Am just surprised with Tanzanians, kama memory yangu iko safi! Huyu Gadaffi alishawahi kutuvamia akishirikiana na Idd Amin 1978! Sikatai kuwa anafanya mambo makubwa nchini kwake, lakini je wote tunapenda hii style ya utawala?.

Ukiacha hiyo ya mwaka 1978 kumsaidia mvuta bangi mwenzake Idd Amin, Gadaffi ni dictator mwenye akili ya kuwakumbuka wananchi wake.

Hague: Libya decision nears

The world is near the "point of decision" on whether to impose a military no-fly zone over Libya and arm rebel fighters to enable the overthrow of Colonel Muammar Gaddafi, Foreign Secretary William Hague has said.

The creation of a no-fly zone has recently received support from the influential League of Arab States, something which was seen as essential to legitimise any military action in the country.

Speaking on BBC Radio 4's Today programme Hague said: "We are now reaching a point of decision, very clearly, on what happens next,"

"Clearly a no-fly zone is one of the leading propositions. It isn't the answer to everything but it has been called for by the Arab League and is something which the international community must now consider."

Hague also said that a UN Security Council resolution to create a no-fly zone was not essential.

"In cases of great, overwhelming humanitarian need, then nations are able to act under international law, even without a resolution of the Security Council," he said.

Hague also said he "wouldn't exclude various possibilities" regarding the possible lifting of an UN embargo to enable the arming of rebel fighters.

"Again, this is the kind of subject which has to be discussed with our international partners."

Kabla sijasema, lakini viongozi wa africa wananyenyekea hawa EU, US. sababu kubwa dependency. Rejea cold war era before the fall of Soviet and Berlin wall in the late '80s kulikuwa na Non-aligned movement why? dependency, asiharibu kokote.
Back to the topic, I second Col.Ghadafi to continue leading Libya. Regime transition should never take place given the prevailing circumstances. Challenge for the Libyan leader is to find a way he can endure his power as a leader and design a peaceful power transfer.

ROME, March 15 (Reuters) - Libyan leader Muammar Gaddafi said he felt betrayed by former European allies like Italy's Silvio Berlusconi who have turned against him and said business links with Europe risked lasting damage.

Gaddafi dismissed demands by world powers for a no-fly zone over Libya or the possibility of airstrikes, telling Tuesday's edition of the Italian daily Il Giornale that: "We will fight and win. A situation of that type will only serve to unite the Libyan people."

The Libyan leader said French President Nicolas Sarkozy, who has officially recognised the rebel Libyan National Council and called for targeted airstrikes, had a "mental disorder".

In the interview, Gaddafi said the criticism of his rule from Europe, culminating in a demand by EU leaders that he leave power, had threatened ties.

"I was really shocked by the attitude of my European friends," he told the newspaper. "They have damaged and endangered a series of major accords on security that were in their interests and the economic cooperation that we had."

Asked about his relations with Berlusconi, previously his closest friend in Europe, he said: "I am so shocked, I feel betrayed, I don't even know what to say to Berlusconi."

EU leaders have slapped economic sanctions on Tripoli following the outbreak of fighting between rebel forces in the east of the country and troops loyal to Gaddafi and at a summit meeting last week demanded that he step down.

ECONOMIC TIES

Until the unrest, economic ties had been blossoming. Italy, in particular had developed close links with its former colony, with which it also had agreements to block the flow of clandestine immigration from Africa. However Gaddafi said these were now under threat.

"I think and hope that the Libyan people will reconsider economic and financial ties and also those in the field of security with the west," he said.

Eni, Italy's biggest oil and gas company, has extensive operations in Libya, including long-term contracts and says it plans to invest some $25 billion there.

Other Italian companies with significant interests or ties include defence and aerospace group Finmeccanica and Italy's biggest bank Unicredit.

"When your government is replaced by the opposition and the same thing happens in the rest of Europe, the Libyan people will perhaps take new relations with the West into consideration," Gaddafi said.

He also repeated that his government had represented a bulwark against Islamic extremism, which could now be unleashed, triggering more serious unrest in the region.

"If instead of a stable government which guarantees security, these bands linked to bin Laden take control, the Africans will move in a mass towards Europe and the Mediterranean will become a sea of chaos," he said.

If western forces attacked Libya, he would join forces with the radical Islamists. "We will ally ourselves with al Qaeda and declare holy war," he said. (Writing by James Mackenzie; Editing by Jon Boyle)

PRESIDENT Yoweri Museveni has accepted to be on the African Union (AU) committee set up to handle the Libyan crisis.

The Libyan leader, Col. Muammar Gadaffi, is facing widespread uprisings which started last month.

The committee set up in Addis Ababa, Ethiopia last Thursday is scheduled to hold its inaugural meeting in Mauritania on March 19.

The other heads of State on the team are South Africa’s Jacob Zuma, Gen. Sassou Nguesso of Congo, Amadou Toumani Toure from Mali and Mouhammed Abdul Aziz from Mauritania. The AU commission president, Jean Peng and the incumbent AU chairperson, Teodore Obiang Nguema Mbasogo, will also be on the committee.

Foreign affairs minister Sam Kuteesa told New vision yesterday that after the preparatory meeting in Mauritania, the committee will proceed to Tripoli where they will forward AU proposals to Gadaffi.

They will later find a way of also communicating with the rebels based in Benghazi.

Kuteesa, however, said the heads of state may not personally be present, but would be represented.

He supported the AU decision to vehemently oppose a no fly zone and foreign military intervention in the Libya conflict.

France had pressed for a no-fly zone “as fast as possible” to prevent government planes from bombing civilians in the rebel held areas.

Kutesa was optimistic that the Libyan crisis would be solved by Africans themselves.

Uganda’s relations with Libya date back to the Second World War when East Africans under the seventh Battalion of King’s African Riffles fought side by side with the allies against Italians in their colony.

PARIS - G8 foreign ministers will warn Libyan leader Muammar Gaddafi of the "dire consequences" of failing to respect the basic rights of his people but will stop short of recommending a no-fly zone, according to a draft communique seen by Reuters. The draft, which could still be altered before its release following ministerial talks in Paris, calls on the UN Security Council to increase pressure for Gaddafi to leave, including via economic measures.

An initial paragraph calling for measures including a no-fly zone was removed and ministers were expected instead to welcome the fact the UN Council was considering a range of measures to protect Libya's population from attack by Gaddafi's forces.

A delegation source said earlier that Germany and Russia had blocked any reference to a no-fly zone.
