Kikwete na ujumbe wake wamekuja mara nyingi Marekani na ulaya na sehemu nyingine ambapo miundo mbinu ya barabara ni ya kisasa. Kwa miaka 10 amekuwa waziri wa mambo ya nje, wasaidizi wake wengine walikuwa huku huku kijijini; wapo watu pale Mambo ya Nje ambao wanajua kabisa kinachoendelea.

Malengo ya barabara yanajulikana tangu enzi za mababu; tatizo siyo kutokujua malengo au kutokujua umuhiimu wa barabara au suala zima la usalama. Tatizo ni kubwa zaidi kuliko tunavyofikiria; na halihusianni na kutokujua. Mapendekezo yanayotolewa yamekuwa yakitolewa kwenye "wiki ya nenda kwa usalama" tangu nikiwa mtoto mdogo na yamekuwa yakitolewa na kuibuliwa Bungeni kila kikao cha bajeti! Kwamba barabara kutokana na ufinyu wake zimechangia ajalii linajulikana.

so.. kwanini tunafikiria tukiumba wimbo ule ule ila tukibalisha mpangilio wa beti, basi mbuzi atacheza?

Kama mbuzi hachezi mnafikiri tatizo ni muziki au track ya CD yenyewe..

Mkuu wangu nadhani hapa kidogo hatukuelewana. Unapofikia Ku diesign kitu ina maana tayari una matumizi yake.. Hiyo safety ni kati ya vitu vinavyoambatana na muundo wa kitu hicho iwe hata gari au shati la kuvaa. sababu kubwa ya kutengeneza gari ni kurahisisha Usafiri, na katika kurahisisha usafiri huo unatazama kwanza faida zake kiuchumi na maendeleo ya jamii..

Hivyo fikra ya kwanza ktk maendeleo ya nchi au hata mtu binafsi ni Umuhimu wa kuendelea, kujijenga kiuchumi na kuweka mapango madhubuti wa vyanzo vya kukuwezesha kufanikiwa..Na mara zote vyanzo hivi (miundombinu) ni long term strategy inayotazama kukuza uchumi wa nchi na ndicho nachozungumzia..
Barabara ya Kwenda Iringa, Mwanza, au hata Arusha ni barabara zinazojengwa/kukarabatiwa kwa sababu wananchi wanalalamika au matokeo ya vifo na kadhalika ndizo sababu zinazowasukuma serikali kuweka safety badala ya kutazama malengo ya barabara hizo kwanza..
Ukitazama barabara zote hizi vimejengwa bila plan ya miaka mingi na hasa tukilenga kukuza uchumi wetu kwani mara zote barabara zetu zina mapungufu ya safety kwa sababu tunatazama karibu matumizi tofauti ya barabara hizo.. Kila Highway nchini ina lane moja au mbili at the maximum na zote zinapita katikati ya vijiji au kando ya mji mkuu..meaning kila Freeway inapokaribia mjini hugeuka na kuwa barabara ndogo yenye traffic lights..Na ndio maana sikuona ajabu Mtanzania aliposema kuna mtu akiendesha baiskeli alikatiza..
Hivyo hata kama barabara hizi zimejengwa kwa alama za kutosha, lami, sheria na kila pambo linaloweza kupendeza, hiyo safety haiwezi kuwepo kwa sababu tunajenga mabarabara haya pasipo sababu ya maana kiuchumi. Hivyo sii tu tunaongeza ajali bali pia hatujengi miundombinu imara kwa malengo marefu ya matumizi yake kulingana na ukuaji wa uchumi tunaotegemea..

