NATO denies attack helicopter shot down in Libya

NATO denied a Libyan government claim that one of its Apache helicopters was shot down, but did say contact was lost with an unmanned drone helicopter, DPA reported.

Libyan state television aired footage of what it claimed was a NATO Apache helicopter that had been shot down in Zleitan, 180 kilometres east of the capital Tripoli.

However, the alliance "received reports that an unmanned autonomous helicopter drone, used by NATO forces, lost radar contact with the command centre," a NATO spokesperson in Brussels said.

"This drone helicopter was performing intelligence, surveillance and reconnaissance over Libya to monitor pro-Gaddafi forces threatening the civilian population," he added.

NATO has been carrying out airstrikes targeting Moamer Gaddafi's forces and aiming to protect civilians since late March.

Italian Foreign Minister Franco Frattini has called for a suspension of hostilities in Libya to allow humanitarian aid to be brought to the war-torn country.
Mr Frattini also said Nato must provide data on results of its bombing campaign and guidelines on targeting errors.
Arab League Chairman Amr Moussa also urged a ceasefire on Tuesday, voicing reservations about the Nato campaign.
On Sunday a Nato missile apparently misfired striking a residential area.
The Libyan government said nine people including two young children were killed in the strike.
The alliance acknowledged that civilian casualties may have resulted from it.
Meanwhile Chinese Foreign Minister Yang Jiechi described Libya's opposition National Transitional Council as an "important dialogue partner" and an "important domestic political force

Libyan ruler Muammar Gaddafi has accused NATO of murder, vowing to retaliate for the killing of civilians during air raids by the Western military alliance.


“You said, 'we hit our targets with precision', you murderers,” Gaddafi said in the message broadcast on Libyan television late Wednesday, Reuters reported.

"One day we will respond to you likewise, and your homes will be legitimate targets,"

Gaddafi paid homage to his comrade Khuwildi Hemidi who lost several members of his family in a NATO airstrike on his residence on Monday.

The Libyan ruler vowed to continue the battle until the West is "wiped out."

He said no agreement can be reached over the crisis in Libya after their children and grandchildren were killed in air attacks.

Gaddafi's remarks come after Italian Foreign Minister Franco Frattini called for an immediate stop to hostilities in Libya. He said the need of a ceasefire has become more pressing.

The Chairman of the African Union (AU) Jean Ping said the deadlock in Libya could increase the possibility of dividing the country in half. He added that the current stalemate will push the West to support the AU plan.


Ping warned of a Somalia-style conflict in Libya. In Somalia warlords and militants used the power vacuum to their benefit.

The AU plan proposes an immediate ceasefire and the establishment of a transition period but fails to clarify Gaddafi's role in the future of Libya.

Libyan revolutionaries have rejected the AU roadmap, demanding Gaddafi's departure.

ROME - A former Libyan foreign minister who has defected to the opposition said on Thursday he believed Muammar Gaddafi realized he could no longer stay in Libya and may leave within a few weeks.

Abdurrahaman Shalgam, one of the highest-ranking Libyan defectors, told Corriere della Sera TV he believed Gaddafi was negotiating for asylum with either another African country or Belarus.

"He is maneuvering for three things - to leave the country, to have money and to be shielded from the International Criminal Court," said Shalgam, who still serves as Libya's ambassador to the United Nations.

"He is maneuvering to go to another African country or even Belarus because the president there is his friend. I think that he will leave Libya in a few weeks, in two or three weeks at the most."

Gaddafi has said he would fight to the death.

He sounded a new note of defiance with an audio recording on Thursday, broadcast on Libyan television, in which he called NATO states murderers of innocent civilians and said he would avenge their deaths.

US House rejects Libya war authorization

The House of Representatives in a scathing rebuke to President Barack Obama has rejected a resolution authorizing US military action in Libya for one year.


War-fatigued American lawmakers defeated the measure on Friday with 295 votes against and only 123 votes in its favor, AFP reported.

