Makamu wa Kwanza wa Rais wa Uganda ambaye pia ni waziri wa EAC Bi. Rebecca Kadaga apinga wazo hilo kwani Tanzania tayari ni makao makuu ya taasisi kadhaa za Jumuiya ya Afrika Mashariki.

Uganda ina Taasisi 3 za Jumuiya ya Afrika Mashariki zenye makao yake makuu Uganda. Jumuiya ya Afrika Mashariki ina taasisi ya Samaki la ziwa Victoria / The Lake Victoria Fisheries Organization LVFO lipo Jinja Uganda, Masuala ya Anga Uganda Entebbe CASSOA (The Civil Aviation Safety and Security Oversight Agency) na taasisi ya Elimu ya Juu ya Afrika Mashariki Inter-University Council of East Africa - IUCEA. Hivyo kuwa na taasisi tatu za Jumuiya ya Afrika Mashariki zenye makao yake nchini Uganda.

Huku Tanzania ni makao makuu ya Jumuiya ya Afrika Mashariki yaliyopo Arusha, makao ya Bunge la Afrika Mashariki EALA lipo Tanzania, pia Korti ya Afrika Mashariki EACJ ina makao yake makuu Arusha huku Taasisi ya Kiswahili ya Afrika Mashariki ina makao makuu yake Zanzibar. Hivyo benki kuu ya Jumuiya ya Afrika Mashariki ikiweka makao yake makuu Tanzania itakuwa taasidi nyingine ya Afrika Mashariki yenye makao yake nchini Tanzania.

Uganda protests award of EAC central bank to Tanzania



Uganda has rejected a report by the East African Community verification team awarding Tanzania the right to host the East African Community Central Bank. First Deputy Prime Minister and Minister for EAC Affairs Rebecca Kadaga has accused the team of fraudulently awarding the EAC Central Bank to Tanzania against Uganda.

BELBASES AGREEMENT BETWEEN GREAT BRITAIN AND BELGIUM ON USE OF PORTS AND RAILWAY LINE IN TANGANYIKA

This agreement was signed 100 years ago, on March 15, 1921.

Belgium leased the concession for a symbolic franc per year, where it could build docks and warehouses, initially in perpetuity, from 1956. for 99 years.
Goods to and from the Belgian colonies in Central Africa could pass tax-free via the railway. The Belgian government entrusted the operation to a private company, the Belgian East African Agency, which later became the International Maritime Agency (AMI).
In 1956, the Belbases were transferred to the colonial government, which now funded the infrastructure. After the independence of Congo, Burundi and Rwanda, the Belbases became the joint property of the former colonies.

The transit zone gradually lost its economic importance and, certainly after the riots of 1991 (Congo) and 1994 (Rwanda), traffic from Central Africa stopped. Between 1994 and 1995 the AMI began discussions on an "honorable end" to the management agreement, in 1996 Tanzania took over the sites.

Even if they have not been used for 25 years, in theory these Belbases still exist, because the four countries (Tanzania, Burundi, Congo and Rwanda) have not yet been able to agree on compensation for the takeover of the installations.

March 15, 1921​

On March 15, 1921, the Belgian and British governments signed a convention concerning " the free passage of persons, mail, goods, ships, vehicles and wagons from or to the Belgian Congo ", including the protectorate of the Rwanda - Urundi.

The last Belgian manager​

From January 1992 to December 1995, Guido Fallentheyn was the last Belgian manager of the Belbases in East Africa.

There was mayhem at a meeting of the African Union's parliament Monday as lawmakers scuffled over a ballot box and a man appeared to aim a head-high kick at a female colleague amid shouts that there were people armed with guns in the room.

Numerous scuffles broke out on the floor of the meeting in Midrand, South Africa, as a disagreement over the process to elect a new president for the AU’s legislative body boiled over. The scenes were broadcast on South Africa’s national broadcaster the SABC. The Pan-African Parliament election was suspended while leaders worked out a way forward.

But that meeting last week also first revealed the tensions when South African lawmaker Julius Malema was heard threatening Malian lawmaker Ali Kone in the midst of the sitting.

“I'll kill you outside. Outside this room, I'll kill you. I'll kill you," Malema, a notoriously fiery leader of a far-left opposition party in South Africa, was heard saying while pointing his finger at Kone.

It all stems from a disagreement between a block of countries from West Africa and a block from southern Africa over whether the presidency should move around the various regions of Africa on a rotational basis. The last two presidents of the Pan-African Parliament have been from West Africa and there's never been a president from the south in the short history of the parliament, which came into existence in 2004.

As tempers again frayed Monday, lawmakers wrestled over a white ballot box at the front of the room that was meant to hold the vote papers for the election. Two women first fought over the box, trying to rip it out of each other's hands. Other members of the parliament then joined the tussle. Then, an enraged male lawmaker ripped off his suit jacket and aimed a kick in the direction of female member Pemmy Majodina of South Africa. The unidentified lawmaker said he was not trying to kick Majodina but rather trying to kick a cellphone out of the hand of another lawmaker recording the chaos on his phone.


“It’s quite a rough and chaotic situation now, and the matter is about the election and rotational principle,” Majodina told SABC.

As the mayhem unfolded, other lawmakers shouted into their microphones that there were “armed men in the room” and called repeatedly for police and security. They claimed that they were being threatened by a group of South Africans with guns. Majodina said there were no guns in the room.

African and international relations expert Dr. Charles Sinkala told the SABC that the scenes, broadcast on television in South Africa, were embarrassing.

“We do not expect elected leaders to behave like such horribles," he said. “Look at the footage ... it’s adults who need adult supervision.”
