African Union recognises NTC as Libya government



The African Union recognised the National Transitional Council (NTC) as Libya's de facto government yesterday, removing another piece of diplomatic support for the country's ousted leader Colonel Muammar Gaddafi. The pan-African body, which has frequently been criticised for its ponderous reaction to events on its doorstep, said in a statement that it was ready to support the NTC in its efforts to build an inclusive government.

It also urged the NTC to protect African migrant workers following reports of black Africans being targeted by militia units hunting down mercenaries loyal to Col Gaddafi. Most European nations, the United States and Nigeria recognised the NTC from 22 August, while China officially acknowledged the Benghazi-based group as Libya's "ruling authority" on 12 September. The African Union's switch is likely to bring pressure to bear on leaders such as Zimbabwe's Robert Mugabe, who expelled Libya's ambassador at the end of August after the envoy switched allegiance from Col Gaddafi to the NTC.

Libya's neighbour Tunisia jailed Muammar Gaddafi's former prime minister today, and Libya's new rulers said they were tightening their grip on the desert towns where Gaddafi himself may be hiding.

In the highest profile detention of a Gaddafi associate to date, a Tunisian court sentenced ex-prime minister Al Baghdadi Ali al-Mahmoudi to six months in jail on charges of illegally entering the country on Wednesday evening. "Al-Mahmoudi was arrested yesterday evening," a Tunisian Interior Ministry official, speaking on condition of anonymity, told reporters. "

He was arrested because he entered Tunisian territory illegally … He did not have an entry stamp in his passport." The justice minister in Libya's new government said Tripoli would request that the former prime minister be extradited to stand trial in Libya.

"Baghdadi directly oversaw the operations which had to do with the killings of Libyans," the minister, Mohammed al-Alagi, said on Al Arabiya television station.

The National Transitional Council has been anxious to show that it can establish firm control over a country riven by tribal and regional rivalries.

The African Union (AU) is ready to work with stakeholders in Libya to build a democratic society, following the ouster of long-time leader Moammar Gadhafi.

Ambassador Ramtane Lamamra, commissioner for Peace and Security of the African Union, said "The situation in Libya is now mature for democratic transformation process."

"We certainly hope," he continued, "that the United Nations has a vision to support the transition in Libya, I hope the international community will continue to be mobilized for the sake of helping the Libyans to overcome the consequences of the tragedy of the civil war."

He also expressed hope the international community will help Libya lay the foundation for a striving democracy and for the overall development of the North African country.
