swali, ni namna gani shirikisho hili la afrika mashariki linaweza kusaidia kuwafikisha watanzania katika malengo hayo. kwa kweli kama lengo sio kuwawezesha watanzania basi hakuna haja, hata kidogo ya kulizungumzia swala hili (kwa sababu kutakuwa hakuna matakwa ya kitaifa)

Sijui sababu hasa ni kwanini Tanzania pamoja na kuwa na mali nyingi na watu wa kutosha, imeshindwa kufikia malengo ya hapo juu lakini baadhi ya sababu nafikiri ni;

-kukoseka na kwa muongozo (katiba) sahihi kwa watanzania na,
-kukosekana kwa uongozi wenje ujuzi wa kutosha wa kuweza, angalau, kuweka msingi wa kufikia malengo hayo.

EAC States to introduce common work permits

That residents of East Africa can make mobile calls across the region at affordable rates was unimaginable three years ago, but it’s now real. And come September another goody is on the offing. Common work permits will be issued to citizens of the three states, effectively allowing them to work in any country.

Unknown to many is that these were some of the benefits the East African Community (EAC) envisaged to avail to an estimated 90 million people in the three East African states. At East African Customs Union (EACU) inception two years ago, the three states had a vision to enhance cross-border trade, boost export base and attract foreign investment.

"The Customs Union presents traders with an expanded single market of over 91 million people commanding a combined Gross Domestic Product (GDP) of $30 billion," East African Business Council (EABC) vice chair and former Kenya Association of Manufacturers (KAM) Chairman Mr Arun Devani said in an interview. Harmonisation and simplification of customs procedures

Indeed Devani throws a challenge for banks eyeing growth in the region to develop standard products for the region, like standard money clearing charges to ease the cost of doing business. Harmonisation and simplification of customs procedures was seen as the foundation stone of boosting trade amongst the states.

To reap from the expanded market, the partner states were to trade under common external tariffs, customs regulations, procedures and documentation. "One single customs territory allows partner states to enjoy economies of scale, with a view to supporting the process of economic development. Unlike in developed countries, economic integration is not just for purposes of trade per se, but as a vehicle for bringing about faster economic development," Bidco Group Managing Director Mr Vimal Shah The Standard.

Although the balance of trade between the three EAC countries has been in favour of Kenya, the three countries have recorded increased trade volumes, thanks to the Customs Union’s mutually beneficial trade agreements among partner states. In 2005, Kenya exported goods worth Sh19.8 billion to Tanzania, up from Sh17.9 billion in 2004 against Sh2.8 billion worth of imports from Tanzania in 2005 and Sh2 billion in 2004.

Concerns over speed of Customs Union implementation

During the same period Kenya’s exports to Uganda hit the Sh42.5 billion mark up from Sh37 billion in 2004, against imports of Sh1.3 billion and Sh1 billion in 2005 and 2004 respectively. This is a clear reflection that Kenya’s trade with its partners has increased since the launch of the Customs Union. With Rwanda and Burundi having joined the Customs Union, trade volumes can only rise.

Despite the optimistic outlook, concerns are being raised over the speed of the Customs Union implementation and that traders are yet to reap the full benefits that were envisaged. "Two years down the line, at least 40 per cent of the tariffs should have come down. This should have been achieved were it not for some players trying to derail the process," Devani laments. Tanzania’s dual membership to two trading blocs, over-protectionism tendencies by some traders, reneging of tariff rates and corruption top the list of concerns threatening to scuttle gains.

It is alleged that some Tanzanian traders have resorted to over-protectionism tendencies to defend their turfs, by lobbying their government to levy taxes on raw materials for foreign countries operating in the country.
Under the Customs Union protocol, raw materials are zero-rated.

Top on the list of allegations against Tanzania is the use of the South African Development Community (SADC) letter for agents to bring goods into the country and re-export them, effectively breaking the customs law.

EAC set to become a political federation in 2013

According to the customs laws, a country’s exports must conform to the rules of origin. Tanzania is seen as the biggest hurdle due to its dual membership to two trading blocs, EACU and SADC, making it difficult to conform to common external tariffs. The Customs Union protocol, envisaged a three band 0-10-25 per cent common external tariff (CETs) regime for the next five years. This means that raw materials from outside EAC were to be zero-rated, intermediate goods would attract a 10 per cent levy, while finished goods would be the most punitively taxed at 25 per cent.

