nasikia ajali ilipotokea mh alifuatwa na gari ingine kupelekwa hm, na polisi wawili waliletwa na taxi kuja kulinda gari yake mpaka ilipochukuliwa na breakdown, kumbe aliwapa taarifa nao wakamwambia mh. kapumzike tunashughulikia, kwahiyo system ilijuwa na wakapanga iweje, ik mwenyewe amesema alikuwa akidrive kati ya 80-100 km,si tayari ameshavunja sheria? lakini tuiache system ifanye kazi kama inavyofanya.


Kuendesha kati ya 80-100Km amevunja sheria ipi? Hebu tujuze kidogo..
 
sheria ifate mkondo, maana bongo ukigonga na kuua tu unakamatwa na kuweka rumande? Je kawekwa ndani?
 
Aliyekuwa waziri wa miundo mbinu bado anaandamwa na zimwi la vijisenti baada ya kupata ajali na kuua watu wawili katika ajali iliyosababishwa na gari alilokuwa analiendesha yeye mwenyewe
 
Important things to consider in this whole saga:
1: Chenge was driving a vehicle that was not insured or whose insurance sticker indicate it had expired in 2007.
2: He was driving @ 80km/h - 100km/h
3: His 8 cylinder super charged vehicle struck a scooter like(tuk tuk) three-wheeler in the back and made out with top half of the BAJAJ.
4: After the accident, he "conveniently" went home to "cool" down before turning himself to the police.

What we need to ask from these four points are:
1: What is the state law in regards to validity of vehicle insurance and insurance stickers? Isn't it double trouble if you get into an accident and you are not insured?
2: What's the speed limit for city roads, as was the case for Haile Salassie Rd. Is 80-100km/h within the speed limits?
3: How can a Bajaj ever try to overtake another vehicle while it's top speed is well below 50km/h and hte same time Vijisenti was drivign @ 80km/h - 100km/h??
4: Is it now normal for people to dash to their homes to "cool" down after causing an accident? I think that's what some people will call "running from the scene of an accident?"

Sad conclusion: Chenge will be let scot-free simply because he belongs to ......(yeah you know it) ........C.C.M , and grounds are already been laid for his aquittal based on the stories being told such as......"the two deceased women were seen at a bar" - (what has that got to do with them being hit by a Toyota truck?).....and that the BAJAJ driver ran away after the accident and he's been sought after as if he's now a criminal.

As for the expired insurance sticker, one will be quickly bought and predated to show that his car was insured BUT he had forgotten to place the sticker on the windscreen.

Unajua huyu mzee wa Vijisenti alikuwa anaendesha kwa speed kubwa sana. Katika hali ya kawaida huwezi ukawa unaendesha Land Cruizer alafu ukashindana na Bajaji.
 
Mi ninaomba ishu hii isiwe about Chenge, iwe kuhusu usalama barabarani! Mnafahamu ya kuwa kila wiki watu 20 - 30 hujeruhiwa na kuuwawa kwa ajali za barabarani katika mji wa DSM tu? Je mna taarifa juzi watu 10 walikufa papohapo katika ajali mbaya DSM basi ilipo-overtake na kugongana uso kwa uso na gari lingine? Na mpaka leo sijasikia with a few exceptions, madereva wanakamatwa kwani wakihonga (na believe me si hela nyingi) wanatolewa.
Let us not personalize this issue but for the sake of future victims tufanye uchambuzi wa hali ya usalama barabarani:
- Tanzania hakuna speed limit ndani ya mji, ipo huko mikoani. Sisi tuliozoea kudrive DSM tunaona polisi wamesimama na kuwaangalia madereva (taxi, dalaadala, magari binafsi) wakikimbiza magari, wana-overtake hovyo! Chenge is one among the millions of reckless drivers in Tanzania.
-Kutokuwa na insurance ni kosa lakini adhabu yake ni faini, ukisababisha ajali I believe it is worse kwani insurance ni third party protecting people you may harm/kill and damages. Lakini bado adhabu yake siyo kubwa. Hivi leo kama tungefanya ukaguzi halali magari kibao mjini DSM hayana insurance wakikamatwa wanawahonga polisi, ishu inaisha.
-Kuhusu Bajaj sishangai maana madereva wake mara nyingi ni vijana ambao wengine hata hawajasoma vyema, na ni hatari sana, hawajapitia shule za kuendesha (driving school). However I am not buying Chenge's story kwani si rahisi bajaj ku-overtake gari kubwa, nadhani both drivers are at fault, lakini kama aligonga kwa nyuma, Chenge ana makosa period.
- Kuhusu dereva kwenda ku-cool off, ni makubaliano na polisi especially kama dereva mwingine hayupo. Lakini kwa kuwa kuna watu walipoteza maisha yao basi si rahisi kuachiwa kwenda nyumbani. Hii huwa kweli katika ajali za kawaida magari yanapogongana. Sometimes polisi wenyewe wakifika eneo la tukio wanacheki na wakisha fanya vipimo (very little) wanasema wana kazi sehemu nyingine, mrudi kesho yake. There is a shortage of traffic police, this has to be addressed.
- Dereva anapokimbia tukio basi ni lazima atafutwe na ni kosa kukimbia eneo la tukio usiporuhusiwa na polisi. Na hapo lazima dereva ataonekana amefanya kosa. But I also understand kijana maskini ambaye hana leseni akiwa sehemu ya ajali lazima ataogopa na atakimbia.


