Kwa miezi kadhaa niliyoishi Uganda, I beg to differ with you, Waganda wanapapenda sana Tanzania.Asikudanganye mtu Wabanganda hawawapendi Watanzania na Kiswahili kwa ujumla! Wote niliopata kukutana nao wanadai Nyerere aliwadhulumu kwa kuwa rafiki wa Obote na kuwanyima fursa ya kuitawala Uganda kama kabila kubwa. Pia wanaichukia TPDF na mtoto wake UPDF! Kingine suala la Uganda ku-support infrastructure kuja Tanzania ina sura nyingi! Na imetokana na topographic nature na geopolitics of the region!
Ironically If it was for Museveni wishes all SGR to Rwanda n South Sudan would have to pass through Uganda first, meaning an exposure of the future of these 2 countries to another landlocked country while strategically giving Uganda a more influence on regional affairs!
A thing these 2 countries find securitywise unpragmatic since each can have access to the sea direct through one coastal country n hence minimising the risk to bargain with 2 regimes to access the seas! As for Rwanda has already backed down from COW said to be the reason for their recently bad blood with Uganda as Museveni feels his economic big agenda for the region is betrayed! But South Sudan is left hanging due to its instability at home n a strong grip by Museveni on its affairs.
Another issue here is indecisiveness by Kenya as it's was left hanging with no choices on where to put much weight. Her neglect of her Northern frontier made them vulnerable to Uganda chess game as far as south Sudan is concerned! Insecurity up north couldn't help it either.
Kenya wants both south Sudan n Uganda n counted heavily on Uganda's generosity towards LAPSSET not knowing South Sudan is Museveni's token to his economic n geopolitical influence. Any access to that country outside Uganda is a threat to Uganda's interests there having invested on infrastructure! A reason they gunned for a pipeline to Mombasa during route negotiations.
To me the opportunities to Tanzania availed itself on silver platter due to first, the contradicting self interests btn Museveni n Kagame in one side. And secondly the underestimation of Tanzania by Kenya towards Uganda's oil. Kenya believied it can't be bypassed n therefore failed to do effective diplomatic manouvres that could offer a win win scenario to Uganda's regional interests. Not to forget is how JPM capitalised on the situations by strategically vesting all the resources to the great Lake region from his first budget upon ascending to power.
As for now Uganda is playing cat n mouse game, her plan for SGR is shelved not instead took a loan to revamp railway to Gulu. Museveni knows Uganda is that bride wanted by two potential suitors n no matter what circumstances two SGRs will reach lake Victoria though who will be first is unknown!
Unlike JK's era that put much emphasis to the Southern gas resources, JPM is playing a waiting game n the recent floods that destroyed much of Nacala port in Mozambique have come to his aid in disguise! The momentum to first LNG by multinational companies at Cabo Delgado in Mozambique has cooled down.
Even attempts by rival Kenya to draw Tanzania's attention to the south through bypassing central corridor is quashed! All landlocked countries of Malawi, Zimbabwe n Zambia r back in full gear back to Dar port giving more time to Mtwara port expansion n a remaining road link to Malawi to finish. Who knows probably a railway will come after as Malawi seem enticed with her massive coal needs a shorter gateway to overseas.
