South Africa and the Democratic Republic of Congo (DRC) have signed a treaty for the construction of the 40,000-MW Grand Inga Hydro-electric Power Project on the Congo River, which is expected to become the biggest in the world, generating enough electricity to power half of Africa's needs.

The treaty also included provisions paving the way for South African utility Eskom and DRC utility Societe Nationale d'Electricite to enter into an agreement to facilitate execution of the project.
President Jacob Zuma, who made the announcement while addressing the Parliament of the DRC in Kinshasa Tuesday Oct 29, 2013, said the treaty was a major step towards the realisation of the long cherished dream of the people of the DRC.

"It is with great pleasure that an important treaty on the Grand Inga Hydro-power Project has been signed this morning. This long talked about project has got the potential to change the economic prospects of the DRC, the region and the continent," said Zuma, who is on an official visit to the DRC.

What is the current status of the project?

South Africa and the DRC signed a Memorandum of Understanding (MOU) in November 2011 for the development of Grand Inga. In May 2013, the two governments signed a co-operation Treaty to jointly develop the Inga III Dam. South Africa will purchase 2,500 MW of the total 4,300 MW generate, making it the principal buyer for Inga III electricity. Following the signing of the treaty, the DRC relaunched the process for the selection of a developer and established the first stage objective of the Inga dam- to lay the foundation stone in October 2015. A number of consortia including Sinohydro, the Three Gorges Corporation from China, Actividades de Construcion y Servicios (ACS), Eurofinsa and AEE from Spain and Daewoo- Posco from Korea are currently bidding for selection as developers of the Grand Inga. The terms of reference for the Inga III social and environmental impact assessment (SEIA) studies were posted in early July 2013 for public comments. These studies should be concluded within a year and construction is planned to commence in 2016.

President Yoweri Museveni has called an extraordinary meeting of some African leaders to discuss how to put an end to the escalating hostilities in DRC that have put regional stability on the edge.

The exclusive report comes amidst heavy clashes between DRC's allied forces and M23 rebels that have led to the mass exodus of Congolese refugees to Rwanda and Uganda.
Impeccable sources told Chimpreports on Wednesday that President Museveni considers the latest developments in DRC as a "grave national security threat" that could see Uganda dragged into the bloody conflict. Museveni this week called for an emergency joint session of ICGLR and South African Development Community (SADC) to avoid what sources described as a "possible protracted conflict involving several countries in the Great Lakes region."Sources said the ICGLR-SADC meeting would be held in mid November this year in South Africa. Uganda's Foreign Affairs Minister, Sam Kutesa is expected in Pretoria this weekend as part of the arrangements for the Summit.
One of the main items likely to come out during this meeting is DRC's indifference and breach of resolutions taken by ICGLR regarding the war in Eastern Congo.Gravely concerned with the resumption of hostilities in DRC and the worsening security and humanitarian crisis that resulted in continued deaths of civilians, displacement and suffering of populations, ICGLR directed that Kampala peace talks between rebels and Kinshasha resume within 3 days.

The talks were to start after the extra-ordinary Summit and conclude within a maximum period of 14 days.ICGLR also ordered that "maximum restraint must be exercised on the ground to allow for talks to conclude."However, a few weeks later, DRC representatives stormed out of the peace talks conference room at Commonwealth Resort, Munyonyo, Kampala, before waging an all-out war on M23 rebels.
Goma lesson
It should be remembered that when M23 took the Provincial and strategic town of Goma and threatened to strike Kinshasha, President Kabila urged Museveni and Kagame to prevail over the M23. A meeting of Uganda and Rwanda senior army officers was later held at the Ministry of Defence headquarters in Mbuya, Kampala, where M23 military commander, Brig Sultani Makenga was begged to pull his combatants from Goma. Makenga wanted assurance that DRC would not exploit such a chance to resume hostilities against the rebels and that Kabila should come to the negotiation table. The rebel military leader also insisted that Kabila commits himself in an agreement signed before regional leaders that he would not militarise Goma or renege on his commitments to address the militants' grievances. Kabila quickly flew to Kampala where he committed himself to ending all forms of hostilities against the rebels. However, it appears Kabila was influenced by Tanzania, South Africa and United Nations officials to continue operations against rebels. This led to intermittent skirmishes, with DRC using warplanes to attack M23 territories, killing innocent civilians. A woman was killed in Rwanda when DRC forces bombed villages in Rubavu. A force of battle-hardened Rwandan soldiers and tanks remain at the border with DRC.
Way forward
Observers say efforts to peacefully resolve the DRC-M23 conflict seem to have hit a dead end despite heavy diplomatic endeavors.The South Africa meeting is likely to be the last in seeking a political solution to DRC's crisis, raising fears of a possible confrontation between regional armies. Impeccable sources told this investigative website that Uganda and Rwanda have lost patience amidst provocations by DRC forces. In the last six months, DRC forces and their allies have fired over 100 bombs in Rwanda and Uganda without any retaliation from the two countries.

DRC officials also continue to accuse Uganda and Rwanda of funding and providing military logistics to M23, a charge that has infuriated army general from both states. Unlike Rwanda which has quietly borne the heaviest brunt of DRC artillery bombings, Uganda is not likely to look on as bombs continue to fall in Kisoro. Insiders say Museveni has on several occasions warned Kabila that Uganda's security is being threatened by Islamist terrorist group, ADF, which is currently training and recruiting militants in Ituri Province. Between 2010 and 2012, Museveni sent over five delegations comprising senior army officials Gen Kale Kayihura, Gen Salim Saleh, Brig Charles Bakahumura and Gen Aronda to arrange for military operations against ADF. "We told DRC army Generals that if they cannot afford to fight the ADF, we have the ability, cause and willingness to fight and defeat them. They promised to fight ADF but we heard that their operation failed with ADF instead looting guns from DRC forces. These are Al Qaeda-linked militants we can't allow them to do drills and stockpile weapons in the proximity of our border," said a highly placed source. Uganda has always been restrained to return to DRC to fight ADF simply because of fear of UN sanctions. This also seems to apply to Rwanda.

How it will play out
It is very likely that if the SADC-ICGLR meeting does not bear fruit, Uganda and Rwanda are likely to risk the wrath of United Nations by attacking DRC to protect their territorial integrity. Such an attack would be aimed at eliminating the threat posed by ADF and Rwandan militia, FDLR, whose leadership is derived from perpetrators of the 1994 genocide.The fall of M23 strongholds to the joint force of DRC, Tanzania and South Africa forces disintegrated the buffer zone between Rwanda and FDLR. Diplomats say regional powers within United Nations especially France are opposed to the ambitious regional integration infrastructural projects initiated by Kenya, Uganda and Rwanda as Paris tries to grow its influence in the region. "The Generals of Rwanda and Uganda are boiling with anger. If they ever have a chance to cross the DRC border, this battle will end in Kinshasha. However, they need to sustain the goodwill of neighbours such as Angola through robust diplomacy," said a source. Angola President, Jose Do Santos has in recent years shunned Kabila's militaristic policy towards armed movements, insisting that war has never solved Congo's problems. Santos was a close friend of Laurent Kabila, the deceased father of current leader, Joseph Kabila. During a state banquet at Kigali Serena Hotel on Monday, President Kagame did not clearly speak out on over 20 bombs from DRC that left two people dead in Rubavu District.He, however, said the visiting regional leaders of Uganda, Rwanda, Gabon, Burkina Faso and Kenya would "discuss important matters to say ‘no' and mean ‘no.'"