Trust me mkuu wangu hata hao watengeneza magari hutazama mahitaji ya gari ktk Usafiri unaokusudia kujenga Uchumi wa shirika husika mbele ya Quality (safety, mahitaji ya nguvu ya gari hilo, matumizi ya mafuta, na kadhalika) na ndio maana kila shirika la kutengeneza magari huwa na viwango tofauti na shirika jingine..Kitu muhimu ni kuhakikisha vina pass viwango vya standard vilivyowekwa.. Sasa kama watu tungekuwa tunapanda magari au kutengeneza magari kwa sababu ya safety, trust me by now labda magari yote yangekuwa kind of robotic engineered...
Sasa nachojaribu kusema hapa ni kwamba inatakiwa sana sisi tufikirie umuhimu wa barabara kiuchumi.. Kumwezesha wasafri, mizigo, na mazao wafike haraka, salama na katika wakati unaohitajika bila kusababisha machafuzi ktk mazingira.Barabara kuu za Mbeya, Songea, Moshi, Tanga na Kigoma, Mwanza na pengine mikoa yote zinatakiwa zijengwe na plan ya miaka kama 50 ijayo kulingana na shria za ujenzi wa Highway. Na sababu kubwa inayotanguliza ni kuunganisha sehemu hizi ili kuweza chumi za sehemu hizi kukua kiharaka... safety itakuwepo tu kwani hii ni sheria ambayo hutungwa bila gharama kubwa lakini sii ujenzi wa barabara..
Leo hii ukitaka kupanua barabara kuu yoyote ile unalazimika kuhamisha watu waliojenga kando ya barabara hizi lakini badala ya kufanya hivyo serikali yetu ikiwa ni pamoja na halmashauri za miji huweka bumps barabarani, traffic lights na kadhalika wakati hii barabara inatakiwa kuwa Freeway..haisaidii kitu kwani ajali bado zinatokea kwa wenda miguu!


Hizo barabara za Mbeya, Mwanza na hata Moshi zingejengwa kama Highway zinavyotakiwa kuwa kwa jina la Freeway..safety ingekuwepo kwani mara zote ujenzi wa Highway una viwango vyake ambavyo vinaleta hizo safety tofauti na barabara ndogo za mtaani..

Sawa sawa Mkuu tuko pamoja......umenikumbusha kuna deabte moja Uchumi Vs Barabara.......

Huku Kyela wakati wa matatizo wananchi wote wanaungana kwa pamoja na hata sasa kila mtu amefurahi kusikia mbunge wao yu salama. Kwa kifupi wanamtakia heri mwanao apate nafuu.

Ila kuna jambo ambalo linaongelewa mara nyingi ambalo ni la Mwakyembe kupenda kutembea usiku. Kila mtu anasema hivyo hivyo, ashauriwe aache kusafiri usiku. Mimi sikujua hili lakini ndilo linaongelewa zaidi.

Kitu ambacho labda waandishi wetu pamoja na polisi wameshindwa kufanya uchunguzi, ni je ni kweli Mwakyembe alilala Makambako? Kama alilala makambako waliondoka hapo saa ngapi? Kutoka Makambako mpaka Ifunda kisheria ni masaa sio chini ya matatu, kama walifika Ifunda kwenye saa moja, kuna mawili, waliondoka mapema sana au walikuwa wanakimbia sana.

Pia inasemekana waliondoka Kyela saa mbili usiku; kutoka Kyela mpaka Makambako ni kama masaa matano kama unafuata sheria za barabarani. Sasa kama ni kweli ina maana walifika Makambako masaa ya saa saba, watafute guest na kulala na kuondoka kama saa kumi asubuhi, je ina make sense?

Kitu kingine ambacho inatakiwa kujua mnapochangia hili jambo ni kwamba Mwakyembe anamwamini sana huyo dereva wake. Kwenye mikutano yake mingi hudiriki hata kusema kuna watu wamejaribu kumpa mamilioni huyo dereva ili amwue lakini dereva siku zote anakataa. Huwa najiuliza kama kuna hayo mambo kwanini hawaendi polisi? Labda ni maneno ya kisiasa zaidi kuliko ukweli. Kilicho ukweli ni kwamba Mwakyembe anamwamini sana huyo dereva wake na ningetegemea kabisa afanye lolote lile kujaribu kumwokoa asiingie matatizoni.