However, Devani and Shah only hope that the teething problems will soon be overcome for businesses to reap full benefits from the Customs Union. In December, last year, the EAC Council of ministers moved to avert a looming trade crisis between the three states over what was clearly a breach of CETs. The Customs Union is the first step towards regional integration.

According to the EAC integration plan, the Customs Union would be followed by a common market, then a monetary union and subsequently a political federation. The EAC is set to become a political federation in 2013. The setting up of the federation will see East Africa operate like one big country with a central government that will control national decisions of the three states.

The federation will have one president for the three countries. A single currency for the three East African countries is expected to be in circulation in 2009.

EA fast-tracking fiercely opposed

The idea of fast-tracking the proposed East African political federation faced fierce public rejection yesterday, as a committee charged with collecting views on the matter sought contributions from Dar es Salaam residents.

That was the third day running that residents of the city were giving their views at the on-going public hearing on the proposed federation at the Kinondoni Municipal Hall, most dismissing the idea as rushed, unacceptable and untenable. They were of the view that rushing into a conclusion on what the people thought about the matter would deny most Tanzanians the chance to digest a plan with a direct bearing on their lives, if the envisaged federation indeed materialises come 2013.

The three founder East African Community partner states, Kenya, Uganda and Tanzania, had adopted the fast-tracking concept to speed up the process towards the formation of a full federation with a rotating federal president by 2013. Most residents questioned the logic behind fast-tracking a process, with Abdallah Mangara of Magomeni asking: �Why the hurry? Does it not amount to speeding us to contribute ideas on something that might not benefit us and even our country (Tanzania)?�

�Why shouldn�t you adopt a softer and therefore better approach to collect public contributions instead of fast-tracking the formulation of the federation?� he further asked the team, chaired by economics professor Samwel Wangwe. Mangara said the fast-tracking philosophy could throw the people into confusion, particularly considering the problems dogging the Tanzanian Union and the unresolved political crisis in Zanzibar.

�Tanzania is effectively two countries in one -Zanzibar and Mainland � and this has created a lot of problems. Joining an East African federation before solving these problems would create more confusion and even chaos,� he added. Another Dar es Salaam resident, Swedi Haidari, said he took great exception to the term fast-tracking and advised the Wangwe committee to consult its counterparts in Kenya and Uganda so that they agree on a slower but surer strategy of involving the people of the three countries in contributing more meaningfully to the whole federation idea.

�Resolving to have or not to have a political federation is a sensitive subject and we should not speed up on it because fast-tracking would not help us to realise the anticipated results. Rather, we should slow down and take enough time to digest public views and work on them,� he pointed out. Raurant Mtala, meanwhile, said the committee would be wiser first to educating and sensitising the public on the benefits and dangers of joining the envisaged federation before asking them to say whether it was a good idea.

�The committee should go right down to the grassroots levels instead of confining itself to urban areas like Dar es Salaam. It should also explain thoroughly and clearly to the people what is to be gained from joining the federation,� he said. A student from the University of Dar es Salaam, Moses Augustino, meanwhile used the opportunity to accuse the leaders of the EAC member countries of pushing for the federation for their political gains.

�These people are seeking high positions in the federation and that�s why they are fast-tracking the process so that it is implemented at all costs,� he observed. Zuhura Muhidhira gave her views by noting: �Why are these people pushing us into accepting the federation? I don�t see the logic. Let them allow us enough time to present our views in peace and then they can work on them slowly and not by the so-called fast-tracking method.�

But Agnes Mtayoba took a different stance, saying Tanzania should select areas of cooperation in the EAC frameworks and leave out the rest, adding: �Instead of adopting the federation wholesale, I suggest that EAC partner states agree on specific terms and areas of cooperation,� she said.

Prof Wangwe would not be drawn into commenting on the public reaction, only saying the committee�s current task was to collect views from as wide an array of Tanzanians as possible before making its own informed recommendations and compiling the same into a report to be made public at an appropriate time. The committee, which began work well behind schedule, continues with the exercise of collecting public views. It is expected to visit selected areas in different parts of the country for the purpose.

Nadhani bado tuna maswali kadhaa muhimu ya kujiuliza. Baadhi ya hayo ni kama:
1. Nini itakuwa hatma ya taifa kama Tanzania baada ya shirikisho?
2. Je, sababu zilizoiua Jumuiya ya Afrika Mashariki (1977) ambayo kimsingi ingepelekea kuwa na Shirikisho haziwezi kujirudia?

