No it was never designed nor meant to be electric.. feasibility study report ya SGR Kenya was done in 2011 when Raila was Prime minister and Kibaki president. It said Kenya electricity was unrealible ... Uhuru Kenyatta came into power in 2013, everything about the SGR was already known t, anyone who tells you otherwise is lying to themselves to justify whatever opinion they hold.
 
I used to have an article from 2010, I can't seem to find it, but here is another one from 2012 talking about SGR contract being signed, this article is from CCCC the parent company of CRBC which built the Msa-Nrb section. Its from 2012, Uhuru became president in 2013.

On October 4, CRBC signed a business contract with the Kenyan Railway Authority for the online works of stand-gauged Mombasa-Nairobi Railway, with a contract value of 1.147 billion U.S. dollars.
Mombasa-Nairobi Railway has a full length of 485 kilometers, a designed speed of 120km/h, a construction period of five years and a contract value of 3.804 billion US dollars. With a contract value of 2.657 billion US dollars, the offline civil works involve earthworks, bridge and culvert construction, track laying and station building construction, will be designed and constructed in the mode of EPC and in accordance with China’s railway technology standards; with a contract value of 1.147 billion US dollars, the online part involves communication system, signal system, information system, power system and water supply and drainage systems, as well as locomotives, carriages, and test and maintenance equipment.
According to sources, Mombasa-Nairobi Railway is an integral part of the northern strategic corridor of the East African Community (EAC). The corridor stretches 1,584 kilometers from Mombasa, Kenya, the largest port in East Africa to Kampala, capital of Uganda, is a material transport channel among inland countries including Uganda, Rwanda, Burundi and South Sudan, as well as the most important trunk railway in the EAC. The project will provide Kenya with convenient, safe and reliable modern passenger and cargo transport services, and is of great importance for the EAC to create a common market, perfect industrial division and promote tourist resource development in East Africa.​

At this point in time, the feasibility study had already been done in 2009! that's when the cost of the project was determined, that's the time when speed was determined, that's when they decided to forgo electric traction in favors of Diesel. From 2009 after the feasibility report was done and approved, that's when they started the environmental and social impact report ESIA which was released in 2012 and the contract was then signed with the contractor CRBC (Again, b4 Uhuru Kenyatta was president).. The cost was already known, everything was already set, the only thing that was left was money.

When Uhuru became president, It was in 2014 that he traveled to China to sign the loan with EXIM bank which paved way for the commencement of the project. Most people you find on twitter, social media, offline only remember this part, and if you ask them they will tell you that this was the time that Uhuru's government changed the amount of loan sijui they inflated the cost.. blah blah blah, but as you can see from the article, the cost was already determined way back before he was president, all he had to do was sign (or not if he had chosen to) but he certainly did not change it.

SGR revenue up 25pc on increased imports​

Revenue generated from the standard gauge railway (SGR) rose 25 percent in the seven months to July, driven by increased imports.
Latest data from the Kenya National Bureau of Statistics (KNBS) shows that revenues rose to Sh9.08 billion from Sh7.2 billion in similar period last year.
The increase comes at a time the country’s import bill grew 27.69 percent, signalling increased volumes of shipments at the Port of Mombasa as economies reopened.
All imported cargo from the Port of Mombasa is ferried aboard the SGR to the Nairobi Internal Container Depot from where it is trucked to other parts of the country and neighbouring countries.
Revenues from the cargo train accounted for more than half of the Sh1.86 billion increase in the SGR revenues.
Cargo revenues rose by Sh1.69 billion to Sh8 billion while earnings from the passenger business grew by Sh690.8 million to Sh1.07 billion.
Cargo and passenger revenues had taken a hit last year due to the travel restrictions imposed to curb spread of the coronavirus that saw the SGR suspend passenger services in May and June.
The pandemic hit the logistics sector, including public transport and the long-haul transits, hard following the imposed night curfew and restrictions of movement in and out of Nairobi metropolitan area, Mombasa, Kilifi, Kwale and Mandera.
The restrictions were lifted in May last year.
The freight train remained operational but closure of ports in main source markets like Japan and China to stem spread of the virus hurt the cargo volumes.
The value of imports in the seven months to July grew by Sh253. 4 billion to Sh1.168 trillion.
The High Court in June extended orders suspending a decision that allowed importers to choose their preferred mode of transport for their cargo, giving Kenya Railways Corporation a reprieve in its efforts to improve returns from the modern train.

Na hata kama ingekua si picha ya wao wakifanya testing after the upgrade, Lets say it a normal traffic control as you say< so kuna shida gani niki attach hio picha pamoja na hio habari kwamba software ya hio traffic control system unayoiona hapo kwa picha ilifanyiwa upgrade ilioisha on 14 Sep 2021?

After you upgrade the system you have to test it to make sure there was no corruption or errors or new bugs that will affect the normal operation.

If you look closely at the desk, you will see that everyone has a booklet that contains a checklist of items that they have to test to make sure the there was 100% transition into the new system.
One of the software components being upgraded was Language ..i.e From half Chinese- half translated English to Full English (Eng-Br) Language on all User Interfaces .....
Now imagine if they say they have upgraded the language and any Kenyan who can't read Chinese can use it now, alafu 3 months later a Kenyan using the system decides to change some preference alafu akienda kwa setting anapata system iko in English but maandishi hapo kwa settings bado yameandikwa in Chinese na yeye haelewi Kichina!!! So abviously, for such a critical system, lazima comprehensive tests zifanywe after a major upgrade before the system can be said to have been upgraded,
