originally planned.
In a statement, al-Mubarak said that a run of two wins in City's past 11 Barclays Premier League matches was "clearly not in line with the targets that were agreed and set" .
Hughes, though, believes City, who are six points off fourth place with a game in hand on Aston Villa, were on course. "At the beginning of the season, it was agreed that a realistic target for the season would be sixth place in the Premier League, or in the region of 70 points," he said.

His arrival came two months before Sheikh Mansour purchased City from the controversial former Thai prime minister Thaksin and he leaves with 18 months remaining on that deal. The final severance figure, however, may be determined by whether he gains alternative employment in that period

Roberto Mancini targets Manchester City title triumph
Manchester City manager Roberto Mancini has his sights set on a top-four finish this season before going all out to win the Premier League title next term.
Former Inter Milan boss Mancini was unveiled as City's new boss on Monday, replacing the sacked Mark Hughes.
"At this moment my target is the top four," said Mancini. "Next season we want to win the Premier League."
"I hope to stay here for many years and win many trophies. City has great fans I hope we do a good job for them."
Mancini was appointed manager of City on Saturday, signing a three-and-a-half year contract at the club.
Hughes lasted only 18 months in the job and was axed with the club lying in sixth place in the top flight and having been beaten only twice in the league this season.
