No. The more economically empowered a country becomes the more youths start wanting better jobs hence wanabagua the casual jobs unapata youths hawafanyi kazi wakingoja white collar jobs hence leading to unemployment being high... in lesser economies youths hawabagui kazi hata jua kali wanafanya hence low unemployment
