Actually hiyo ni revenue ya kujiendesha tu. Ya maendeleo, States karibu zote ukiondoa Lagos and a couple of them, huwa zinategemea Federal budget. Hii ni kawaida huku Africa.so ina maana chukua $35 bln federal budget jumlisha na around $10 bln (30% from states budget) unapata $45 bln! South Africa's 2021/2022 budget ni over $99 bln!

1. Nigeria's Federal Government accounts for an average of 70% of States' revenue. Nothing different from most so-called devolved governments in Africa. They all depend on the central government i.e pesa mashinani crap! So your counter-argument is basically benign and does nothing to nullify the fact that bigger budget doesn't mean bigger economy or more development.

A big budget doesn't necessarily mean you are richer or more developed.
Nigeria's GDP is five times that of Kenya and y'all have the same budget size.
Kenya's development expenditure (the most important part of the budget) is 6bil$. Tanzania's is 6bil$.
The rest is debt servicing and payroll (usually this is the indicator of how big/corrupt is the government).
CFS (debt servicing which is mainly debt rollover) is 12bn$ for Kenya vs 4bn$ for Tanzania.
Basically that budget is for payroll and debt rollover (85%), while Tanzania spends 40% in development projects.
