BoT scandal opens up Pandora`s box

A SUBSTANTIAL amount of the 133bn/- stolen from the Bank of Tanzanias external payment arrears account during 2005/06 ended up in the pockets of some senior central bank officials who demanded illegal kickbacks from businessmen as a condition for authorising the dubious payments, it has been learnt.
Well-placed sources say some of the beneficiaries of the EPA money have told authorities they were duped into believing they would never have to return the funds, with at least one of them now facing bankruptcy as he struggles to pay back huge sums of money to the government.
It is understood that the sacked former BoT Governor, Dr Daudi Ballali, was not alone in the EPA scandal, with several other senior officials at the central bank also known to have had their hands in the deal.
Insiders say Ballali opened up a pandoras box when he personally authorised illegal payments of $30.8m (approx. 40bn/-) to Kagoda Agriculture Limited and other companies.
While Ballali has been described as a prolific source of troubles in the massive EPA scandal, several other senior officials are known to have acted independently without the ex-governors knowledge and went ahead to embezzle billions of shillings through the same channel that he created.
THISDAY understands that massive embezzlement of funds from the key BoT account began way before the 2005/06 financial year, which was the only period audited by a team of experts from Ernst & Young.
Even before 2005/06, billions of shillings have been secretly embezzled from the EPA account ... In fact, there are a number of well-known businessmen in town who benefited from these funds, but have not even been questioned, said one of our sources.
He added: The 133bn/- looted from the BoT during 2005/06 was just the tip of the iceberg. A lot more money than that was stolen in previous years not covered in the special audit by Ernst & Young.
It has been revealed that some senior BoT officials demanded illegal kickbacks from some of the owners of the 22 companies paid a total of 133bn/- from the EPA account during 2005/06 as a condition for authorising payment of the funds.
The embezzlement of funds from the EPA account started since the 1990s when it was then known as the debt conversion programme. But when Ballali opened the door for huge illegal payments to Kagoda and other companies, other senior BoT officials followed suit, said a government official familiar with the scandal.
Some corrupt BoT officials dangled the cash in front of the businessmen and assured them they would never have to repay the money provided that the central bank officials also got their cut.
Sources close to a local businessman who was reportedly paid 8bn/- from the EPA account during 2005/06 say the recipient of the illegal funds (name withheld) now openly regrets dabbling in the fraud.
While the businessman has now been cornered by the government to return around 8bn/-, he was actually paid 5bn/- from the EPA account, with the remaining 3bn/- ending up in the pockets of some senior BoT officials as kickbacks.
This old man had actually walked into a pub when he heard people talking about the EPA funds. They asked him if he was interested in the deal and he said yes ... He was just given the name of a BoT man and his office door number. When he paid him a visit at the BoT offices the following day, the deal was done, said one of our sources.
She added: The businessman said he needed 5bn/- to invest in his new hotel project. The BoT officials said they will allocate 8bn/- to him with the extra 3bn/- going into their own pockets.
The businessman is now said to have already returned 2bn/- to the government, but has been struggling to raise the remaining 6bn/-, half of which was illegal kickbacks to some senior BoT officials.
He has already withdrawn all the money from his bank accounts and returned it to the government, but he still has an outstanding balance of 6bn/-. The businessman was in the process of building a new tourist hotel in Arusha, but this project has had to be abandoned, said a source close to the businessman.
Although Ballali has already been sacked from his job after the EPA scandal was uncovered, several other senior officials who colluded in making the illegal payments are still clinging on to their jobs at the BoT, observers say.
After dismissing Ballali, President Jakaya Kikwete ordered the BoT Board of Directors under new governor Prof. Benno Ndulu, to take action against all central bank officials who took part in the embezzlement of funds.
However, so far the BoT Board of Directors has only demoted and made internal transfers of key officials who participated in the scandal.
On the other hand, several senior BoT officials are known to have amassed huge assets, including expensive mansions and luxury vehicles with proceeds from the EPA scam.
The Minister for Finance and Economic Affairs, Mustafa Mkulo, announced recently that 50bn/- out of the 133bn/- stolen from the EPA account during 2005/06 had already been recovered.
There have been reports that businessmen behind the looting of funds from the BoT were seeking amnesty from criminal charges in exchange for the return of the stolen money.
