Kipi kimemfanya Geofrey Mwambe aliyekuwa Mkurugenzi (Director) wa Kituo cha Uwekezaji Tanzania (TIC) kuteuliwa kuwa Waziri wa Biashara na Viwanda?

Ingawa kafanya kazi BOT etc ila SIO COMPETENCE kwenye hiyo nafasi... Zamani when yuko BOT alikuwa very close na Bernard Membe.
Ohoooo tunapoteza mjadala,tunajadili mtu badala ya sifa za mtu stahiki kwenye nafasi ya TIC.
Nikipindi kizuri kwa vile nafasi hiyo ipo wazi baada ya huyu kuwa waziri.

Jambo hili unishangaza sana, yaani CHADEMA ni chama cha siasa tu tena kisicho madarakani kwa sasa. Lakini hata mambo yanayoihusu serikali na nchi kwa ujumla wanalinganisha na yanayotokea katika chama cha siasa tu. Yaani hawaoni madhara ya kuleta mzaha kwenye masuala makubwa ya nchi wanaangalia chama kimoja cha siasa kinavyoendesha mambo yake.
 
Uzuri ujinga wenu umepevuka kiasi kwamba CHADEMA mnailinganisha na nchi na siyo na vyama vyenzake tena. Hii inaonesha CHADEMA imewazidi akili
Jambo hili unishangaza sana, yaani CHADEMA ni chama cha siasa tu tena kisicho madarakani kwa sasa. Lakini hata mambo yanayoihusu serikali na nchi kwa ujumla wanalinganisha na yanayotokea katika chama cha siasa tu. Yaani hawaoni madhara ya kuleta mzaha kwenye masuala makubwa ya nchi wanaangalia chama kimoja cha siasa kinavyoendesha mambo yake.
 
This is very shallow analysis, kweli elimu yetu imeshuka vibaya!! Yaani mtu mzima anabeza eti DC wa Manyoni hawezi kuwa Mkurugenzi TIC? Hakuna njia nzuri katika utumishi wa umma kuliko kupitia chini. Meneja wa benki ni lazima apitie kuwa teller; Meneja wa TANESCO lazima aanze kusona mita. Mkuu wa Polisi lazima aanzie constable. Kadiri mtu anavyozidi kupanda ngazi ndiyo mambo ya umakini, uzalendo na ufuatiliaji yanaingia, nayo pia ni muhimu sana, pengine even more. Lakini kwanza anzie grassroots.

Sijaona chochote kinachomtolea Mhe Geoffrey sifa ya kuongoza Wizara aliyopewa. Come to that, boss wake aliaanza kama mwalimu wa kemia shule ya secondary ya buswelu, nani alijua mbele atakuta makanikia yanaibiwa? AuCorona?
Of course, kwahiyo hoja yako inathibitisha kweli elimu imeshuka!!

Ni matumaini yangu phrase "international economics" haitakupofusha na kudhani au kuamini kwamba hapo alikuwa ana-deal na International Business Community kwa sababu tu kuna keyword "international"!

Hawa wawili ikiwa wanaacha kazi pamoja, na kila mmoja anaenda kufungua Consultants Business Firm basi Credit Manager anaweza kufanikiwa kwa haraka zaidi kuliko Branch Manager kwa sababu huyu Credit Manager tayari ana business community members kibao aliofanya nao kazi DIRECTLY compared na huyu BM aliyekuwa tu anafanya loans approval with some little chat!!

But on top of that, Tanzania kama taifa inatakiwa kubadilika kwa kufahamu baadhi ya nafasi zinahitaji watu wenye uzoefu na corporate culture kwa sababu bureaucracy and public sector are brothers and cousins wherever you go.

Kuna baadhi ya taasisi, hata kama ni public, hizo kwa nature yake hazihitaji urasimu na ndio maana unashauriwa kuwa na watu wenye uzoefu na corporate culture!!

Mzee wa Msoga niliyemtolea mfano yeye aliliona hilo na ndio maana taratibu akaanza kuingiza corporate culture kwenye public sector hatua kwa hatua!!

Hapo ndipo akamvuta Rished Bade kutoka Barclays, akamvuta Omar Issa ambae hapo kabla hajateuliwa na JK, alikuwa CEO wa Climate Facility for Africa (aiming at improving investment climate in Africa)! Aidha akamvuta Julieth Kairuki na kumweka TIC pamoja na James Mataragio aliyemteua u-DG pale TPDC!!

Tatizo la Mzee wa Msoga hakuwa mfuatiliaji... alikuwa kwenye utopia!!

Watu wa serikalini wameshazoea urasimu, na urasimu ni sehemu ya ufanyaji kazi serikalini na ndio maana ni jambo la hovyo sana sehemu kama TIC kukwekwa watu wenye uzoefu mkubwa public sector huku wakiwa hawana uzoefu na private sector ambako urasimi si sehemu yake!

Nimeelewa ulichoandika, it is good but not quite that good. DC wa Manyoni anasimamia juhudi nyingi wilayani, tangu mifugo hadi shule na misitu. Huyo Mwekezaji wako TIC ataomba hekta 700 za pori Manyoni awekeze ng'ombe wa maziwa: Juliet hakuwahi kuwa mfugaji, anachofahamu yeye ni IRR na Moody's rating. And of course they rubbed shoulders Stellenbosch.

