You don't have a clue, if you're looking for imperialism you need to look at the western nations. The upper stage of capitalism is imperialism but China is performing a regulated capitalism. Time will prove one of us right! I'm confident within five years the Tanzania will be better at the point of delivery and paid for by taxes, hence growth economically. So I don't feel the need to keep repeating it to you, because as with the original point of contention when faced with evidence to the contrary you're unwilling to change your mind.

What's your best alternative political party? Do Tanzania factions really have such clearly stated policy proposals? You simply don't find anything close to this level of clarity in Tanzania politics. So what's your suggestion to the current government?
 
Tanzanians know it's no easy task to secure jobs and growth in a highly competitive, volatile and uncertain medium global economy. Despite the challenges and the naysayers, we are going to make it happen.

Economic Overview
The overall macroeconomic performance remains strong with a high rate of growth and a low rate of inflation. Real grows domestic product (GDP) growth is projected at 7% for 2015. From the supply side, the main drivers of growth recently has been several fast growing sectors, such as construction, transport and financial services. Inflation has gradually declined over the past 30 months due to tight monetary policy and falling international energy and food prices. While inflation has slightly increased recently largely driven by increase in domestic food prices and possible ragged effects of sharp depreciation of the local currency during the first half of 2015, the level remains relatively low at 5.6% in February 2016.

The external sector of the economy improved following a declining current account deficit that stood at 8.1% of GDP in 2015. Export growth driven by regional trade in manufacture goods and reduced imports bill from cheaper imported oil contributed to this decline.

Although revenue performance in 2015/16 has been better than in the past few years, shortfall has been experienced in the first quarter of the FY driven largely by weak implementation of the new 2015 VAT ACT. The new government is committed to 4.2% of GDP fiscal deficit target for 2015/16. The government faces additional expenditure needs, equivalent to 0.7% of GDP, coming from expenditures carried over from last FY, payment of government arrears to TANESCO, and additional fiscal space need for provision of free basic education and expansion of higher education students' loans program (new presidential initiatives).

Social Context
Approximately 28.2% of the population lived below the poverty line in 2012; a reduction from 34% in 2007. During the 2007/12 period, there were improvements in living conditions, access to basic education, health and nutrition and, labor force participation in non agriculture employment. Nevertheless, these benefits were not distributed equitably. Inequality has increased between urban and rural population and approximately 12 million Tanzanians are still living in poverty.

Development Challenges
Tanzania's main challenges include addressing infrastructure bottlenecks, improving the business environment, increasing agricultural productivity and value addition, improving service delivery to build a healthy and skilled workforce, and managing urbanizations. The country also has a youthful labor force growing by approximately 800,000 every year and needs to increase the private sector's role in employment creation for them.

The new administration has outlined among its priorities; increasing government revenues and reducing inefficiencies; investment in good health systems; raising education quality; increasing access to water and improving availability to electricity.

My take; Given the international headwinds and fragility, this is an achievement of which we should all be proud. So like the Tanzanian people, we are upbeat and optimistic, even though some Tanzanians are feeling the transition more acutely in some parts of the country than others. We also know we have the opportunity to do more by accessing the largest and fastest growing economy in our own region, namely Kenya.

This country has done a lot over the years, the people should take pride in the recognition that the world institution report the success in terms of social context and development challenges that we have. If the people and government get to focus on these positive aspects and demand more of them, Tanzania will be unparalleled in ratings.
When the belly is full it is tempting to presume economic indicators capture the reality on ground where massive unemployment and underemployment threaten to tear the moral fabric of this nation unto shreds!

I'm waist-high in Magufuli's administration at the moment with a continued strata of development series and a potential struggle of corruption in seven months.

Because "if we can't kill corruption, corruption will kill Tanzania". I'll certainly mark it down as a priority after the court of mafisadi is completed in the next few (hopefully) months. Bye!
 
Being a double standard for what purpose? Only in Tanzania you could get a better government than you deserve and still complain about it.
Complaint? Only in ink and paper we are multiparty democracy but in practice we are one party state. The transition to multiparty democracy remains in tatters after two decades.

Why should we limit our aspirations to weaknesses rather than strengthens ourselves in our own set of values?

Official graft is behind his coronation how then can he bite the very hand that is feeding him with pap stuff?
 
There this self proclaimed professor who is faulted for many mea culpas....one is this professorial titular whose claim is flowing from a title of a minister justifies that elevation. But the fact is ministerial docket is administrative in nature and not technical one to merit that ascension.

Another mea culpa she is faulted has to do with classification of secondary school performance from arcane GPA to manipulated division. The fact remains either choice will never improvise the dearth of talent and quality in our education system.

