hahahaha this is a Tanzanian posing as a Rwandan...first, Rwanda is a backward country not even comparable to south sudan...secondly, have u been to Nairobi? finally, just like Kenyans and Ugandans, Rwandans dont speak this kind of poor English...only Tanzanians do that here in EA...
It depends on everything, there are so many Kenyans who can not speak or write good English, same apply to Ugandans. Remember background of a person can affect him/her to speak good or bad English. Based some Rwandans were French speaker and also considering that she mentioned that she was in Brussels, it could be she is French speaker. I laughed when she said that Tanzanian men are lazy and think she slept with some and they couldn't satisfy her as they are poor in style of Kajabali or Katerero or kunyaza
