The same UN-Habitat was once headed by your very own Dr.Anna Tibaijuka who disapproved the Kibera notion of it being the largest slum. Kibera's narrative is peddled by the NGOs who are out to milk donor funds in the name of various projects.

Whereas Nairobi is experiencing an outflux of people relocating back to counties, it is opposite in Dar where it has been documented that over 10,000 people flock in daily from all over Tz in search of better lives hence the expanding slum city that is Dar!