3. Ni nini itakuwa hatma ya nchi majirani (Rwanda & Burundi) ambazo zimekubaliwa kuingizwa kwenye mchakato wa uanzishwaji wa Shirikisho wakati hatukuwa sambamba toka awali? Hawatakuwa wanaburuzwa?

4. Je, tofauti za mifumo ya utawala katika nchi wanachama hazitakuwa na athari zozote kwa shirikisho?
Na mambo mengine mengi.
Mi nadhani ni vyema Watanzania na wengine wote tukajiuliza sana maswali haya, lakini tuyapatie majibu ndiyo tuamue ama kuendelea na mchakato "fast tracking" ama twende polepole (ngazi kwa ngazi).
Tuangalie mifano kadhaa: Umoja wa Ulaya na Muungano wa Nchi za Marekani. Tuna yapi ya kujifunza kutoka huko?

Nina wasiwasi sana na tume ya Mwalimu wangu Prof. Sam Wangwe kama kweli itaweza kupata maoni halisi ya Watanzania juu ya "fast tracking" ya Shirikisho la Afrika Mashariki. Je, Watanzania wanaelezwa ukweli ama wanaburuzwa?

WATANZANIA tupo kwenye mjadala, tukitafuta njia, na kasi sahihi ya kuelekea kwenye Shirikisho la Afrika Mashariki.

Kwa bahati nzuri, nimepata bahati ya kupita katika mikoa takriban yote. Nimesikia maoni ya wananchi. Nimejua furaha na karaha wanazotarajia baada ya kujiunga. Wengine wana hofu. Wengine ni majasiri, wanalitaka Shirikisho lianze hata kesho.

Wengine wanajadili Shirikisho kana kwamba kuna swali la “je, mnataka shirikisho, au hamlitaki?” Hakuna swali la aina hiyo. Swali lililopo, ni “je, twendeje kwenye shirikisho? Twende pole pole, au twende haraka?”

Kwa maana nyingine, tutake tusitake, shirikisho litakuja. Shirikisho kwa lugha nyingine, ni mwilingiliano. Utandawazi ni mwingiliano. Kinachoweza kukataliwa na Watanzania ni neno au msamiati, lakini ushirikiano lazima uwepo.

Baadhi ya Watanzania wanalikataa shirikisho kwa kutoa hoja dhaifu. Kwa mfano, wanasema tukishirikiana, Wakenya watachukua (watamaliza?) kazi zetu! Rais Yoweri Museveni anataka urais, atakuja kututawala! Shirikisho la nini wakati Wakenya wameshashika kazi zote katika hoteli, asasi na kwingineko?

Watanzania hatuna elimu kama Wakenya na Waganda- tutatawaliwa! Hatujui Kiingereza- tutashindwa kwenye usaili! Hatuna viwanda vingi! Thamani ya pesa yetu ni ndogo. Kenya wanatuudhi, wanajitangazia Mlima Kilimanjaro kuwa uko kwao!

Kwa ufupi ni kwamba zinatolewa hoja nyingi ambazo zikichunguzwa, ni hoja dhaifu. Kwa mfano, Mwalimu wa shule au chuo anaposimama na kusema elimu ya Watanzania ni ndogo, maana yake ni nini? Wanafunzi wamweleweje? Huko ni kujitukana.

Tujadili hoja moja baada ya nyingine. Tuanze la hili la Wakenya kuteka kazi za Watanzania. Wakati Watanzania wanaogopa kupoteza kazi kwa Wakenya baada ya kuanza kwa Shirikisho, mambo ni kinyume. Kazi zimeshatekwa. Kwa nini zimetekwa? Zimetekwa kwa sababu sisi Watanzania hatuna uzalendo. Idara ya Uhamiaji ya Serikali ya Jamhuri ya Muungano wa Tanzania haiongozwi na Wakenya wala menejimenti ya kigeni. Ni Watanzania wanaoiongoza. Wanaoruhusu wageni hawa kuja kuchukua kazi hata za kufua shuka, ni Watanzania. Vinginevyo tuambiwe kwamba wote waliopo Uhamiaji ni wageni, wanawapendelea wageni wenzao.

