Its for 99yrs lease then "they give it back" ... but the company is majority govt owned, it is the world leading container producer and owns one of the biggest shipping fleets..they plan to use these ports they own to reduce service chages charged by independent ports(this will mean revenue loss at the ports they own bcoz they will subsidize charges for their own ships) So that they can get maximum profits from the shipping... they will make sure they dont recoupe their $10B in those 99 years so they can continue using the port...

every shipping company pays service charge to the port they call, so that all those containers can be uploade/offloaded... but in Bagamoyo's case, the shipping line and the port belong to the same guy...the workers will be more inerested in their salaries....
