Kenya's 'loss' is in the interest payments. We lose money but we gain time. We pay for longstanding and ongoing projects through loans.
That's why you are only now starting to go big on things like EPZ, which Kenya has long dominated.

Also, GoK borrows extensively from local banks and is moving even more towards that direction.
So even when it pays interests, they'll still tax the bank, Kenyans collect dividends from the banks (taxed again), loans. etc. The money circulates. (Billions of dollars worth). That's what's differentiates LDCs and regional giants.

But bottomline is this: As long as GoK revenue continues going up - which it has done religiously -, more and more people/institutions are lining up to lend even more.

Better development, better salaries... More investors come in because of our spending power in the region... GoK earns more taxes.. More financiers line up.
It's a self replicating economic cycle which bongolala is yet to master.