Saluni katika miji ya Arusha, Mwanza, Dar es Salaam, Mbeya na kwingineko, zimeshikwa na Wakenya, Warundi na Wakongo. Nani kawakaribisha? Je, udhaifu wa Uhamiaji, ambao ni udhaifu wa Watanzania, ni kigezo cha kulichukia Shirikisho la Afrika Mashariki?

Tunalalamika kuwa Wakenya wanautumia Mlima Kilimanjaro kujinufaisha! Hivi sisi tulitarajia nini? Kama tunathamini usingizi na kujisahau kujitangaza nje ya mipaka? Tunalalamika Kenya kutangaza Kilimanjaro ipo kwao, tunasahau kuwa hata hapa hapa nchini, Arusha wanajitangaza kuwa Mbuga ya Serengeti ipo Arusha! Wakazi wa Mkoa wa Mara kama hawaoni sababu ya kuukanusha uwongo huo, nani awasaidie kuifanya kazi hiyo? Kila kitu kinanunuliwa Arusha, Mara wamelala, nani awaamshe? Ukilala utaibiwa tu.

Rais Museveni kawa gumzo. Watu wanapoteza muda wanasema, “hatutaki shirikisho kwa sababu Museveni ametangaza kwamba anataka awe rais wa kwanza wa shirikisho”. Huku ni kupoteza muda. Nasema hivyo kwa sababu bado hakujawekwa vigezo na sifa za rais wa Shirikisho. Yawezekana sifa ikawa kwamba rais wa kwanza wa shirikisho lazima awe mwanamke! Au Rais wa kwanza wa shirikisho, lazima awe ni rais mstaafu kama Mzee Mwinyi, Moi, Dk. Salmin na kadhalika. Hivi kweli Museveni kutangaza nia tu ya kuwa rais ndiyo sababu ya kuchukia ujio wa shirikisho?

Hoja ya kwamba Watanzania tutashindwa ndani ya shirikisho kwa sababu ya kutojua Kiingereza, hiki nacho ni kioja. Hizi ni hoja dhaifu mno. Tena zinatolewa na wasomi, wakiwamo wa vyuo vikuu na wahadhiri.

Kwanza, Watanzania wangapi wanajua kwamba kidato cha sita Tanzania ni sawa na mwaka wa pili katika Chuo kikuu nchini Kenya? Wangapi wanajua kuwa mwanafunzi aliyehitimu sekondari Kenya, hawezi kupokewa chuo kikuu Uingereza hadi apate miaka kadhaa ya kupigwa ‘msasa’? Nani anayejua kuwa pale Tunguu, Zanzibar Wakenya hawapokewi hadi kwanza wasome ili elimu yao iwafikishwe kwenye kiwango cha kukubaliwa kujiunga chuo kikuu? Haya tunayajua, au tunasema tu elimu ya Tanzania ni ndogo kwa hisia? Ni hatari sana kujadili mambo kwa hisia.

Sijui ni nani alituloga, hadi tukaamini kuwa Kiingereza ndiyo chanzo cha shibe, maisha bora, dawa, ondoleo la dhambi na mambo mengine kama hayo?

Kama Watanzania tu wavivu, Kiingereza kitatufaa nini?
Hivi kweli tunahitaji kujua Kiingereza ndipo tuweze kulima kwa njia za kisasa na kupata ziada? Kule Sumbawanga ambako mahindi yanaoza kwa kukosa wanunuzi, wanalima sana kwa sababu wanazungumza Kiingereza?

Pemba ambako nyanya chungu zinaagizwa kutoka Tanga, ilhali ardhi ipo, wanafanya hivyo kwa sababu hawajui kuzungumza Kiingereza? Umasikini wa Pemba unasababishwa na Kiswahili? Je, si kweli kwamba uvivu na kutotaka kubadilika ndiyo sababu kuu?

Hoteli zetu zinatoa huduma mbaya zisizo na mfano. Wahudumu hawazingatii maadili ya kazi zao. Glasi chafu. Majibu mabaya. Hakuna unyenyekevu. Haya yako karibu sehemu zote za Tanzania. Je, hali hii ni kwa sababu hatujui Kiingereza?

Na kama tuliolaaniwa, Kiingereza tunakililia kwa sababu moja tu-kwenye usaili! Hivi nani kasema kwenye shirikisho, bila kupata kazi inayohitaji usaili, hatuwezi kushindana? Ujasiriamali utawezekana vipi kama tutaendelea kuwa na fikra za aina hii? Kwa nini kila mtu anawaza kuajiriwa, badala ya kuajiri?

