UN approves Libya seat for former rebels

UNITED NATIONS (AP) -- The U.N. General Assembly voted Friday to give Libya's seat in the world body to the former rebels' National Transitional Council which led the rebellion that ousted Moammar Gadhafi. The vote means that a senior council official will be able to join world leaders and speak for Libya at next week's ministerial session of the General Assembly and also participate in meetings.

The resolution was approved Friday by a vote of 114-17 with 15 abstentions, revealing divisions in Africa and Latin America over who should represent Libya. The General Assembly's credentials committee had unanimously recommended that the former rebels be seated. It's chairman, Panama's U.N. Ambassador Pablo Antonio Thalassinos, said Mustafa Abdul-Jalil, who heads the National Transitional Council, had sent a letter seeking to take over Libya's seat.

The committee's recommendation faced opposition from a left-leaning Latin America trade group ALBA whose membership includes Venezuela, Nicaragua and Cuba among others. Venezuela's U.N. Ambassador Jorge Valero, speaking on behalf of the group, accused NATO forces of carrying out "criminal air raids ... in order to install a puppet government" and said seating the council "would represent an abominable precedent that would violate the most elementary principles of international law."

Southern Africa's main regional bloc opposed giving the National Transitional Council credentials immediately, but it failed to win support to defer a vote.

Angola's U.N. Ambassador Ismael Gaspar Martins, speaking on behalf of the Southern African group know as SADC, appealed for the delay saying that while the National Transitional Council "is in control of Libya, it is not the government in Libya, interim or otherwise."

But Gaspar Martins' motion to defer a vote on the resolution to give credentials to the National Transitional Council was defeated. The vote was 22 in favor of a deferral, 107 against and 12 abstentions.

UN resolution would create UN mission in Libya

UNITED NATIONS (AP) - The Security Council is considering a new resolution that would establish a U.N. mission in Libya, unfreeze assets of two major oil companies and lift a ban on flights by Libyan aircraft, according to a copy obtained Wednesday by The Associated Press.

Britain circulated the draft resolution to the 15-member council Tuesday night and Western diplomats said they are hoping for a vote by the end of the week. Diplomats said the U.S. and France were involved in the drafting, and veto-wielding Russia and China agreed to the draft.

The proposed resolution would modify the arms embargo imposed on Moammar Gadhafi's regime to allow the rebel movement now controlling the country to buy arms "intended solely for security or disarmament assistance." It would also allow small arms, light weapons and related materiel into the country to protect U.N., humanitarian and diplomatic personnel.

Under the proposed draft, the no fly zone imposed in March after Gadhafi launched his crackdown on regime opponents would remain in place but be kept under review.

The ban on all flights by aircraft registered in Libya, or owned or operated by Libyan companies or Libyan citizens, would be lifted.

The draft resolution would also lift the asset freeze on the Libyan National Oil Corporation and Zueitina Oil Company and modify the asset freeze on the Central Bank of Libya, the Libyan Foreign Bank, the Libyan Investment Authority and the Libyan Africa Investment Portfolio. But it would retain the asset freeze and travel ban against Gadhafi and key family members and regime supporters.

Kuna moves nyingi hawa west wanafanya kuziba uwezekano wa Gaddafi kudai legitimacy back. Tokea recognition ya waasi, na sasa kuwapatia kiti cha libya UN hata kama bado si serikali. Hapa ndio unaona UN pia ni tool ya US-West.

Muammar Gaddafi loyalists have inflicted heavy losses on fighters of Libya's new rulers in Bani Walid and are prepared for a long fight, a spokesman for Gaddafi said on Friday in audio comments broadcast on a Syria-based television station.
"The battle is far from over," Moussa Ibrahim told Arrai television. "We have prepared ourselves for a long war. We have the equipment and the weapons," he said.

Many anti-Gaddafi fighters were killed or captured in Bani Walid, he said, without giving precise figures.

Gaddafi loyalists in Bani Walid forced them to retreat under barrages of rockets and mortars, while in Gaddafi's home town of Sirte on the coast, National Transitional Council forces closed in on pockets of resistance scattered across the city.

"We assure everybody that the Sirte and Bani Walid fronts are strong, despite the heavy, unbelievable and merciless NATO bombardment on hospitals, families and schools," he said.

Ibrahim said rebel fighters had killed women and children in Bani Walid and Sirte. "Families are now being killed every day in Bani Walid, Sirte Sabha and Jafra," he said, adding that he had called international journalists to come and see the victims, but they refused to come.

Vita haijaisha. Lakini waandishi wengi wa makala huwa wanaandika kutokana na eurosentric view point ya dunia.

Kuna haka kasehemu kana ukweli ndani yake, kama US-NATO watafanikiwa katika move hii ya Libya. Huyu mwandishi ana haya ya kusema.

As it stands, the remnants of the old regime and the Western powers are desperate to exclude the great majority from decisions about their country's development. Italian Foreign Minister Franco Frattini is already boasting that his country's largest oil and gas company Eni "will have a No. 1 role in the future" of Libya. World leaders are gathering in Paris to discuss reconstruction and France and Britain are eager to join Italy in determining Libya's future. There are reports of a deal with the Transitional National Council that gives France access to a third of Libya's oil. If Frattini is right, the substance of power will remain in the hands of the few. Western governments and oil companies do not want to see an outbreak of social democracy in an oil-rich Arab country, and they will do what they can to prevent it.

Outright tyranny is no longer possible, perhaps, but there are ways of ensuring that elected politicians don't overstep the mark.
