(i) 1 barrel = 159 litres
(ii) Tanzania average daily petrol/ diesel consumption per day is 18,000 barrels.
(iii) The CIF price in April 2022 was TZS 2,100/ per litre as we've been told by the minister of energy during this budget national assembly. This is the average cif price of the private business persons supplying our country. It would have been much cheaper if TPDC could have done this job.
(iv) Hence our consumption is:
18,000 barrels × 159 litres × 2,100 shillings = TSh 6.01 billion per day
= TSh 180.3 billion per month.
(v) Now with the TSh 100 billion import subsidy of June:
The balance of the cif price
= 180.3 billion - 100 billion = 80.3 billion shillings = 44.4 % of the April cif price.
Hence the unit cif price will be 2,100 × 44.4% = TSh 932.4 per litre
(vi) Important taxes (tozo) which must continue: TRA, REA, Tanzania, Water projects and JNHPP all amount to 30% of cif price = TSh 279.72 per litre
(vii) Profit of suppliers (aka middlemen aka mawakala): = TSh 160 per litre.
Profit of retailers = TSh 118 per litre
Hence the expected retail price of diesel or petrol of the month of June:
= 932.4 + 160 + 118 + 279.7
= TSh 1,210 per litre which is 37.8% of the May retail price.