The congressional action was a swipe at Obama over growing discontent among US lawmakers after a decade of wars in Afghanistan and Iraq that has cost more than a trillion dollars and has helped fuel a USD 1.4 trillion budget deficit.

"We don't have enough wars going on? The war in Iraq, the war in Afghanistan, we need one more war?" Democratic Representative Dennis Kucinich said during Friday's vote.

“This war is a distraction. Our flailing economy demands the full attention of Congress and the president," he noted.

The White House, meanwhile, said it was disappointed by the House of Representatives vote.

"We are disappointed by that vote. We think that now is not the time to send the kind of mixed message that it sends," White House spokesman Jay Carney told reporters aboard Air Force One.

The United States has conducted hundreds of strike sorties since NATO took over the Libya operation on March 31.

NATO Secretary General Anders Fogh Rasmussen has vowed to intensify the bombing missions in Libya despite Italy's call for an immediate ceasefire to the ongoing fighting.

“NATO will continue this mission because if we stop, countless more civilians could lose their lives,” the Western military alliance's chief said in a video statement on the NATO website on Wednesday.

Earlier, Italian Foreign Minister Franco Frattini called for “an immediate humanitarian suspension of hostilities” in Libya.

Libya has called on Nigeria as leader of African Union to intervene with a view to stopping the continued bombardment of their country by the North Atlantic Treaty Organisation forces since the protest for regime change that hit the country some months ago.

Libyan Foreign Minister, who doubled as President Moammar Ghadaffi’s special Envoy, Abdullahi Oubaidi who took the save our soul cry to the Presidential Villa, Abuja Friday, lamented that the action of NATO was in strict violation of the sovereignty of his country.

He said the matter which ought to have been allowed for internal resolution has been blown out of control by NATO which has been bombing and allegedly killing innocent civilians while totally destroying the infrastructure they took time to build.

Responding to questions from State House Correspondents during the visit, Oubaidi said he extracted a promise from President Goodluck Jonathan to help table the matter before the AU meeting coming up in Equatorial Guinea next week.

US President Barack Obama has committed an impeachable offense by not gaining Congress approval to war on Libya. How will Congress respond?



Press TV talks with Dr. Paul Craig Roberts, former assistant secretary of US treasury, Atlanta who discusses the possibility of impeachment of President Obama and raises the question about how the war is being funded if not authorized by Congress. Following is a transcript of the interview.

Press TV: What do you believe the effect of Congress going against Obama on the Libya war will in fact be?

Dr. Paul Craig Roberts: Congress must pass an authorization bill in order that funds can be appropriated. And so the House has refused to pass the authorization. It's not because they oppose the war, it's because President Obama violated the War powers Act and did not tell Congress that he was starting a war with Libya.

He acted as a Caesar, following in the footsteps of the Bush regime. And so they're angry that the President has ignored them and started a war without telling them. This is like a shot across its (Obama's administration) bow.

It won't mean anything unless Congress refuses to fund the war. Already the President is spending money on a war that the Congress has not provided funds for. So he's violating the procedures that the country is supposed to follow.

Actually he should be impeached because he is violating the law. But Congress is very unlikely to take such a decisive action. And unless they take a decisive action it doesn't really mean anything so far.

Press TV: Dr. Roberts, what I'm hearing you say is that this is essentially a political game and that Congress most likely does in fact support this war in Libya, but like you said they're just angry about the fact that President Obama didn't go through them. If that is the case is there any likelihood that they would ever reject funds for Libya considering next year is an election year?

Dr. Paul Craig Roberts: What may happen is that the economy - they pretend there's a recovery - there's not; and the ability to disguise that fact is evaporating. In fact just recently the chairman of the central bank, the Federal Reserve has said that he's puzzled at the lack of the recovery.

So, if the economy continues to fail, Congress will be become very uncertain about spending money on some war that they don't really understand and that they weren't asked about to start with because they will want the money for domestic purposes.

That might be all that can actually stop the war.

NATO warplanes have dropped bombs on the strategically important town of Brega, claiming the lives of at least 15 Libyan civilians, reports say.