Nani anaweza kufuga kuku 100,000; kisha akashindwa kuuza mayai Kenya kwa sababu hajui Kiingereza? Nani atakayevumbua dawa ya kutibu ukimwi, kisha akose wateja kwa sababu hajui kuzungumza Kiingereza? Mbona wakarimani tunao. Wataajiriwa na nani? Tunakuwa wavivu wa kuzalisha, kisha tunasingizia lugha.

Mhitimu wa VETA Kenya aliyefundishwa kutengenza gari au dirisha kwa Kiingereza au Kinandi, ana tofauti gani na wa Tanzania aliyefundishwa kwa Kiswahili au Kikurya?

Kenya hawalali. Malori yanasafiri usiku na mchana. Usiku mabasi yako barabarani. Sisi ni tofauti. Pale Mombo wilayani Korogwe, kulikuwa na kituko. Kiongozi mmoja, kwa wivu tu wa mkewe, alizomoka na kupiga marufuku kina mama kuuza vyakula kwa wenye malori nyakati za usiku! Kina mama wale wameamua kujiajiri. Wameamua kuukosa usingizi, lakini kiongozi kwa wivu wake tu wa kimapenzi, anapiga marufuku biashara hiyo. Hapa tukidhibitiwa na Wakenya tutamlalamikia nani?

Nchi gani iliyoendelea kwa kuhamasisha watu wake kuuchapa usingizi? Nchi gani iliyoenelea ambayo watu wake wanafanya kazi kwa saa 12 tu? Je, udhaifu huu ndiyo tunaujengea hoja ya kulikataa shirikisho?

Wapo wanaopinga shirikisho, wakidai kwamba hatutajiandaa! Wengine wanasema kwa kuwa kuna mtafaruku kaskazini kwa Uganda; Kenya, Rwanda na Burundi ni wakabila; na Muungano wa Tanzania bado una dosari, basi tusubiri kwanza matatizo hayo yamalizike ndipo tuungane!

Kama Watanzania wanahofu kuambukizwa ukabila kutoka Kenya, Rwanda na Burundi, kwa nini wasiwe na ‘hofu’ ya kuambukiza amani, upendo, utulivu na mshikamano katika nchi hizo?

Madai ya kwamba tusubiri kwanza tofauti kwenye Muungano zimalizike ndipo tuingie kwenye shirikisho, ni ya kuchangamsha baraza. Hao Wamarekani, au Waingereza walioungana mamia ya miaka iliyopita, tangu lini wametulia? Je, hatusikii chokochoko za kila mara kwa Waingereza?

Mbona mwaka 1961 tulijitawala bila kuwa na wasomi na wataalamu wengine? Mbona mambo yalienda vema hadi wasomi wetu walipoanza kuiharibu nchi? Hawa wote wanaoruhusu wageni kuja kuajiriwa kwa kazi zisizostahili, walionunua rada, waliosaini mikataba ya kipuuzi kwenye madini, waliobariki ujio wa Net Group Solution, IPTL, Richmond, waliotuwekea mezani mapanki, si ni hawa hawa wasomi baada ya Uhuru?

Je, ni kweli hatuna wasomi, au wapo lakini wengi wao ni wazandiki, mafisadi, wachumia tumbo na wasiokuwa na huruma kwa makabwela waliogharamia elimu zao?

Udhaifu huu wa kukosa uzalendo, uzandiki, ufisadi na uchumia tumbo, ndizo hoja zinazotumiwa kulipinga shirikisho?

Kama ni wasomi, Tanzania ina wasomi wengi, tena wenye uelewa wa hali ya juu. Kinachowakwaza baadhi ya wasomi wa Tanzania, kwanza ni kukosa uzalendo, na pili ni ubinafsi. Hawafanyi mambo kwa ajili ya Tanzania ya leo na ijayo. Wanafanya kwa ajili ya matumbo yao. Ndiyo maana wako radhi kugawa rasilimali za nchi bila soni, alimradi tu wahakikishiwe mlo.

Pale wasomi waliposimama kutetea maslahi ya Tanzania, mafanikio yalionekana, lakini pale walipoamua kutuweka kwenye mabalaa kama ya mikataba ya madini, maumivu tumeyashuhudia.

