China na Tanzania zashindwa kuafikiana kwenye ujenzi wa Bandari ya Bagamoyo, Ujenzi wakwama

ulikua mradi mzuri sana,ungetoa ajira nyingi sana,tatizo tulitaka wawekezaji waweke dola bilioni kumi hapo kisha ujenzi ukiisha watukabidhi na kuondoka,hiyo biashara haipo

Kama bandari ingejengwa mji wa bagamoyo ingekuwa sanaaa. Na maendeleo yangekuwa makubwa
Kwani Lengo ni kuukuza mji wa Bagamoyo?
 
Mangungo alikuwa hajui kusoma, Mangungo wetu wa leo ni wasomi wazuri, na wengi walisomeshwa kwa pesa ya umma. Mikataba waingiayo ni kitanzi cha utumwa ndani ya nchi hii kwa kwa wajukuu na vitukuu vyetu.

Unajenga bandari Bagamoyo unakuza kamji kadogo kisha unauwa bandari ya Dar ambayo tayari imeunganishwa na miundo mbinu muhimu yote.

Unauwa kiuchumi Dar. Wewe ni sawa na mtu anae enda kufungua mgahawa jirani na mgahawa mwingine ambao wateja wachache wanalaza vyakula.

Shart mmoja wapo lilikuwa kuto expand bandari yoyote nyungine kama Dar port , kitu ambacho mpaka sasa serikali imeshakiuka tayari maana bandari ya dar ikwenye upanuzi
Well hilo halikuwa sharti lenye maslahi ya muda mfupi kwa upande wa serikari hiyo port ya Bagamoyo udhani kama itaisha in less than five years na hata kujengwa awajaanza.

On the other hand kumekuwa na malalamiko kutoka kwa watumiaji wa Bandari ya Dar even at full capacity it cannot manage the volume of coming shipments in deisred time, kutanuliwa lilikuwa ni jambo la lazima.

Hila realistic in the long run kwa jinsi population density ya inavyoongezeka na uchumi unavyozidi kuwa port ya Dar being close to the epicenter of nation's economic activities (mjini kwenye biashara na vitega uchumi vingine), location wise ni tatizo.

Sasa hivi tu nchi yetu bado maskini tayari traffic ya port ishaanza kuonekana tatizo ivyo kadri siku zinavyoenda na uchumi kukuwa unatarajia hili tatizo kuzidi kuwa kubwa, na any investment to accommodate incoming and outgoing haulage traffic in the future is going to be very expensive kutokana na location billions might have to be paid in compensation alone just to pave the way.

Kwa ivyo serikari iitazame port ya Bagamoyo au Tanga in terms of 30 years later ambapo ya Dar itakuwa at saturation point were there is nothing they can do anymore kutokana na limiting factors zinazotakana na mahala ilipo.

Serikali imesitisha mazungumzo na wawekezaji katika Bandari ya Bagamoyo, Mradi ambao ungegharimu Tsh Trillion 23 ($). Wawekezaji katika mradi huo walikuwa ni China Merchant Holdings International Limited (CMHI) na State General Reserve Fund (SFRF) ya Oman.

The government admitted yesterday that it has not made progress with the implementation of Bagamoyo port project because of failing to reach an agreement with Oman and China, who are the project implementing partners.

In November, 2017, Oman’s State General Reserve Fund (SGRF) announced that the Bagamoyo project was going ahead, saying it consisted of the construction of a maritime port, which would be built to international standards and would be developed in phases.

According to the SGRF, the first phase will conclude four marine berths, two of which will be allocated for containers, one for multiple uses and the other for support services.

However, the time frame for completion of the project remains unclear.

The project, which was well pronounced during the late days of former President Jakaya Kikwete, was initially signed in 2013 during an event that was witnessed by Chinese President Xi Jinping. Since then, there has been a change of focus with priority, apparently, being rehabilitation of ports of Dar es Salaam, Tanga and Mtwara.

Speaking in Parliament yesterday, the minister for State in the Vice President’s Office (Union Affairs and Environment), Mr January Makamba, said no agreement has so far been reached with the investors from China and Oman.

The minister was reacting to a supplementary question by Magogoni legislator Suleiman Yusuf (CUF), who sought to know about the progress of the project.

“We are yet to reach an agreement with the project implementing partners from Oman and China,” said Mr Makamba.

Mr Yusuf said the delay in decision making on the implementation of the Bagamoyo project was preventing Oman from financing the construction of the Zanzibar-based Mpigaduli port.

In his primary question, he asked on how the Union Government of Tanzania echoed the Revolutionary Government of Zanzibar’s efforts to construct a big port.

Responding, the ministry’s deputy minister, Mr Mussa Sima, said the Tanzania Ports Authority (TPA) and Zanzibar Ports Corporation (ZPC) have been exchanging expertise to improve service delivery.

Umepita sasa hivi kule mjini Ilala CBD (Posta, Upanga, n.k.)? Hakuna watu kabisa na ofisi nyingi ndogo ndogo zimekufa wateja wame hamia Dodoma.

Kesi zitakuja nyingi kwa sababu wachina na waarabu walitoa mapesa mengi kwa ajili ya kuwalipa fidia wakazi jirani na hiyo Bandari ya Bagamoyo na walilipwa wachache pesa nyingi imepigwa na wajanja wachache kuna ufisadi mkubwa uchaguzi wa 2020 wachina hawatoa pesa kwa CCM lazima watafute njia ya kurejesha gharama zao