Jambo lingine ambalo sio muhimu sana lakini wote tunajua mzee akiwa na pressure, familia yote mpaka wafanyakazi wote wanakuwa na pressure kubwa. Wiki mbili zilizopita mheshimiwa alipata pressure kubwa sana baada ya kuona ghafla upepo umebadilika Kyela. Mwakyembe ni msomi na anajua kusoma alama za wakati, kwa kweli kilichotokea kwenye hicho kikao cha halmashauri ya CCM na yaliyofuatia baada ya hapo yalimchanganya sana. Kwa kifupi ni kwamba ali panic kuona watu wamepata courage ya kusema mambo ambayo miezi michache huko nyuma wasingediriki kusema. Kwahiyo mpaka Mwakyembe anaondoka Kyela juzi, alikuwa ni mtu mwenye pressure hata kwa kumwangalia tu. Alifanya mikutano kadhaa na kutembelea baadhi ya kata kama njia ya kukabiliana na mashambulizi lakini alionekana kuwa na wasiwasi na kutumia muda mwingi kuongelewa kuandaliwa kwa milioni 400 za kummaliza yeye kisiasa. Lakini wilaya ya Kyela ni ndogo sana, mtu akimwaga hata milioni 10 itaonekana tu.

Pia sikujua kumbe Mwakyembe na dereva wake wote huwa wanatembea na pistol muda wote, kwanini? labda ndio kulinda usalama wake. Kutembea na silaha ni hatari sana, afadhali hata waheshimiwa waajiri walinzi kama wanaona maisha yao yako hatarini, vinginevyo tusije tukashangaa tukisikia yale ya Dotto. Kyela watu wengi kumbe wanajua hilo la kutembea na silaha muda wote.

Muhimu kwasasa ni kumwombea mwakyembe apone kabisa na tuendelee na mambo ya kujenga nchi yetu kuelekea uchaguzi 2010. Nimjuavyo Mwakyembe sitashangaa kusikia kwenye mikutano yake ya Kyela hasa huko vijijini akisema kulikuwa na mkono wa mafisadi na walitaka kumwua.

Utachokaje kumsihi dereva wako awe mwangalifu? Maisha yako unayaacha mikononi mwa reckless driver umechoka? Kumbe ndio maana wenzetu walishaona kila mtu ajiendeshe mwenyewe, unless u're vice president.

Labda culture ni tofauti, kwa kweli kukuambia jambo moja mara tano kwa mimi tayari ina maana njia ninayotumia kukuambia imefeli. Ninachoweza kufanya tu ni kuhakikisha safari nyingine simtumii dereva huyo na ninakuwa mwangalifu kwenye kuchagua derva.

Wengine tukikosea kidogo kumwambia Mrs kwamba mbona hapa unaendesha vibaya, jua ugomvi huo hauishi mpaka nyumbani kwi kwi kwi!!! kwahiyo tumejifunza kuwa waangalifu kwenye haya mambo ya kumlaumu au kumkosoa mtu.

Ngumu kweli kumkaripia mtu maana ndio unaweza kumpa pressure kubwa mpaka mkaingia kwenye mtaro.

Ni kweli nilikubali uzembe na kuomba tufike salama.

Yote uliyoyasema yanafanywa na wanasiasa wote.. Hakuna hata mmoja asiyepanda pressure wakati mambo yanaharibika. Lowassa kwa wanaomjua husema ni mtu shupavu, Ngangari asiye na mashala lakini siku Richmond ilipofumuka alikuwa mdogo. Na inasemekana hata kulia kama mtoito mdogo..Haya yote can happen to anyone..

