Mi ninaomba ishu hii isiwe about Chenge, iwe kuhusu usalama barabarani! Mnafahamu ya kuwa kila wiki watu 20 - 30 hujeruhiwa na kuuwawa kwa ajali za barabarani katika mji wa DSM tu? Je mna taarifa juzi watu 10 walikufa papohapo katika ajali mbaya DSM basi ilipo-overtake na kugongana uso kwa uso na gari lingine? Na mpaka leo sijasikia with a few exceptions, madereva wanakamatwa kwani wakihonga (na believe me si hela nyingi) wanatolewa.
Let us not personalize this issue but for the sake of future victims tufanye uchambuzi wa hali ya usalama barabarani:
- Tanzania hakuna speed limit ndani ya mji, ipo huko mikoani. Sisi tuliozoea kudrive DSM tunaona polisi wamesimama na kuwaangalia madereva (taxi, dalaadala, magari binafsi) wakikimbiza magari, wana-overtake hovyo! Chenge is one among the millions of reckless drivers in Tanzania.
-Kutokuwa na insurance ni kosa lakini adhabu yake ni faini, ukisababisha ajali I believe it is worse kwani insurance ni third party protecting people you may harm/kill and damages. Lakini bado adhabu yake siyo kubwa. Hivi leo kama tungefanya ukaguzi halali magari kibao mjini DSM hayana insurance wakikamatwa wanawahonga polisi, ishu inaisha.
-Kuhusu Bajaj sishangai maana madereva wake mara nyingi ni vijana ambao wengine hata hawajasoma vyema, na ni hatari sana, hawajapitia shule za kuendesha (driving school). However I am not buying Chenge's story kwani si rahisi bajaj ku-overtake gari kubwa, nadhani both drivers are at fault, lakini kama aligonga kwa nyuma, Chenge ana makosa period.
- Kuhusu dereva kwenda ku-cool off, ni makubaliano na polisi especially kama dereva mwingine hayupo. Lakini kwa kuwa kuna watu walipoteza maisha yao basi si rahisi kuachiwa kwenda nyumbani. Hii huwa kweli katika ajali za kawaida magari yanapogongana. Sometimes polisi wenyewe wakifika eneo la tukio wanacheki na wakisha fanya vipimo (very little) wanasema wana kazi sehemu nyingine, mrudi kesho yake. There is a shortage of traffic police, this has to be addressed.
- Dereva anapokimbia tukio basi ni lazima atafutwe na ni kosa kukimbia eneo la tukio usiporuhusiwa na polisi. Na hapo lazima dereva ataonekana amefanya kosa. But I also understand kijana maskini ambaye hana leseni akiwa sehemu ya ajali lazima ataogopa na atakimbia.
Nadhani tukiweza kuleta uchambuzi kwa angle kama hii basi tutakuwa tunasonga mbele badala ya kuanzisha ligi, na sasa kufikia mahali kuwashuku marehemu kuwa machangudoa na kuomba Chenge apelekwe Keko.
