Defence Secretary Ben Wallace has said 25,000 Russians have been killed in Ukraine since the start of Vladimir Putin’s invasion as he insisted Russia’s war was “failing”.
Speaking at the Nato summit in Madrid, Mr Wallace told LBC: “I would still say the Ukrainians are winning. They are extracting huge amounts of cost from the Russian armed forces.
“Twenty five thousand Russians, we think, have been killed in that fight in the space of 112, 115 days. Russia has failed on all its major objectives.
“It is now reduced to a grinding advance - a few hundred metres every few days at massive cost in one small part of eastern Ukraine along two or three axes. That is not a victory in anyone’s book.”
It comes as Mr Wallance called for a “reality check” on Britain’s defence spending amid reports of a Cabinet split over investment in the UK’s military.
Prime Minister Boris Johnson is said to be resisting calls from Mr Wallace and Foreign Secretary Liz Truss to ramp up defence spending in response to the growing threat from Russia.
On Tuesday, he insisted that the UK was well ahead of the Nato target of spending 2 per cent of GDP on defence and played down criticism that the Government will miss a 2019 manifesto pledge to increase defence spending by 0.5 per cent more than inflation.
But Mr Wallace told Times Radio: “On the two per cent, we are still absolutely on target to get to the end of this spending review at two per cent or above two per cent of GDP of spend on defence.
“So I’m happy with where we are for now, I’m happy up until the middle of 2024.
“The question I think is important is what happens in the middle of the decade.
“That was a timeline that we were prepared to take certain vulnerability risks given that Russia was not as dangerous.
“Now that has changed there needs to be a reality check with what Russia has done in Ukraine.”
Asked how much extra money he would like on Sky News, Mr Wallace replied: “How much is a piece of string? All departmental heads will say they want more money.”
But he went on: “If Britain wants to maintain its leadership role beyiond 2024 we are going to have to see greater investment. We spent 40 years taking a peace dividend at the end of the Cold War, sometimes it’s important to invest.
“Russia is very, very dangerous now on the world stage, the world is less secure than it was two or three years ago and is not looking like changing much for the next decade. I think that’s the moment in the middle of the decade to say we should commit to increased funding.”
Mr Wallace conceded that with inflation at a 40 year high of 9.1 per cent, the manifesto pledge to grow defence spending by 0.5 per cent above that rate would not be met this year.
He said: “I think a No10 spokesman said yesterday that was unlikely given the significant changes to inflation.
“I have been in politics long enough to see every government not fulfill its manifesto 100 per cent. We promised to try and do these things.
“If the economic situation has changed or things are harder to deliver than people thought, it doesn’t mean to say it’s not an aspiration. If inflation hadn’t lifted off this year we would be on track to meet our 0.5 per cent.”
Mr Johnson has insisted the Government will meet its manifesto pledge when defence spending is averaged out over the course of the Parliament up to 2024.

SLOVIANSK, Ukraine (AP) — Russia’s Defense Ministry says it has withdrawn its forces from a Black Sea island near Ukraine’s port of Odesa.

The ministry said that it pulled back its forces from the Zmiyinyy (Snake) Island Thursday in what it described as a “goodwill gesture.” It added that the pullout has demonstrated that “the Russian Federation wasn’t hampering the United Nations’ efforts to establish a humanitarian corridor for taking agricultural products from the territory of Ukraine.”

Ukraine and the West have accused Russian of blockading Ukrainian ports to prevent the exports of grain, contributing to the global food crisis. Russia has denied the accusations and charged that Ukraine needs to remove sea mines from the Black Sea to allow safe navigation.

Russia took control of the island in the opening days of its military action in Ukraine in an apparent hope to use it to control the area and use it as a staging ground for an attack on Odesa. Russian forces stationed there have come under relentless Ukrainian attacks.

SLOVIANSK, Ukraine (AP) — Russian troops fought Thursday to encircle the last bulwark of Ukraine's resistance in an eastern province, as funerals were to be held for those who were killed by a Russian strike on a shopping mall in central Ukraine earlier this week.
Moscow’s push to take control of the entire Donbas region from Ukraine is focused on Lysychansk, the last remaining Ukrainian stronghold in the Luhansk province. Russian troops and their separatist allies control 95% of Luhansk and about half of Donetsk, the two provinces that make up the mostly Russian-speaking Donbas.

The Ukrainian General Staff said that the Russian troops were shelling Lysychansk and clashing with Ukrainian defenders around an oil refinery on the edge of the city.
Luhansk Gov. Serhiy Haidai said that Russian reconaissance units tried to enter Lysychansk Wednesday, but were repelled by the Ukrainian forces. He said the Russians were trying to block a highway used to deliver supplies and fully encircle the city.
“The Russians have thrown practically all their forces to seize the city,” Haidai said.
Speaking on a visit to Turkmenistan early Thursday, Russian President Vladimir Putin said his goals in Ukraine haven't changed since the start of the war. He said they were “the liberation of the Donbas, the protection of these people and the creation of conditions that would guarantee the security of Russia itself.” He made no mention of his original stated goals to “demilitarize” and “de-Nazify” Ukraine.
He denied Russia had adjusted its strategy after failing to take Kyiv in the early stage of the conflict. “As you can see, the troops are moving and reaching the marks that were set for them for a certain stage of this combat work. Everything is going according to plan,” Putin said at a news conference in Turkmenistan.
Meanwhile, funerals were to be held Thursday for some of the 18 people confirmed killed by Monday's Russian missile strike on a busy shopping mall in Kremenchuk. Crews continued to search through the rubble in search of another 20 people who remain missing.
Ukrainian State Emergency Services press officer Svitlana Rybalko told The Associated Press that along with the 18 bodies, investigators found fragments of eight more bodies. It was not immediately clear whether that meant there were more victims. A number of survivors suffered severed limbs.

After the attack on the mall, Ukrainian President Volodymyr Zelenskyy accused Russia of becoming a “terrorist” state. On Wednesday, he reproached NATO for not embracing or equipping his embattled country more fully.
“The open-door policy of NATO shouldn’t resemble old turnstiles on Kyiv’s subway, which stay open but close when you approach them until you pay,” Zelenskyy told NATO leaders meeting in Madrid, speaking by video link. “Hasn’t Ukraine paid enough? Hasn’t our contribution to defending Europe and the entire civilization been sufficient?”
He asked for more modern artillery systems and other weapons and warned the NATO leaders they either had to provide Ukraine with the help it needed to defeat Russia or “face a delayed war between Russia and yourself.”
In southern Ukraine, the death toll from Wednesday's Russian missile strike on an apartment building in Mykolaiv rose to six, according to Gov. Vitaliy Kim. Another six people were wounded. Mykolaiv is a major port and seizing it — as well as Odesa farther west — would be key to Russia’s objective of cutting off Ukraine from its Black Sea coast.