Nadhani tukiweza kuleta uchambuzi kwa angle kama hii basi tutakuwa tunasonga mbele badala ya kuanzisha ligi, na sasa kufikia mahali kuwashuku marehemu kuwa machangudoa na kuomba Chenge apelekwe Keko.
 
- Hapana kukimbia a scene of accident inatakiwa kuwa kosa kubwa sana kuliko hata la kugonga, hilo kosa peke yake linatakiwa kumpeleka jela kabla ya ku-sort out mengine baadaye.

Zingatia pia sheria inasemaje. Anatakiwa awe amereport within 24 hours baada ya ajali na kiwe kituo chochote cha polisi. Baada ya hapo anakuwa na kosa lingine la kujibu. Hii ni kwa sababu za usalama wake kama kuna hatari ya kusababisha usalama wake kuwa hatarini

Sheria za usalama barabarani zipo lakini sidhani kama zinafatwa.
 
Cha kushangaza zaidi gari la Mh,Chenge alilopata nalo ajali lilikuwa halina insurance ya mwaka huu kwani aliyokuwa aikitumia ni ya mwaka 2007 ambayomtayari muda wake umeshaisha zaidi ya miaka 2.

Hata hapa Bongo Sheria ni hiyo hiyo na ipo kuna Distance unatakiwa uiache kati yako na gari ya mbele yako, sikumbuki exactly distance lakini kama dereva unae jua sheria za barabarani unapima kwa kukadiria umbali kati yako na gari la mbele yako uwe sawasawa na ukubwa wa gari yako kati yenu, au uweze kuona matairi yote ya nyuma ya gari iliyombele yako, na unapogonga gari kwa nyuma wewe unamakosa regardless, HIYO SHERIA IPO NA INAFANYA KAZI, sasa ni uamuzi wa kuifuata au la, na mtu anaeweza kukuokoa likitokea hilo ni mchora ramani wa trafik police.

Kosa la pili la chenge alikuwa anaendesha Gari ambalo bima yake imeisha 2007, hili pia ni kosa kubwa sana.

Dah... very sad, indeed!!! Former mwanasheria mkuu, the custodian wa sheria anachezea sheria hivi [unless ilashalipia lakini hajabandika], kila kitu hapo wind screen kimekaa kimtindo.... ndinaliyooooo!!!!!!!

BUt they always say ajali haina kinga na anyone could have been chenge that night

Lets hope he gets a fair deal either good or bad as slong as its fair

hapo swala jingine alikuwa na hiyo sticker ya zain, hiyo sticker unapewa tu iwapo gari imechikiwa na kuthibitishwa kwamba inaweza kutembea barabarani, vitu vinavyoangaliwa ni CD ya gari ni valid, insuarance ni valid gari lenyewe halina matatizo techniacally, sasa hapa utaona hiyo sticker kapewa mwaka 2009, insurance imeisha 2007 alipewa vipi kama sio kainunua kwa 5000 bila kupeleka gari kwa ukaguzi ( RUSHWA POLICE ), mtoaji na mpokeaji wote maji ga nyanza