Kisha jamani tufahamu kwamba sheria za Bunge zinamtaka Mbunge ahudhurie vikao vya bunge kwa miezi 7 kwa mwaka, na hivyo mbunge kubakia na miezi mitano free kufanya mengineyo... lakini hiyo miezi mtano kuna wabunge wengine ni Mawaziri, Ma naibu waziri au wapo ktk kamati za Bunge au kamati za Rais.. hawa watu kama kina Zitto ni mara chache sana wanapata muda kutembelea hata majimbo yao kwa muda mrefu..Kwa hiyo mfumo wetu pekee ni kikwazo kwa wananchi na sii lazima iwe Mbunge fulani ana majigambo..
Najua fika kwamba watu kama Mwakyembe ni wengi sana na pengine naweza kusema ni karibu wabunge wote.. labda tu ingekuwepo sheria ya kuwataka wabunge watulie ktk maeneo yao at least miezi minne kwa mwaka na wasihusike kabisa na uongozi wa serikali hasa kuwa Mawaziri au Naibu...
Pamoja na yote haya tunashukuru mmeweza kutupa mapungufu yake kama kiongozi lakini, mimi binafsi sina lawama na mtu huyu..Na kusema kweli sijaona kiongozi nchini siku hizi akiwa tofauti na huyu Mwakyembe isipokuwa wakati ule wa mwalimu. majivuno yalikuwa ni moja ya sifa mbaya kwa viongozi leo hii elimu bila utendaji kazi mzuri ni sifa inayotangulia ktk CV ya kila kiongozi.. Ni nyie mnaotaka kuona CV za watu, mnataka wabunge na viongozi wachaguliwe kwa CV zao na hasa darasa badala ya kutazama uwezo wao ktk matendo yao ya kila siku...Kifupi hakuna haja ya Interview tanzania ukipeleka CV yako ukaonyesha ma degree mengi basi wewe ndio unafaa kuongoza. Well, Ya Mwakyembe ni matakwa yetu wenyewe na atakuwa mjinga kama hatajivunia degree iliyompa kura za wana Kyela..
 
Sakata la ajali iliyompata mbunge wa jimbo la Kyela, Dokta Harrison Mwakyembe, umeingia katika hatua mpya baada ya baadhi ya watu kudai kuwa ajali hiyo ilipangwa na lengo lake lilikuwa kummaliza.

Baadhi ya watu waliozungumza na Alasiri wamesema uwepo wa taarifa tofauti zinazohusiana na chanzo cha ajali hiyo, unaonyesha wazi kwamba `si bure’.

Mmoja wa watu waliodai kuwa ajali hiyo ina mkono wa mtu ni Mwenyekiti wa DP, Mchungaji Christopher Mtikila ambaye amesema maelezo ya Dk. Mwakyembe na dereva wake ndiyo yanapaswa kuwa ya kweli kwa vile wao ndio walikuwa kwenye eneo la ajali.

"Polisi walifika baada ya ajali, lakini Dk. Mwakyembe na dereva wake wameishuhudia ajali, hivyo maelezo yao ndiyo yako sahihi," akasema Mchungaji Mtikila.

Akasema kitendo cha Polisi kutoa maelezo tofauti na wao ndicho kinachozidi kuleta mashaka.

``Hapa kuna jambo. Walioshuhudia ajali wanatoa maeleo yao na wasioshuhudia nao wanaleta yao…hili ndilo linaleta utata,’’ akasisitiza Mchungaji Mtikila.

Kwa upande wake, Mwenyekiti wa chama cha TLP,Bw. Augustine Mrema amesema licha ya kuwa Polisi wana maelezo tofauti, kinachopaswa kufanywa hivi sasa ni kuwaachia wachunguze ukweli wa chanzo cha ajali hiyo na kutoa ripoti yao.

Amemshauri Dk. Mwakyembe kutoendelea kulizungumzia suala hilo na badala yake aachie dola ifanye kazi yake.

