Kikao hicho cha Nane cha "Tokyo" kuhusu Maendeleo ya Africa uliotayarishwa na wadau wakubwa yaani serikali ya Japan, UNDP, Benki ya Dunia World Bank na African Union Commission (AUC) utaanza tarehe 27 August 2022 hadi 28 August 2022 katika mji mkuu Tunis wa taifa la kaskazini mwaka Afrika la Tunisia.

Dhima ya mkutano huo ni mahusiano ya bara la Afrika na nchi ya Japan utakaoangazia hatua za maendeleo ya nchi za kiAfrika pia masuala ya kiuchumi, biashara, usalama, utengamano na jinsi nchi zinavyojinasua baada ya baa la gonjwa la Covid -19 lililotingisha chumi za nchi nyingi huku nchi masikini za Afrika kuathirika zaidi kiuchumi.

The Government of Japan established the Hideyo Noguchi Africa Prize in July 2006 in memory of Dr. Hideyo Noguchi whose contribution to medical advancement and self-sacrificing activities in Africa remain a paragon of professionalism. the Eighth Tokyo International Conference on African Development (TICAD) Summit, scheduled to take place from 27 – 28 August 2022 in Tunis, Tunisia.

The Summit is organised by the Government of Japan, the United Nations Development Programme (UNDP), the World Bank, and the African Union Commission (AUC).

The Eighth TICAD Summit will highlight the close connection between Japan and Africa, as well as set out a pathway for African development, looking ahead to the post-pandemic era.

It will comprise the plenary sessions and the Japan – Africa Business Forum. The plenary sessions will be on the following topics: Economy; Society and Peace and Stability.

It will be attended by the African Heads of State, the Japanese Government as well as representatives of the private sector such as the Japan Business Federation, Japan Association of Corporate Executives, and others.

Also forming part of the programme will be the presentation of the Hideyo Noguchi Africa Prize.

The main purpose of the prize is to honour individuals and organisations with outstanding achievements in the fields of medical research and medical services to combat infectious and other diseases in Africa, thus contributing to the health and welfare of the African people and of all humankind.

Looking back at TICAD's history

When the Cold War ended, developed countries' interest in providing assistance to Africa began to wane. Under such circumstance, it was Japan that argued for the importance of Africa, and TICAD was the proof of Japan taking action. Nowadays, there are various fora through which many countries engage themselves with Africa, but TICAD launched by Japan was the forerunner of such fora for African development. Over the course of more than 20 years since TICAD I in 1993, the forum has a track record of improving social and economic conditions in Africa mainly through grant aids and technical assistance. Toward TICAD8: The Further Empowerment of Africa



Since 1993, Japan has been hosting TICAD, the Tokyo International Conference on African Development. The conference is based on the philosophy of "African development led by African people" and promotes human resource training and infrastructure improvement throughout the continent. TICAD stands for Tokyo International Conference on African Development. The Government of Japan has been leading this conference since 1993, co-hosted by United Nations, United Nations Development Programme (UNDP), World Bank and African Union Commission (AUC).
In July 2020, the Government of Japan announced that TICAD8 to be held in 2022 would be hosted by the Republic of Tunisia. TICAD will take place in Africa for the second time after Kenya hosted one in 2016. In light of the outcomes of TICAD7 held in Yokohama in August 2019, Japan will continue to strongly support African-led development toward TICAD8

H.E. Mr. KISHIDA Fumio, Prime Minister of Japan, participated online as a Co-chair in the Opening Session of the Eighth Tokyo International Conference on African Development (TICAD 8) held in Tunisia


