China na Tanzania zashindwa kuafikiana kwenye ujenzi wa Bandari ya Bagamoyo, Ujenzi wakwama

miaka 50 ijayo bandari ya dar itakuwa pafinye sana,Bagamoyo ilikuwa imefocuss miaka 100 mbele sio miaka 5 ijayo
Nina imani serikali imekaa na kuona si zaidi ya miaka 20 ijayo, itakuwa na uwezo wa kujenga yenyewe hiyo bandari, kuliko kuingua deni litakalogharimu miaka 99 kulilipa.

Kwa sasa tuhangaike na hizi bandari tatu kwanza, maana hata zenyewe hazifanyi kazi kwa uwezo wake wote.
 
Unapozungumzia kuendeleza 'kilimo' moja kwa moja nakuelewa vizuri sana, kwa sababu mimi naamini maendeleo ya nchi yetu yangekuwa tofauti sana wakati huu kama tungeamua toka mwanzo kabisa wa uhuru wetu kuvifanya kilimo na elimu kuwa vipaumbele vya kudumu katika mipango yetu ya maendeleo ya kila mwaka.

Kwa hiyo siwezi kamwe kupinga wazo lako la kilimo cha umwagiliaji kama ulivyoandika. Nashukuru pia kuona kwamba wazo la Bandari ya Bagamoyo hulikatai moja kwa moja, bali ni swala la mipangilio tu na uwezo utakaokuwepo kuuwezesha.

Lakini kumbuka kwamba, habari zilizokuwepo (kama ni kweli), ujenzi huo haukuwa deni. Wawekezaji wangejenga bandari na eneo la biashara na kuliendesha kibiashara ili mtaji wao na faida virudi kwa mda maalum kabla ya kuukabidhi kwetu.

Kwa hiyo huu uwekezaji usingekuwa matumizi ya pesa yetu ya kuelekeza kwenye kilimo cha umwagiliaji, elimu, n.k.

Lakini katika uwekezaji wa namna hii pia masharti kadhaa lazima yawepo, na nadhani masharti hayo ndio serikali imeyaona kuwa magumu au yasiyokuwa na maslahi kwetu ndio maana ikashindikana kufikia maafikiano.

Bandari yetu ya Dar es Salaam inaweza kutosheleza kwa mahitaji yetu ya ndani (Tanzania) kwa mda; lakini ni bandari finyu ambayo kwa mda mrefu hata mahitaji yetu tu ya ndani itashindwa kuyamudu.
Tanga inafaa sana kuendelezwa, hasa kuitumia kwa mizigo inayoelekea kaskazini, Tanga, Moshi, Arusha, Manyara na hata Mara na Mwanza endapo kama miundo mbinu ingeweza kuimarishwa. Lakini bandari hii nayo ni finyu zaidi. Haiwezi kuingiza na kuhudumia meli kubwa. Labda ule mpango wa Mwambani ufufuliwe tena, lakini hii iliyopo mjini Tanga haina mazingira ya kuifanya kuwa kubwa ya kutosha kuhudumia mizigo mingi.

Kama nilivyoeleza huko mwanzo, Bandari ni biashara kama zilivyo biashara nyinginezo kama ndege, na hata barabara, n.k.

Eneo la ukanda wetu huu wa Afrika, hasahasa Zambia, DRC tunaweza kuwanasa vizuri sana kwa biashara ya bandari zetu kama zitaweza kufanya kazi kibiashara hasa.

Bagamoyo inaweza kukidhi mahitaji yetu na mahitaji ya nchi hizo kama itajengwa kwa malengo hayo.

Wataalamu wetu wawe makini sana kuangalia namna nchi yetu itanufaika na mradi huo mkubwa wenye manufaa kwa pande zote mbili.
 
Serikali imesitisha mazungumzo na wawekezaji katika Bandari ya Bagamoyo, Mradi ambao ungegharimu Tsh. Trillion 23. Wawekezaji katika mradi huo walikuwa ni China Merchant Holdings International Limited (CMHI) na State General Reserve Fund (SFRF) ya Oman.

The government admitted yesterday that it has not made progress with the implementation of Bagamoyo port project because of failing to reach an agreement with Oman and China, who are the project implementing partners.

In November, 2017, Oman’s State General Reserve Fund (SGRF) announced that the Bagamoyo project was going ahead, saying it consisted of the construction of a maritime port, which would be built to international standards and would be developed in phases.

According to the SGRF, the first phase will conclude four marine berths, two of which will be allocated for containers, one for multiple uses and the other for support services.

However, the time frame for completion of the project remains unclear.

The project, which was well pronounced during the late days of former President Jakaya Kikwete, was initially signed in 2013 during an event that was witnessed by Chinese President Xi Jinping. Since then, there has been a change of focus with priority, apparently, being rehabilitation of ports of Dar es Salaam, Tanga and Mtwara.

Speaking in Parliament yesterday, the minister for State in the Vice President’s Office (Union Affairs and Environment), Mr January Makamba, said no agreement has so far been reached with the investors from China and Oman.

The minister was reacting to a supplementary question by Magogoni legislator Suleiman Yusuf (CUF), who sought to know about the progress of the project.

“We are yet to reach an agreement with the project implementing partners from Oman and China,” said Mr Makamba.

Mr Yusuf said the delay in decision making on the implementation of the Bagamoyo project was preventing Oman from financing the construction of the Zanzibar-based Mpigaduli port.

In his primary question, he asked on how the Union Government of Tanzania echoed the Revolutionary Government of Zanzibar’s efforts to construct a big port.

Responding, the ministry’s deputy minister, Mr Mussa Sima, said the Tanzania Ports Authority (TPA) and Zanzibar Ports Corporation (ZPC) have been exchanging expertise to improve service delivery.