Libyan state television said that at least 15 civilians were killed in the airstrike on the outskirts of Brega on Saturday.

"The colonialist crusader Atlantic coalition bombed civilian sites, among them a bakery and a restaurant in Brega, creating 15 martyrs and more than 20 wounded, among them regular clients of those places," the state TV said.

Sources say the death toll is expected to rise as some of the seriously injured are said to be in critical condition.

The incident comes days after NATO acknowledged that an earlier attack on a residential area of Tripoli had resulted in civilian deaths.


The alliance said its airstrike on Sunday had missed the intended target because of an apparent weapons system failure.

The Libyan government has said at least nine civilians -- including toddlers -- were killed in that raid.

NATO says its air campaign over Libya is aimed at protecting civilians. However, Libyan officials say hundreds of civilians have died in the bombings
.

The Western military alliance has also targeted the positions of opposition forces several times.

NATO has deployed its full range of aircraft in the war on Libya. Many civilians have been killed since the Western-led war on Libya began in March.

Experts say the main motive behind the Western attack on Libya is the vast oil reserves of the North African country.

Statement ya Mwakilishi wa Uganda katika Security Council: June 15/ 2011

15th June, 2011

Mr. President,
1. Thank you for organizing this interactive dialogue. It is good that the United Nations Security Council (UNSC) has met the African Union (AU) Mediation Committee (High-Level Ad hoc Committee on Libya) so that we can exchange views on the situation in Libya in a candid and frank manner. This should have happened much, much earlier because Libya is a founding member of the AU. An attack on Libya or any other member of the African Union without express agreement by the AU is a dangerous provocation that should be avoided given the good, relaxed international situation in the last 20 years since the release of Nelson Mandela from jail and the eventual freedom of South Africa.



2. The UN is on safer ground if it confines itself on maintaining international peace and deterring war among member states.



3. Intervening in internal affairs of States should be avoided except where there is proof of genocide or imminent genocide as happened in Rwanda or against the Jews in Germany and the European Countries that were occupied by the Third Reich.



4. There are differences on the issue of Libya as to whether there was proof of genocide or intended genocide. Fighting between Government troops and armed insurrectionists is not genocide. It is civil war. It is the attack on unarmed civilians with the aim of exterminating a particular group that is genocide – to exterminate the genes of targeted groups such as the Jews, Tutsis, etc. It is wrong to characterize every violence as genocide or imminent genocide so as to use it as a pretext for the undermining of the sovereignty of States. Certainly, sovereignty has been a tool of emancipation of the peoples of Africa who are beginning to chart transformational paths for most of the African countries after centuries of predation by the slave trade, colonialism and neo- colonialism. Careless assaults on the sovereignty of African Countries are, therefore, tantamount to inflicting fresh wounds on the destiny of the African peoples. If foreign invasions, meddlings, interventions, etc, were a source of prosperity, then, Africa should be the richest continent in the world because we have had all versions of all that: slave trade, colonialism and neo-colonialism. Yet, Africa has been the most wretched on account of that foreign meddling.



5. Whatever the genesis of the intervention by NATO in Libya, the AU called for dialogue before the UN resolutions 1970 and 1973 and after those Resolutions. Ignoring the AU for 3 months and going on with the bombings of the sacred land of Africa has been high-handed, arrogant and provocative. This is something that should not be sustained or repeated. To a discerning mind, such a course is very dangerous. It is unwise for certain players to be intoxicated with technological superiority and begin to think that they alone can alter the course of human history towards greater freedom for the whole of mankind. Certainly, no constellation of states should think that they can recreate hegemony over Africa.



6. The safer way is to use the free gift God gave us – the ability to talk – in order to solve all problems.
7. The UN or anybody acting on behalf of the UN must be neutral in relation to the internal affairs of states. Certainly, that should be the case with respect to the African countries. The UN should not take sides in a civil war, for instance, in an African country. The UN should promote dialogue, reconciliation, the peaceful resolution of conflicts, and help in enforcing agreements arrived at after negotiations such as the agreement on the Sudan.



