British ambassador refuses to apologise to tortured Libyan rebel

A top Libyan rebel leader demanded – but was refused – an apology from Britain's chief diplomat in Tripoli in a tense face-to-face meeting yesterday.

Abdul Hakim Belhadj, the military commander of the Libyan capital, confronted Dominic Asquith, the UK special representative, after it emerged that MI6 had helped in his "rendition" to torture and ill-treatment at the hands of the CIA and the Gaddafi regime. Mr Belhadj also warned Mr Asquith against any British "cover-up" of the matter. His spokesman said Mr Asquith's refusal to apologise was "unfortunate."

The meeting came as The Daily Telegraph learned that a number of British human rights lawyers have offered their services to Mr Belhadj and another man, Sami Saadi, also known as Abu Munthir, who was also "rendered" to a Gaddafi jail with MI6 help. Mr Saadi said on Wednesday that he had been "tricked" by the British, who lured him into a trap that led to his imprisonment for six years and starvation in a Libyan jail. Both men say they intend to sue the British Government.

Describing the meeting, Mr Belhadj's spokesman said: "Mr Belhadj told the Special Representative that he was very sorry and surprised at Britain's behaviour and he asked for an apology.

"Unfortunately, the Special Representative did not offer Mr Belhadj any apology or regret. He said he was not in a position to do so because David Cameron had set up an inquiry. Mr Belhaj replied that the British Government already knows very well that it was involved in his rendition. He said he hoped the inquiry would not be a whitewash or a cover-up."

The spokesman confirmed that Mr Belhadj and Mr Saadi had been approached by a number of British lawyers seeking to represent them in their human rights claim.

Libya power struggle threatens post-Gaddafi unity

TRIPOLI (Reuters) - Libya's internationally backed interim council has yet to establish a credible administration in Tripoli, where makeshift armed brigades united only by the six-month struggle against Muammar Gaddafi are now jostling for influence.

Elections are planned, but for now seem a distant prospect to the disparate fighters seeking a stake in Libya's future.

Mahmoud Jibril, de facto prime minister of the National Transitional Council (NTC), visited the Libyan capital on Thursday for the first time since Gaddafi's fall on August 23, accusing others of playing "political games" and threatening to resign if infighting erupted in the movement that overthrew Gaddafi.

The NTC has operated from the eastern city of Benghazi, the cradle of the revolt that erupted on February 17. Fighting on the eastern front was bogged down for months until militias from the Western Mountains and the coastal city of Misrata finally turned the tables on Gaddafi's forces.

Those units have set up bases in Tripoli, spraying walls and cars with the names of their home towns. Some fighters wear bandanas and t-shirts with the name of their brigade. Unruly gunmen often fire into the air, unnerving Tripoli residents. If this were not enough, some Libyans believe that France, Britain, Qatar and other countries that helped the revolt with cash, air power and diplomatic muscle now back rival camps.

"The situation is sensitive. Right now it's all a display of force .... I regret it," said Mousa Younis, speaking for a brigade of fighters from Jadu in western Libya.

These fighters, along with men from Misrata, which suffered a devastating siege by Gaddafi forces, feel their role in capturing Tripoli entitles them to a share in power.

"The Misrata and Jadu brigades are worried that new people will come from nowhere and try to take control, to steal the revolution. Who are these people?" asked Younis, whose fighters occupy a beach-side camp at a former Gaddafi-owned resort.

Alongside the brigades is an array of newly formed, and sometimes overlapping, councils and committees set up to administer the capital. Their authority is often disputed.

"They want to keep us out, but we will stay in Tripoli," said Mohammed al-Fortia, a Misrata commander. "If you have the power...they will respect you. We have the power, why not use it? Not to fight, but our presence is important."

MIXED MESSAGES

The NTC has sent mixed messages to the brigades camped in the capital, with some officials thanking them for their help, but gently asking them to leave, while others insist they stay, arguing that they still have a role with Gaddafi still at large.

The gunfire ringing out in Tripoli most days undermines efforts by Libya's new leaders to present a capital returning to normal and a country moving toward civilian, democratic rule.

Abdul Hakim Belhadj, an Islamist who once fought in Afghanistan, now heads Tripoli's military council. He must now impose order on former rebel forces, an NTC spokesman said.

"Belhadj has challenges in front of him. He needs to design a structure, amalgamate the forces, with the executive branch and the defense ministry," said the spokesman, Jalal al-Gallal.

But some brigades dispute Belhadj's authority, and now his military council is supposed to answer to a Supreme Security Committee for Tripoli that was set up this week.

"No one has asked us to leave. Some voices with their own agenda have asked us to leave," said Abdel Majid Mlegta, whose brigade hails from Zintan, south of Tripoli.