Kabla ya kutoa rai hiyo, Bw. Mrema alimpa pole Dk. Mwakyembe kwa kupata ajali hiyo, huku akimtaka aendelee kujiweka mikononi mwa Mungu.

Maelezo ya Polisi kuhusiana na ajali hiyo yanadai kuwa gari la Mheshimiwa Mwakyembe wakati likijaribu kulipita lori, lilivaa shimo lililokuwa katikati ya barabara, tairi likachomoka na hivyo gari likapoteza mwelekeo na kuingia porini ambako lilipinduka mara nne.

Hata hivyo dereva wa gari la Dk. Mwakyembe alisema lori lilimpa saiti ya kupita na alipofanya hivyo, likamzibia tena njia, kitendo kilichosabisha ajali.

Dk. Mwakyembe alipata ajali mbaya juzi katika eneo la Ihemi, mkoani Iringa wakati akitokea jimboni mwake kuja Jijini Dar es Salaam.

Baada ya ajali hiyo, Dk. Mwakyembe alikimbizwa katika Hospitali ya Mkoa wa Iringa kabla ya kusafirishwa kwa ndege ya kukodi kuletwa Dar es Salaam na kulazwa katika Taasisi ya Mifupa Muhimbili, MOI.

Hata hivyo jana jioni Dk. Mwakyembe aliruhusiwa kutoka hospitalini baada ya madaktari kuwa afya yake imeimarika.

Kwenye barabara nafikiri kuna vipengela vitatu. Kwanza ni unapoanza ku-plan kuchora barabara. Hapa kuna sababu kadhaa zinazopolekea kuwepo barabara. Mkandara, uchumi ni moja ya sababu na si sababu pekee. Naweza kusema kuwa unaliongelea hili kama mchumi, ila kwenye barabara kidogo kuna sheria zake. Sababu za uchumi na wingi wa magari hupelekea kufanya plan ya barabara mpya au kuipanua. Hivyo kabla ya yote ni kuwa unatafuta data zitakazotumika kwenye kuchora/design hiyo barabara mpya/kuiboresha. Ukishapata hizo data, unakwenda kwenye kuchora na barabara na alama zote zilizosimama na zilizolala na hata kuweka taa za barabarani na konokono kwenye sehemu zinapokutana barabara.
Ukimaliza hilo, unakuja kwenye kujenga, yaani kuweka mchoro kwenye ardhi. Ukimaliza, kwa Tanzania huwa kazi imekwisha. Ukweli inakuwa hapa ni sawa na kuwa umeowa au kuzaa mtoto. Hapo kazi inakuwa ndiyo imeanza maana kwenye kutunza barabara ndiyo kazi yenyewe. Kwenye matunzo kunahitajika sana msaada wa POLISI na wajenzi wenyewe ili kuhakiikisha watumiaji wanafuata sheria za barabarani na watumiaji hawabebi mzigo mkubwa zaidi ya unaotakiwa barabarani. Hili limekuja kurekebishwa kwa sababu wengine hupima uzito uliko kwenye matairi tu, wengine wanasema pia lazima kuangalia Pressure yaani uzito(Force) na ukubwa ukubwa wa matairi (AREA). Ukipitisha mzigo mkubwa katika matairi madogo, unaharibu barabara, hasa kama umeongeza uzito.
Hapo juu ndiyo tatizo kubwa sana kwa Tanzania. Hata Wazungu Ulaya/Wa-asia, wanatumia njia nyingi sana kuwalazimisha watu kupunguza mwendo. Kuna POLISI na magari yao, kuna POLISI wanaokwenda na camera kwenye magari ya kiraia, kuna camera kibao barabarani. Na hizi huwa hata zinatumia kuangalia kama umelipa ili kupita katika hizo barabara.
Sasa jiulize juu ya TRAFFIC wa Tanzania. Wanaangalia haya? Tanroad wanafanya kazi zao sawasawa? Kumbukeni kuwa somo la Traffic Engineer halina formula. Huwa linafanywa kwa kutumia mentallity za watu wa taifa lile na uzoefu wa siku nyingi. Hivyo kuna vitu mtu wa kawaida unaweza kuona jamaa hawana akili, ila wao wanatumia uzoefu. Mfano mdogo ni kuwa, barabara ikichorwa alama za kugawanya barabara, inasababisha ajali zaidi kuliko kama hamna alama. Inachekesha ila ukweli ni huo. Sasa kwa Tz, bila traffic na au tuseme kuanzisha POLISI wa TANROAD ambao watakuwa wanaangalia usalama njiani na kutoa adhabu kali sana kwa madriver wajinga, hii hali haitakwisha. Ila Tanzania yetu, Traffic wana njaa hadi inatia kinyaa, unashindwa kujua kama kweli watalinda usalama wa barabarani. Huwezi kulazimisha kujenga HIGHWAY kwa Tanzania kwani ni hela nyingi sana. Kutokana na data kutoka kwa jamaa yangu aliyeko UK, ni kuwa kwa sasa kujenga HIGHWAY kwa Ulaya ni kwenye Euro 4-5millions kwa kilomita moja. Sasa jenga kutoka Dar hadi Chalinze/Morogoro, na uchumi wa Nchi umekwenda na maji. Pia magari menyewe yako wapi? Hebu angalia hiyo picha, barabara nyeupeee.