Tumekosa ujasiri. Tunajitahidi kutafuta vi-jisababu visivyo vya msingi, kuhalalisha udhaifu wetu.
Nasema hivyo kwa sababu Shirikisho si fomula kama ya hesabu. Si kwamba kila shirikisho lazima liwe 2+2=4. Shirikisho la Afrika Mashariki linaweza kuwa na mfumo wake mzuri, utakaolinda maslahi ya kila nchi.

Kwa mfano, suala la ardhi hilo linaweza lisiwe ndani ya masuala ya shirikisho. Ardhi ya Watanzania itaendelea kuwa mali ya Watanzania. Kwa namna gani hilo na mengine yatawezekana, ndilo suala la Watanzania kulijadili. Tutafute fomula.

Je, Zanzibar na visiwa vingine, vitakuwa katika nafasi gani ndani ya Shirikisho? Hayo ndiyo mambo ya kujadili na kuyapatia fomula inayofaa.

Changamoto kubwa inayotukabili Watanzania, ni kufunguka akili na kuingia katika ushindani wa maendeleo. Tujifungue akili, tusafiri kwenda huku na kule duniani kote. Tufanye biashara kwa juhudi. Tujaze ndege za Dubai kama wanavyofanya Wakenya na Waganda.

Tuzaliwe upya. Tuwe wazalendo. Tuipende nchi yetu. Kila Mtanzania katika nafasi yake, ahakikishe anafanya jambo kwa manufaa ya nchi yake. Uhamiaji wanapoachia kazi zote zishikwe na wageni, watambue kuwa wanawaumiza Watanzania wenzao. Tuzalishe zaidi, tufanye kazi kwa juhudi, maarifa na uadilifu. Bila kubadilika, kamwe tutabaki kuwa mabingwa wa kulalama, ilhali wenzetu wakizidi kuchanja mbuga kuelekea kwenye maendeleo.

Udhaufu wetu wenyewe, tusiuingize kwenye hofu ya kuundwa kwa shirikisho. Mkazi wa Mtwara, Abdallaha Chiwaula, amewahi kusema: “Woga ni silaha dhaifu katika maendeleo” Nani nasema bila kubadilika kwa hiari, wakati utatubadili kwa nguvu!

Vile vile, ukabila wa u-tusi na u-hutu bado unaendelea wakati tanzania ukabila ni historia. Demokrasia nchini rwanda bado kabisa. "dictatorship" imeshika usukani.

Nchini burundi nako mambo bado. Fnl na serikali bado zinavutana na mauaji ya raia yanaendelea. Silaha nyingi sana bado ziko mikononi mwa watu isivyo halali, kitu ambacho tanzania inapambana kukisafisha. Ujambazi na utekaji magari ya abiria na hata ya mizigo unatokana na silaha hizo zilizozagaa ovyo. Raia wa tanzania wanataka usalama wa maisha yao na mali zao. Kwa hiyo,tanzania isibebeshwe mzigo mwingine kabla haijamaliza wa kwake. Uhuru na demokrasia burundi bado kabisa.

Kenya nako "pilitical instability" bado inang'ang'ana. Mwisho haujulikani ingawa kuna jitihada ukilinganisha na uganda na rwanda. Kenya kuna nafuu kwani utawala wa sheria una sehemu yake.

Tanzania nayo haijamaliza muafaka wa cuf na ccm. Nyufa za muungano zizibwe kwanza ili watanzania wawe wamoja kisiasa; kusiwe na wanzanzibara na wanzanzibari kabla ya kufikiria shirikisho. Tanzania ina demokrasia na utawala wa sheria ukilinganisha na nchi zote zinazotaka shirikisho.

Shirikisho la afrika mashariki litakuja tu pindi kila nchi ishamaliza au kupunguza matatizo yake ya kisiasa. Tusikimbilie shirikisho litakalo leta madhara kwa watanzania. Rwanda na burundi ndiyo tu wamejiunga na eac. Mafanikio na/au madhara ya kujiunga kwao na eac bado hayajatathiminiwa. Inakuwaje kukimbilia shirikisho kabla ya tathimini ya eac? Demokrasia na utawala wa sheria ni vitu muhimu na vya lazima kabla ya shirikisho.

I have been keenly following the discussions on the formation of EA Federation, particularly the admission of Rwanda and Burundi into the EAC. It is an obvious fact that most Tanzanians are xenophobic and they are so hypocratic when you meet one and gives a smile and a seemingly warm Karibu; you might think they are nice people until you leave with them!

