I am curious: what do you mean by your statement that Nyerere had a 'relatively acceptable' level of intelligence?
I think that Mwinyi exhibited a conciliatory subtlety and diplomacy that Kikwete also exhibits this is a complex skill and one of the qualities of a good statesman. Not that I mean to defend our Presidents, current or past, but throwing out the baby with the bathwater is not a reasonable way to go about analyzing their performance and legacies.
Do you really think that these men (and yes, they are flawed) who have administered such a diverse country through nation-building economic crises, ethnic and religious differences and ideological change are truly incompetent because they cannot conjugate a few English verbs/exibited some egoic behavior?
Nyerere's intelligence is relatively acceptable, compare him to Kikwete he is a genius but he had so many failures to be a true genius, hence relatively acceptable considering the circumstances and Zeitgeist.
Mwinyi was passively pathetic full stop, no two ways about it.Kikwete cannot even claim to employ subtle diplomacy, it is a thin line between conciliatory diplomacy and two bit bullshyting, what Kikwete did is two bit bullshyting, talking much without saying anything.The thing is there is an art of talking much without saying anything and still being meaningful, Kikwete hasn't mastered this and is clearly exposing his lack of grasp and competency when he declares "we are doing things differently and you are doing things differently" this is hardly conciliatory diplomacy.You cannot say " we in Africa indeed have the same concerns as you, the only thing we may differ is the way forward", the only thing!, the only thing! As if there so many other significantly strategic things here that we agree on and the only showstopper is this little insignificant detail of how we go forward.
Mr president, how we go forward is the only significant thing here, how dare you say it is the "only" thing we differ on.
It is like you are cashstrapped in front someone holding a million dollars in a briefcase and he is saying I can give you all this hot humid air around us, the only thing I cannot give you is this briefcase with dollars, not very helpful is he?
He could be unkwowingly declaring war in some settings.

If you follow my criticism you will see that it is based on much more than linguistic prowess and erudite remarks.