"Belhadj is a friend and a brother who has a brigade just like we do. It's the media that has exaggerated his position .... Everyone is singing their own tune. But the true words and operations are with the executive office of the NTC."

FOREIGN POWERS


The NTC is meant to rule only until elections are held and a constitution drawn up, but that process could be lengthy and will only start once Libya is declared "liberated."

NTC officials have not spelt out what is required for such an announcement, although some say Gaddafi must be killed or captured and pockets of Libya still loyal to him must surrender.

In this uncertain atmosphere, rumors fly, particularly tales of foreign involvement in the power struggle.

"Everybody's trying to get a piece of the pie. The French, the Qataris and the British .... They are giving financial and military backing and intelligence -- not necessarily on the enemy," said an NTC source who declined to be named.

France spearheaded the push for a U.N. resolution in March that allowed NATO warplanes to bomb Gaddafi's forces in the name of protecting civilians. The wealthy Gulf state of Qatar provided the rebels with cash, fuel and other assistance, while Doha-based news channel Al Jazeera championed their cause.

One senior NTC military official said privately that the Qataris were now supplying cash and weapons to Belhadj and another Islamist commander Ismail al-Salabi, who leads at least 3,000 fighters in the Benghazi-based February 17 brigade.

He said France was backing NTC chairman Mustafa Abdel Jalil and Jibril, who heads the NTC's cabinet.

Salabi this week called for the NTC to resign because its members are "members of the old regime."

SECULARIST VS ISLAMIST?

Jalil was Gaddafi's justice minister before resigning over the former leader's use of violence against protesters. Jibril once headed Libya's state economic think-tank under Gaddafi. While his administration was not outwardly secular, Gaddafi cracked down hard on Islamists he saw as a threat.

Another NTC official said Qatar's support for more Islamist factions simply reflected their wider contacts in Libya. "They can speak to all parties because there is no cultural or language barrier .... The French have mainly dealt with the secularists," he said, referring to the NTC leadership.

The antipathy felt by some toward members of the NTC can be lethal, judging by the July killing of Abdel Fattah Younes.

A reported secularist -- or at least non-Islamist -- Younes was Gaddafi's former interior minister before defecting to take command of rebel forces. He was killed after being taken into custody by his own side for questioning.

The NTC said last month it knew who the killers were, but would not identify them for fear of "damaging" the revolution, suggesting a dangerous rift in the anti-Gaddafi ranks.

Officials say Jalil and Jibril have delayed appearing in Tripoli because they have been busy rallying support for Libya abroad -- others suggest they are wary of moving to a city where deadly enemies may lie in wait.

Western power are destroyers of morals, ethics and they are thieves. wherever they go or help, it is because they have planed some things which will benefit their countries. But when exploring reality about Libya find out both beneficial issues and non good issues. off course many of things done by Mr. Gaddafi were good but did he do good issues only? Is it correct that rebels are not Libyans or Libyans who were living abroad? this is not correct because many of rebels worked with Gaddafi, some were ministers and others were soldiers who saw that there is a problem in Libya especially when people who needed democracy were harshly treated to the extend that his soldiers used bombs and heavy guns to kill poor citizens. they deviated to rebels to find their future because no future in working with Gaddafi who has prepared his son Saif Al-Islam to be his successor. they need democracy please remember this.

Those who defected does not democrazy they had no otions rather serving their life to rebels. You cannot say you need democrazy by use of power like waht NATO did. Tony Blair: No regrets about befriending Gaddafi

(Reuters) - Former British Prime Minister Tony Blair says he has no regrets about helping bring former Libyan leader Muammar Gaddafi in from the cold in 2004 and that Gaddafi's mistake was his failure to carry out reforms at home.

Blair, now a Middle East envoy, reflected on his relationship with Gaddafi during an interview with Reuters Insider marking the 10th anniversary of the September 11 al Qaeda attacks on U.S. cities.

He said he could not be sure that Arab countries swept by popular revolts would move to democracy, citing a risk that hardline elements hostile to Western interests could triumph.

Gaddafi's whereabouts are unknown after he was ousted two weeks ago by an armed revolt coupled with NATO bombing raids in which British warplanes played a leading part.

Asked if he regretted putting aside years of British hostility and holding out an olive branch to Gaddafi in 2004, Blair said: "No. I always say to people it is absolutely simple -- the external policy of Libya changed."

LYON, France – INTERPOL has issued Red Notices for Libya’s Muammar Gaddafi, his son Saif Al-islam Gaddafi and former director of military intelligence Abdullah Al-Senussi after the Prosecutor of the International Criminal Court (ICC), Luis Moreno-Ocampo, requested the world police body to issue internationally wanted persons notices against the Libyan nationals for alleged crimes against humanity, including murder and persecution.