Ndugu yangu kusema kusema ukweli, hakuna field ya katika engineering iliyoko karibu na wanasiasa kama ya ujenzi. Hii utawakuta kwanzia Vingunge wakubwa hadi wadogo. Hapa kwa kweli huwa ni vuta nikuvute. Kwenye ujenzi kuna hela nyingi sana na penye hela basi ufisadi upo na penye ufisadi basi WANASIASA WAPO.

Juu ya wapi iwepo barabara, milele hizo sababu hupindishwa. Hii haijali uko wapi. Sababu hasa za ijenzi wa barabara dunia hii kwa sasa imebaki kuwa MAAMUZI YA WANASIASA na si kutumia kigezo cha uchumi wala nini sijui.

Nilisikia kituko kuwa wakati Waziri wa ujenzi alikuwa Mwandosya, yalikuwepo mapipa ya Lami ili uwanja wa Tabora (wa ndege) uwe na lami. Mwandosya akaja kuyebeba yale mapipa na kumpelekea Mtanzania huko Mbeya. Yaani bila aibu, na mapipa yashafika tayari Tabora, yakabebwa na kupelekwa Mbeya. Si wangenunua mengine? Huko nako nasikia hawajenga. Sasa sijui yanatumia ili watu washinde uchaguzi?
 
Wadau jana nimepita eneo la "ajali" na sikuridhika na shimo lililo sababisha "ajali" hiyo.
Nimepita maeneo hayo mara kadhaa nikiwa na magari tofauti kuazia madogo hadi yale ya 4WD's.

Kutoka Mbeya kuna si mashimo tu lakini hata speed bumps za hatari pale Chimala,barabara mbovu for 30-40km kabla ya Makambako, na hata 15km kabla ya Mafinga kuna mashimo makubwa tu. Pale Ihemi mashimo yale ni ya kwaida kabisa hasa pale Ihemi kwenye mtelemko.
Kwa gari la aina ya Landcruiser yale mashimo ni cha mtot, suspensions zake zinaweza kuhimili dhoruba ya barabara ile.
Hivyo basi sababu ya ajali ya Dr Mwakyembe si ambayo tumeelezwa atika vyombo vya habari!

Mwakyembe speaks out

Outspoken Kyela MP Harrison Mwakyembe yesterday narrated how he and his driver narrowly escaped death in a road accident on Thursday, dispelling widespread suspicion of a plot to kill him over his anti-graft campaign.

