Nah, its not always in the interest of the investor to quickly recoupe a certain investment. .. especially is they can make more money of it in other ways.. money that GoT will never get a share. customs duties are charged at a port regadless of how or who owns the port even Srilanka charges the Chinese customs and taxes...
that lease for Bagamoyo will run for 99 years... (we will all be dead by then) . FYI China merchant holding group is the one that will aquire the port. It also owns a number of ports around the world using the same model. Even the port in Srilanka that chinese took over.. guess what? Its for 99yrs lease then "they give it back" ... but the company is majority govt owned, it is the world leading container producer and owns one of the biggest shipping fleets..they plan to use these ports they own to reduce service chages charged by independent ports(this will mean revenue loss at the ports they own bcoz they will subsidize charges for their own ships) So that they can get maximum profits from the shipping... they will make sure they dont recoupe their $10B in those 99 years so they can continue using the port...

every shipping company pays service charge to the port they call, so that all those containers can be uploade/offloaded... but in Bagamoyo's case, the shipping line and the port belong to the same guy...the workers will only be inerested in their salaries....

Alafu kumbuka Bagamoyo port will mainly be a transhipment port.. where big ships bring in bulk goods from China then smaller ships subdivide the cargo and ship it to other smaller ports around the region... There wont be any storage fee for these containers since they will be waiting to be shipped out by the same company... saving them enormous costs! Hapo china amekula dili nzuri sana!

The problem is that you think bagamoyo will be used only by china to bring goods from China. Hii port ni ya Tanzanian importers and exporters, they will be the greatest beneficiaries and the government will rake in tons of Taxes without having the burden of investing $10bn. The business of Cargo handling and Custom bonded warehouses that will go to the chinese investor is a very small fraction of the whole port operations revenues less than 30%

Tanzania Does not have a $10bn Loan for bagamoyo..The chinese investor is directly investing this money..Its like FDI, though its a differed FDI that will accure at the end of lease