Umeshabikia sana neno "rubbing shoulders with investors". Nikukumbushe Mbunge Lema (naam, Lema huyo huyo) alisema siku moja bungeni kuwa Muwekezaji anakuja na PowerPoint presentation anatoa mada Sheraton, anatoka na hekta 10,000 Sumbawanga walime mahindi. Mr Lema is a shrewed businessman, majizi yanajuana. Hawa ni matapeli, bila experience ya DC Manyoni watakuchezea. Mfano rahisi ni wawekezaji wa tundulissu, si unajua walivyotuibia makanikia? They rub shoulders with fatmakarume all the time sasa wako Belgium, si Kengeja.

Waziri Geoffrey ana combination ya PowerPoint, ya Julieth, na ya DC wa Manyoni. Issue siyo rubbing shoulders, issue ni kuzidiana akili. I would rather have Waziri Geoff at TIC than you or your kind. Halafu kuna mtu kasema kuwa Waziri actually ni mtaalamu wa econometrics? Ulijua hilo?

Jana Mh Rais ameteua Baraza la Mawaziri na miongoni wa Mawaziri walioteuliwa ni aliyekuwa Mkurugenzi wa kituo cha uwekezaji Tanzania Mr Geoffrey Mwambe.

Geofrey Mwambe amekuwa mkutugenzi wa TIC kwa kipindi cha miaka mitatu na katika kipindi hicho Mr Mwambe alichemka sana. Ministry of Industrialization, Trade and Enterprise Development

The Cabinet Secretary, Hon. Betty C. Maina, CBS brings a wealth of experience and professional capability built over two decades of engagement with top-notch public and private sector organizations.

She has more than 27 years’ experience in organizational leadership and development, with an ability to prepare and implement strategic business plans and mobilize resources for implementation, traits that place her at a strategic position to effectively lead the coordination of Industrialization, Trade and Enterprise Development in Kenya.

Hon. Maina has served as the Principal Secretary in the Ministry of Environment and Forestry, State Department for industrialization, and State Department of East African Affairs. She has also served as the Chief Executive of the Kenya Association of Manufacturers for 11 years (between June 2004–July 2015), where she not only oversaw the doubling of membership of the association, but also established seven satellite offices to compliment the services offered at the national office
Ms. Maina was behind the successful implementation of the association’s strategic plan, resource mobilization and fundraising and oversaw its revenue increase from Kshs 24 million to Kshs 400 million annually within her ten year stewardship.

Hon. Maina also has keen interest and experience in Trade Policy, Regional Integration, Private Sector Development, Industrial Development, Public Private Dialogue, Business and Society, Sustainable Development, Integrated development, Education, Corporate Sustainability, Government Relations and Advocacy.
She attained a Master of Science Degree in Development Administration and Planning from the University College of London in 1998, having studied Land Economics at the University of Nairobi where she attained her undergraduate degree in 1988.

She has also undertaken short courses in several key areas, among them Budgeting and Financial Management (Harvard University), Developing Anti-Corruption Strategies (World Bank, Washington), Gender and Development Planning (University College of London), and the Role of Public Policy in Private Sector Development (Strathmore University College), to name just a few.

Regional integration, industrial development, private sector development, good governance and sustainable development are at the heart of Ms. Maina’s strategic approach to business, and her new role of coordinating EAC affairs in Kenya may not present a big challenge, going by her experience and trainings.
Her achievements has earned her the Kenyan presidential honor in 2013, giving her the title: Moran of the Order of the Burning Spear (MBS).

Ms Maina’s active professional journey started in 1997 when she became Chief Executive of the Institute of Economic Affairs in Kenya (IEA), an independent policy think-tank and advocacy, promoting public awareness on policy issues and advocating for the institution of socially responsive economic reforms, a position she held until 2003.

Between 1996 and 1997, she was a consultant, Local Government Reform Program in Kenya, and formed part of a team investigating and suggesting alternative resource base enhancement for local authorities in Kenya, and which carried out revenue potential studies for Kisumu, Nakuru, Naivasha and Kakamega municipalities.

She was also team leader in programme initiation for the Migori Integrated Urban Development Programme between 1994 and 1996, and led a team that used participatory approaches to initiate an integrated urban development programme in the town. During the same period, Ms Maina was also Gender Advisor, Arid and Semi-Arid Programmes in (then) Keiyo and Marakwet districts (now Elgeyo Marakwet County).

She was Research Assistant, United Nations Center for Human Settlements (UN/Habitat) between 1991 and 1993, having served as Assistant Project Officer, Shelter Afrique (1990-91) where she initiated the company newsletter, ShelterNews.

Prior to joining the State Department, Ms Maina was the Director of her consultancy firm: BECEM Solutions and East Africa Regional Representative of Genetics: Analytics, an economic consulting group with offices in Nairobi, New Delhi and Johannesburg.

Enzi ya Community kulikuwa na University campus tatu: kwanza Makerere inafundisha walimu na madaktari; pili Nairobi ikifundisha wahandisi na masorovea, ya 4 UDSM ikifundisha sheria (jaji mkuu wote Kenya ni hapa).

Huyu mama ni sorovea, lakini haionyeshi kabobea wapi usorovea, baadaye tu tunmuona akifanya Development economics, alipataje admission? Gafla bin vuuuu kawa head of manufacturers association, straight out of the blue, she has done no manufacturing anywhere. Atakuwa alikuwa na mtu wake juu, kwa Kenya basically ni ukabila - Waziri Geoff hadi sasa hatujajua ni Msukuma wa wapi, na wala hatujali.

Mbona ukiiangalia Chadema kuna watu Wana elimu kubwa na CV kubwa lakini hawapewi nafasi za Uongozi? Mfano kwenye nafasi za Uenyekiti wa Chama na mbaraza yake ukiiangalia utaona wakina Mbowe na wachaga wenzake wamejazana fuatilia elimu zao hovyo kabisa