It's a pitty how misinformed and biased they are. For example saying that Rwandese do not speak English is ridiculous! Atleast 80% of Rwandese who have studied up to High School can speak and understand both English and French (perfectly by the way). Being an "Anglophone" is not simply because a country was colonised by the British; for God's sake, Tanzanians DO NOT KNOW English!

Other people talk about Rwandan and Burundi having problems and therefore watawambukiza wengine in the Community; that's a very illiterate analysis that can obviously only be made by Tanzanians! Rwanda is progressing very well in all sectors, check out World Bank Reports, read international political forum comments; check out the awards that country is getting in IT, Good governance and economic development! You should try to go out of your borders and cheap talks at Brake Point, Rose Garden, Msasani Club and other iddlers places and get the right information.

Now these two countries are already in the EAC, if Tanzanians are allergic, you move to the SADC. Since you are a very special country with very special people, maybe you will find other specials elsewhere!

POLISI mkoani Kagera wakiongozwa na Kamanda wao, Venance Tossi, wamewavamia na kuwaondoa raia wa Uganda walioingia katika vijiji vitatu vya Kata ya Kakunyu wilayani Misenyi na kuvitangaza kuwa ni sehemu ya Uganda. Mkuu wa Mkoa wa Kagera, Kanali Enos Mfuru, aliiambia HabariLeo mjini hapa jana kwamba wavamizi hao, Wanyankole na Wanyarwanda wa Uganda, walivamia eneo hilo hivi karibuni na kulitangaza kuwa ni sehemu ya Uganda.

“Wamekuwa wakikataa kulitambua eneo hilo kama sehemu ya Tanzania na mbaya zaidi hata viongozi wa Serikali ya Tanzania iliyopo katika vijiji hivyo hawawatambui. “Nimeagiza vijana wetu kuwavamia leo na kuwaondoa kwa nguvu na ikiwezekana wachome moto nyumba zao ili kuwasambaratisha katika ardhi ya Tanzania,” alisema Kanali Mfuru.

Alisema wavamizi hao pia wamekuwa wakiendesha vitendo vya uhalifu ikiwa ni pamoja na kutupia mishale na mikuki magari ya Watanzania wanaofika katika vijiji hivyo kwa shughuli rasmi ikiwa zikiwamo kuangalia maeneo ya uwekezaji, wakidai kwamba wanaingia katika nchi ambayo si yao.

Alivitaja vijiji vinavyounda kata hiyo kuwa ni Bubale, Kakunyu na Bugando ambavyo vina Watanzania 13, 600. Kuhusu hali ya ulinzi na usalama mkoani Kagera, Kanali Mfuru alisema serikali na vyombo vya dola kwa kushirikiana na wananchi, imewezesha hali ya ulinzi na usalama mkoani kuwa nzuri na tulivu kwa asilimia 95.

“Kwa ujumla hakuna matukio ya uhalifu tena hata kule Ngara (iliko kambi ya wakimbizi wa Ruanda na Burundi), hali ni nzuri na hakuna matukio tena ya uhalifu ingawa wapo vibaka wanaovamia watu na kupora wakiwa katika makundi ya watu wanane na 10, lakini nao tumeanza kuwadhibiti,” alisema.

Wakati huo huo, wananchi mkoani hapa wamesifu jitihada zinazofanywa na Kamanda Tossi katika kukabiliana na matukio ya uhalifu hasa katika mapori makubwa ambayo awali yalishamiri vitendo vya uhalifu vilivyokuwa vikifanywa na wakimbizi kutoka Rwanda, Burundi na nchi nyingine za Maziwa Makuu.

See, how can you then deny that Tanzanians are miopic? Not all Rwandese have been refugees in Tanzania, revise your history (if definately you have ever read one!). They hate me so I should go kwetu? Idiot, who told you I fancy being in Tanzania? If I ever go to Tanzania, it's for a visit to a few friends who can think (Not all Tanzanians are idiots like you!), so some of your countrymen can think and I relate with them!

By the way, even Rwandese who came to Tanzania as refugees ended up being job-creators for you guys, you hate them because they are smart and hard-working.

Lastly, you hate them or not, you won't move Rwanda or any other neighbouring country to the Middle East, they are there to stay and you will keep talking nonsense, they will keep developing...and if you don't stop majungu and go to school, they will develop at your expense!