The publication of INTERPOL Red Notices for the three men is part of INTERPOL’s collaboration with the Office of the Prosecutor of the ICC to assist cooperating member countries in their efforts to enforce the arrest warrants issued by the ICC.

The Red Notices have been circulated to all of INTERPOL’s 188 member countries and include essential identifying and judicial information.

In addition to the publication of the Red Notices, INTERPOL is offering the full support of its Command and Coordination Centre and asking its member countries to take all measures consistent with their national laws to help the ICC locate and apprehend Gaddafi.

"Prosecutor Moreno-Ocampo’s request for INTERPOL Red Notices will significantly restrict the ability of all three men to cross international borders and is a powerful tool to help in their location and arrest,” said INTERPOL Secretary General Ronald K. Noble.

"As far as INTERPOL's General Secretariat headquarters is concerned, Muammar Gaddafi is a fugitive whose country of nationality and the International Criminal Court want arrested and held accountable for the serious criminal charges that have been brought against him.

"INTERPOL will cooperate with and assist the ICC and Libyan authorities represented by the Interim Transitional National Council of Libya to apprehend Muammar Gaddafi," added Secretary General Noble.

The publication of INTERPOL Red Notices for Gaddafi and the other two Libyan nationals will see INTERPOL's specialized Fugitive Investigation Support unit at its General Secretariat closely liaise with its National Central Bureaus worldwide to pool and update all relevant intelligence to ensure that they are located, arrested and surrendered to the ICC.

“Arresting Gaddafi is a matter of time. By requesting an INTERPOL Red Notice the ICC ensures that the arrest warrant for Gaddafi is in the hands of law enforcement around the world,” said Prosecutor Moreno-Ocampo.

Since INTERPOL and the Office of the Prosecutor of the ICC signed a cooperation agreement in 2004, INTERPOL has worked closely with the ICC. In addition to the Red Notices now issued for these three Libyan nationals, there are currently seven valid Red Notices issued at the request of the ICC.

Since March 2011, through the publication of Orange Notice global alerts against Colonel Gaddafi and other Libyan nationals, including members of his family and close associates, INTERPOL has been warning member states of the danger posed by the movement of these individuals and their assets following the sanctions established by United Nations Security Council resolutions 1970 and 1973 (2011).

Libya conflict: Gaddafi general 'flees to Niger'

A senior general in Libyan ex-leader Col Muammar Gaddafi's forces has fled to Niger, according to local sources.

Officials in the Niger town of Agadez named the commander as General Ali Kana, a Tuareg in charge of Col Gaddafi's southern troops.

Interpol has issued an arrest warrant for Col Gaddafi, his son Saif al-Islam and spy chief Abdullah al-Sanussi, whose whereabouts are still unknown.

Gaddafi loyalists still fighting face an ultimatum to surrender on Saturday.
The National Transitional Council (NTC) has been trying to negotiate a peaceful resolution to stand-offs in a handful of areas - including Bani Walid, Jufra, Sabha and Col Gaddafi's birthplace of Sirte.

NTC forces last week warned loyalists that they must surrender by Saturday, or face a military onslaught.


Tuareg ties
Col Gaddafi has said he will not leave - and has urged his supporters to fight.

But in recent days several convoys of formerly loyal fighters have streamed over
the border with Niger.

A number of Col Gaddafi's aides - including his chief of security Mansour Daw - have already reached the capital, Niamey.

Officials in Agadez said the latest convoy consisted of at least three vehicles carrying a dozen people - among them at least two senior generals and four top officials.

The BBC's Thomas Fessy in Niamey says the trucks passed through Agadez and are believed to be heading to the capital.


Reuters news agency reported that they were accompanied by security forces from Niger.


The central government has not yet commented on the latest claims.

Col Gaddafi helped to fund rebellions by nomadic Tuareg fighters against the governments of Mali and Niger during the 1970s and 80s.

Many of the rebels went on to serve in Gaddafi's armies.


Officials in Niger, which recently installed democracy after decades of authoritarianism, said they were letting in many sub-Saharan Africans from Libya on humanitarian grounds.


The government has recognised the NTC's authority, but said it had not yet decided whether it would allow Col Gaddafi to enter the country.


In phone message broadcast on Syria's al-Rai TV late on Wednesday, Col Gaddafi was forced to deny persistent rumours that he has already fled over the border.

He dismissed the rumours as lies and psychological warfare and insisted he would still be able to defeat his opponents.

The Interpol arrest warrant for the colonel, Saif al-Islam and Mr Sanussi adds to an International Criminal Court (ICC) warrant for crimes against humanity issued for the three men earlier in the conflict.