Dr Mwakyembe, speaking to reporters for the first time since his admission to Muhimbili Orthopaedic Institute in Dar es Salaam on Thursday afternoon, discounted claims the accident was a deliberate attempt at his life.

He was later in the evening discharged from hospital, with his doctor saying that he was impressed with his recovery. The Chama Cha Mapinduzi MP spoke from his hospital bed surrounded by close family members, relatives and friends.

"I believe this was a normal traffic accident. If it was God�s wish I pray that he helps me to heal but if it was man-made, I also leave it to God," said Dr Mwakyembe, who though still in pain, looked calm and jovial.

Dr Mwakyembe, who has gained national fame from his tough stance against corruption, declared that he would, once out of hospital, continue the fight against the vice.

"I will not in under any circumstances backslide in my crusade against corruption," he said, replying to a question from a journalist.

Asked whether the MP's family suspected that the accident was linked to a plot to kill his brother, Mr Edward Mwakyembe, they believed it was a normal accident.

"As a member of the family, I see no need for investigations. And I believe this is the whole family's position," he said, adding the reports on his brother's accident had been exaggerated. Mr Mwakyembe called for calm as his brother recovers in hospital.

Speaking about the accident, the Kyela MP said his vehicle attempted to overtake a speeding truck, and was pushed off the road, rolling several times, before it landed in a ditch.

His 30-year-old driver, Mr Joseph Msuya, said he had honked to alert the truck driver that he wished to overtake him but he would not give way.

The MP said his driver made one more attempt and the truck appeared to give them way. "We proceeded, but the other driver accelerated," he said.

Dr Mwakyembe said the speeding truck driver looked into his side mirror as his vehicle was about to pass by it.Upon realising what lorry driver was doing, Dr Mwakyembe said he advised his driver to speed, driving at more than 140 km/hour in order to overtake it.

The truck then smashed into the MP's vehicle, pushing it off the road as the driver smashed into a pothole and lost control. Dr Mwakyembe said his vehicle rolled three times, as its tyre burst before it smashed into a tree.

Though his car was badly damaged, Dr Mwakyembe said their lives were probably saved by the safety belts they were wearing.

Mr Msuya said neither his boss nor him managed to take down the truck's number. The Kyela MP has been in the limelight since February last year, when he chaired the Parliamentary Select Committee that investigated the infamous $172 million Richmond emergency power generation contract.

A report he tabled in Parliament, which blamed the Government for complicity in the award of the suspect contract led to the resignation of Mr Edward Lowassa as the Prime Minister, alongside Mr Nazir Karamagi, who was the minister for Energy and Minerals, and Dr Ibrahim Msahaba, who held the East Africa Community portfolio.

The Richmond contract was never actually rolled out as it turned out during investigations that it was a brief case company incapable of executing such a huge project.

Yesterday, Prime Minister Mizengo Pinda and Chief of Defence Force General Davis Mwamunyange were among the people who visited the MP in hospital.

Others were Dar es Salaam Regional Commissioner William Lukuvi, Dar es Salaam Special Zone Commissioner Suleiman Kova, former Prime Minister Justice Joseph Warioba and scores of fellow MPs also visited him.

Prof Joseph Kahama, who attended to Dr Mwakyembe at MOI said the tests conducted at Regency Hospital yesterday morning indicated that he had no fracture but only bruises.

"Dr Mwakyembe is fine and out of danger. We shall continue to observe his condition as he recovers from shock,� Prof Kahama added.

The MOI administration had a difficult job dealing with the visitors flocking to the hospital to see Dr Mwakyembe. The accident occurred at around 7.10 am on Thursday, at Ifunda Village near Mafunda as the MP's driver was going down the steep Ihemi Hill.

Police said on Thursday that preliminary investigations established that was purely a road accident. "There is no evidence to prove that it was a plot to kill the MP. We have established the cause of the accident was hitting the pothole,"

Iringa Regional Police Commander Mr Advocate Nyombi said on Thursday.