  • (1) Prime Minister Kishida, in his opening speech, expressed his intention, as “a partner growing together with Africa”, to promote African development with approaches quintessentially Japanese, focusing on "people" and to realize a resilient Africa that Africa itself aims to achieve through a virtuous cycle of growth and distribution. He stated that Japan is going to invest US$ 30 billion as the sum of public and private financial contribution over the next three years, with an emphasis on "investment in people" and "quality of growth," and that this investment will help the progress of Japan-Africa relations. Concretely, he announced that Japan will launch the "Japan’s Green Growth Initiative with Africa" and provide US$4 billion in public and private financial contribution in total and promote investment and provide co-financing of up to US$ 5 billion together with African Development Bank, including a new special loan of up to US$ 1 billion for the purpose of advancing reforms that result in sound debt management, helping a resilient Africa and improving the lives of African people. In addition, Prime Minister Kishida expressed that Japan would contribute up to US$ 1.08 billion to the Global Fund over the next three years to support measures against the three major infectious diseases, such as HIV/AIDS, tuberculosis and malaria, and to strengthen health systems, work to cultivate more than 300,000 professionals who support the future of Africa and Japan and work with African countries towards a world without nuclear weapons. He stated that Russia's aggression against Ukraine shakes the very foundations of the international order and ongoing aggression has made the food crisis in Africa more serious than ever. He announced that Japan will provide US$300 million to bolster food production through co-financing with the African Development Bank and assist with capacity building for 200,000 people in the agriculture sector.
  • (2) As a co-chair, H.E. Mr. Kais Saied, President of the Republic of Tunisia (host country), expressed his willingness to work with Japan to solve various issues arising from unstable situation around the world. H.E. Mr. Macky Sall, President of the Republic of Senegal (AU President), another co-chair, expressed his appreciation to Japan’s contribution to Africa’s development including in the health sector and hope to work toward further promotion of private sector investment.

Mr. HAYASHI Yoshimasa, Minister for Foreign Affairs, participated in this conference in person as Special Envoy of the Prime Minister. 20 heads of state and government from 48 African countries as well as representatives from international organizations, private sector, and civil society attended.

  • (1) At the beginning of Plenary 1, a video message by Prime Minister Kishida was delivered. In the message, he stated that Africa is a continent of potential, even though African economies and societies have been significantly affected by COVID-19 and the situation in Ukraine and that what we should emphasize is the promotion of private investment and he welcomes a plan by the Japanese business community to create an investment fund worth over 10 billion yen to be used for startups. He said that if we are to improve people's lives, it is important to secure transparent and fair development finance and, under the Enhanced Private Sector Assistance (EPSA), a collaborative framework with the African Development Bank, Japan will establish a special window of up to US$1 billion. Regarding the promotion of green economy, Japan is going to invest in Africa, striking a balance between growth on one hand and consideration for the environment on the other, as we keep our sights set on the future of Africa. Finally, Prime Minister Kishida announced that, as a result of Russian aggression against Ukraine, the prices of food, fertilizer, and energy have soared and the lives of African people are under threat and thus Japan is going to provide co-financing of up to US$300 million in cooperation through the African Emergency Food Production Facility of the African Development Bank while also developing human resources by cultivating the skills of 200,000 people in the agricultural field in order to strengthen mid- and long-term food production capacities.
  • (2) During the plenary 1, which focused on the economy, business representatives from Japan and Africa delivered their speeches. Private sector has become official partners since TICAD 7. Many speakers expressed their expectation for the investment in startups and further business activities in Africa by Japanese companies, while discussing to help African economies make progress through investment so that African people, especially young people, can actively work in Africa, where dynamic growth is expected supported by a young population

Emergency Grant Aid in response to the deteriorating global food security​

On 5th July, the Government of Japan decided to provide a total of $68 million in assistance to 3 Middle East countries and 27 African countries, including Tanzania, as a response to global food security concerns exacerbated by the situation in Ukraine.

1 This cooperation will provide emergency food assistance to 3 Middle East countries and 27 African countries through the United Nations World Food Programme (WFP).

2 In Tanzania, through the WFP Tanzania office, a budget of $500,000 will be used to provide food assistance to approximately 200,000 refugees in the country to ensure essential food and nutrition.

3 Soaring food and fuel prices due to the situation in Ukraine have affected food procurement in many regions, putting millions of people at risk of hunger. Japan, in cooperation with the international community, will continue to work to ensure global food security.