But she seems to begin to redeem herself when she made a very important policy decision on university entry of two D's to qualify for a government loan and put to an end the decadent mature entry examinations which was a backdoor to trivialize and defeat NECTA results.

I know a number of division zero who have lecturers' relatives and friends behind those failures' triumphing over mature entry examinations... Only wanton graft and endemic nepotism can narrate this!

On the abuse of government loans more policy decisions are required to curb free rider problem.

Universities must be submitting term by term performance of each student to justify the following term loaned bursaries.

Student future loan ought to be based on those terminal assessment reports.

A discontinued student will not appear on those assessment reports if he does the law should criminalize impersonation, forgeries, fraud where repayment and jail term should be meted out to the convicts.

Till then the abuses are likely to go on unabated because the policy reforms are too blunt.
 
There is another distraction about overtaxing the tourism industry which healthy comparisons with our northern neighbours drew ire from one of our learned professors.

The professor dismisses such a comparison which aims to show we cannot compete with such tax burden by claiming such an approach is akin of surrendering our sovereignty to a foreign nation.

In geographical lessons, of the sixties comparison with south Korea targeted to discern why we were and still are lagging behind the South Korean economic giants, without surrendering the sanctity of our independence.

So when Kenya plans to construct an airport closer to our border instead of applauding them for adding value to east African region we lambast them for threatening our flagging tourist industry. What we criticise them for is interfering with their sovereignty but the same critics miss in action to remind themselves Kenya is an independent state free to pursue their development vision according to their plans.

If we are really serious about getting our highly disorganized tourism industry in shape being a peeping uncle Tom is simply being pounds wise.
 
How many times do we need to remind those who disown us of our government by rebranding it as theirs should ask themselves one key question

Since when has a hired hand with constitutional limits hanging on his head now owns a government and disown us?

From when an employee becomes the owner of a company even to rebrand it as his?

Why submit yourself in electioneering process if at all the government is yours alone.

Our constitution is loud enough on this that the government belongs to the people of Tanzania not to any tenant at state house.

They can own up to an administration running the government, if they are that desirous of resolving mystifying identity dilemmas, but not the government itself.

There can be the Obama or Clinton administration but never the Obama or Clinton government

The altercation we are witnessing between Dar R.C and his counterpart Mayor is a reminder of constitution failings where overlapping of regional administration is proving not only to be a costly exercise in futility but also an eyesore to efficient and effective public administration.

Dar R.C lacking a job description wallows himself in municipal onus that has nothing to do with him.

Devoid of clear responsibilities has now self-declared a moral compass.

Whether it is prostitution, cholera, and now loitering curbing efforts the Dar R.C thinks it is part of his mysterious job description card!

No wonder Dar Mayor has been relentless to remind the interfering R.C who is really running the City via issuance of ripostes!

If the Magufuli administration is really keen on enduring cost cutting measures doing away with regional and district administration by handing their responsibilities to the democratic and accountable mayoral administrations could be a tiny step in the right direction.


Calling "replacing chapatis with undercooked groundnuts" during management meetings as cost cutting measures not only confirm lack of seriousness but also lack of brain power to resolve government waste.
 
Perhaps the biggest weakness Magufuli behoves is his overzealousness to micromanagement!

Head of state is more efficient and effective if he is the opposite to a micro manager.

He should be a macro manager having his eyes spot on but his itchy hands tied tight to his back.

The reason is this as he immerses himself on tidbits of running the country he reduces himself into territorial limitations and a bigger picture is lost in the process.

While appeasing the evangelical vote through doling out a paved road to the church of pastor Mpako may attract a couple of votes come 2020 but putting a strain on national budget with unforeseen cuts is not wise.

The casualties of unbudgeted expenditures with a solemn political agendas not only weakens institutions of governance earmarked to prepare, monitor and implement a national budget but may also create net losers.

Services like rural water supply and uneven development in favour of outspoken mega cities may become the order of the day.

No wonder urban migration is here to overwhelm us no matter contrary efforts are executed.
 
Again on a murkier subject of cost cutting we need a law to suspend pension to all those holding public office after retirement because those pensioners are yet to retire.

If they seek and secure public office then we just withhold their pension till they truly retire.

In Kenya, Uhuru Kenyatta is delivering this on his political nemesis like Raila and Kalonzo.

In Indiana State, presumptive Republican party nominee Donald Trump was rushed to name Indiana governor as his running mate just because there are laws against holding more than one public office.

Not only Sumaye will be affected but so are many CCM cadres doubling as professionals in many a public post.

For sure we will make a killing of savings while deterring our greying folks not to snatch employment earmarked to their children and their children children.

Dar R.C is like a drowning person who never stop thrashing around. So, it is another evidence that he is very vacuous, and he does not fathom his responsibilities.
