On 7 October 1972, Gaddafi praised the Lod Airport massacre, carried out by the Japanese Red Army, and demanded that Palestinian terrorist groups carry out similar attacks.[86]
Gaddafi asserted in June 1984 that he wanted his agents to assassinate dissident refugees even when they were on pilgrimage in the holy city of Mecca. In August 1984, one Libyan plot in Mecca was thwarted by Saudi Arabian police.[30]
Gaddafi fueled a number of Islamist and communist terrorist groups in the Philippines, including the New People's Army of the Communist Party of the Philippines and the Moro Islamic Liberation Front. The country still struggles with their murders and kidnappings.[23][75][77][101][101][102] In Indonesia the Organisasi Papua Merdeka was a Libyan backed militant group.Vanuatu's ruling party enjoyed Libyan support.[75]
Gaddafi sought close relations with the Soviet Union, and purchased arms from the Soviet bloc. Gaddafi's support for paramilitary groups and international terrorism often extended to groups with ideologies far removed from his own, including[103][104] European terrorists in France[30][78] and Germany,[31][75][77] the United States, and Latin America.[105][106]
In October 1981 Egypt's President Anwar Sadat was assassinated. Gaddafi applauded the murder and remarked that it was a punishment.[94]

An Egyptian court fined former Egyptian President Hosni Mubarak and his top officials more than $90 million.
STORY HIGHLIGHTS
Cairo, Egypt (CNN) -- A Cairo court has ordered the first ruling against Hosni Mubarak since he was ousted on February 11, fining him and his top officials more than $90 million for their role in cutting the mobile phone network and Internet service for five days.
Adel Saeed, spokesman for the general prosecutor, said Mubarak himself was fined $34 million, former Interior Minister Habib El-Adly $50 million, and former Prime Minister Ahmed Nazif $6 million.
"They were charged with cutting the communication to hinder the efforts of the January 25 revolutionaries," he said. The blocks began January 28 as demonstrations against Mubarak's rule heightened in Cairo's Tahrir Square.
The court order stated that they will have to immediately pay these fines from their personal accounts and that the money will be allocated to the national treasury.
Aly Hassan, a judicial analyst affiliated with the justice ministry, said an appeal filed at the Cairo Administrative Court does not mean that the payment will be delayed or stopped.
"The court ordered an immediate payment and the fine may be increased by the state if the damages increase during the year as compensation for lost revenue." he said, adding that the fines would be deducted from their accounts, which have already been frozen.
Mubarak will face the Cairo Criminal Court for more serious charges, including using his political position to acquire funds illegally and potentially capital charges of killing protesters.

DAKAR, Senegal (AP) Senegal's president says Libya's rebel movement has permission to open a diplomatic office in the West African country.
A statement released by President Abdoulaye Wade's office Saturday said that the president recognized the National Transitional Council as the legitimate representatives for the Libyan people and permitted them to open a representative office in Senegal's capital, Dakar. Wade met with a delegation for the group on Friday in Paris.
Wade on May 20 had already recognized the group as the legitimate political opposition, a move that surprised many observers. Wade is known to be close to Libyan leader Moammar Gadhafi and has received him in Dakar many times.

Libya 'ceasefire talks under way'
Libyan deputy foreign minister hints at ongoing secret talks between UK representatives and Gaddafi's government.
Secret channels are being opened between the Libyan government of Muammar Gaddafi and British representatives over a possible ceasefire, sources have told Al Jazeera.
Abdelati al-Obeidi, the Libyan deputy foreign minister, who has been leading the government's diplomacy after Musa Kousa, the foreign minister, defected, gave hints on Saturday to Al Jazeera's James Bays about the secret talks to end the war.
The Al Jazeera correspondent, who spoke to al-Obeidi on a flight to the southern Tunisian town of Djerba, said the Libyan official was quite guarded in his approach and said that "he really was not authorised to tell me what had taken place at this meeting".
"The deputy foreign minister did admit that he had come for talks which have been taking place with British officials. He could not say what the talks were about but did say it was an exchange of views and a channel of communication being opened by them," he said.
Though he denied that there was any talk of an exit strategy for Gaddafi, he said the government was willing to talk to the opposition in Benghazi, our correspondent said.
He quoted al-Obeidi as saying: "We want to end this war and we want to end soon."
"It is an indication of British agenda playing quite a leading role here, and in this behind-the-scene process, probably British diplomats or members of MI6 may be involved. Remember they [MI6] were also involved in Kousa's defection about two months ago," our correspondent said.
Low-key response
The response from Britain has been reasonably low key, Al Jazeera's Bays said.
"I have talked to a representative of the British foreign ministry, a spokeswoman, who said there have been no talks with British diplomats. She said 'they were aware that meetings had taken place with the minister and British citizens but made it clear that they were not civil servants and not diplomats'."
The reports of the ceasefire talks came just hours after NATO carried out a rare day-time air raid on the capital, Tripoli.

Kwa mtindo huu, that is why most leaders do not want to leave their presidential seats because they know that they will be charged with various crimes done when in power... I like the fact that Egypt is tackling this issue very strategically, pesa kwanza from the wife, and now Mubarak and his top officials and then eventually facing the court for other serious crimes...