8. Regardless of the genesis of the Libyan problem, the correct way forward now is dialogue without pre-conditions. The demand by some countries that Colonel Muammar Gadaffi must go first before the dialogue is incorrect. Whether Gadaffi goes or stays is a matter for the Libyan people to decide. It is particularly wrong when the demand for Gadaffi's departure is made by outsiders.



9. In order for dialogue, without pre-conditions, to take place, we need a ceasefire in place that should be monitored by the AU troops among others. This will help the AU to confirm the veracity of the stories of Gadaffi killing civilians intentionally.



10. That dialogue should agree on the way forward in the direction of introducing competitive politics. Gadaffi thinks that he has the most democratic system in the world of people's authority – elected local committees. Since so much chaos in Libya has emerged on the issue, Gadaffi should see the wisdom of accepting competitive democracy. Gadaffi cannot ignore the fact that the rebels took over Benghazi and his authority melted away before NATO came in to confuse the picture. The pre-NATO uprising in Benghazi was, mainly, internal. Gadaffi may say that they were organized by Al Qaeda. Even if that is so, it is a fact that a sizeable body of the Libyans in Benghazi threw out Gadaffi's authority or it melted away. Therefore, Gadaffi must think of and agree to reforms, resulting into competitive politics.



11. A transitional mechanism could, then, be worked out and elections – competitive elections – would take place after an agreed timetable.



12. What about security for the opposition members? We have plenty of experience on such issues. What did we do in Burundi? We provided a protection force (a brigade) for the Hutu leaders who were living outside Burundi or were in the bush. One of them is now the President of Burundi after winning democratic elections.



13. How about those who are alleged to have committed war crimes – including Gadaffi and the rebels? Again, our decision in Burundi is useful here. We used the concept of "immunité provisoire", – provisional immunity – for all the stakeholders so that they could participate in the dialogue. After peace is realized, then a Truth and Reconciliation body could be set up to look into these matters. After democratic elections, trials of those that are guilty can take place.



14. Long term safety of every body can be ensured by security sector reform and especially reform of the army, so that it takes orders from any elected President.



15. The intervention in Libya was premised on the basis of protecting civilians and preventing further civilian deaths. civilians and preventing further civilian deaths.

However, the humanitarian situation in Libya remains serious and continues to get worse with continued hostilities. Looking at how resolutions 1970 and 1973 are being implemented, the international community and the United Nations in particular, are being severely put to the test, as what is happening in Libya will undermine future efforts of the United Nations in the protection of civilians. There is, therefore, no need for any war-like activities in Libya because there is a peaceful, risk-free way forward. There has been no need for these war activities for many weeks now – ever since Gadaffi accepted dialogue when the AU mediation Committee visited Tripoli on the 10th April, 2011. Any war activities after that have been nothing but provocation for Africa. It is totally unnecessary war. It must stop.


16. The story that the rebels cannot engage in dialogue unless Gadaffi goes away does not convince us. If they do not want dialogue, then, let them fight their war with Gadaffi without NATO bombing. Then, eventually, a modus vivendus will emerge between the two parties or one of them will be defeated. The attitude of the rebels shows us the danger of external involvement in internal affairs of African countries. The externally sponsored groups neglect dialogue as well as building internal consensus and, instead, concentrate on winning external patrons. This cannot be in the interest of that country. Mobutu's Congo as well as performance of all the other neo-colonies of Africa in the 1960s, 1970s, 1980s and their eventual collapse in the 1990s prove that foreign sponsored groups are of no value to Africa.



17. It is essential that the United Nations Security Council works with the African Union to ensure that a ceasefire is immediately established with an effective and verifiable monitoring mechanism and dialogue embarked upon, leading to a political process including transitional arrangements and the necessary reforms. The crisis in Libya requires a political solution and not a military one; and the AU Road Map is the most viable option.
Finally, what is needed on the issue of Libya is a genuine partnership between the United Nations Security Council and the African Union. By working together we can find a lasting solution to the crisis in Libya. I thank you.
