Kwa mujibu wa Standing Orders, DAS ni mtumishi wa Umma

Watu wa nchi hii hawaeleweki hata kidogo, wanachojua ni siasa za kijinga, nasema za kijinga kwasababu zipo siasa nzuri. Mfumo wetu wa ajira upo vibaya na ushawahi kupigiwa kelele na vijana wengi humu kwakuwa ulikuwa hauwapi nafasi nyeti za kulitumikia taifa lao, tatizo kubwa lilikuwa neno ''experience'' hivyo kutoa mwanya baadhi ya watu kuwa na vyeo vingi, ilikuwa marufuku kwa kijana graduate kushika nafasi nzuri hata kama ni kipanga vipi. Hebu tujiulize leo yule kijana aliyotoka Mzumbe UDSM etc akiwa na GPA ya 4.7 ya P.A na ameweza ku demonstrate leadership skills kuliko jitu lililokaa kazini miaka 20 likiendekeza upendeleo, rushwa na uvivu kazini nani anastahili kupewa nafasi? Vijana mnajirudisha nyuma wenyewe kwa kuunga mkono mliyokuwa mnayapigia kelele.
Tumeshudia Rais mstaafu akichekwa na kulaumiwa kwa teuzi zake za kuwajazia vyeo watu wachache na kuminya fursa kwa wengine kupata ajira. Neno promotion limekuwa kichaka kibaya sana cha kuweka watu wenye uwezo mdogo sana, nimeshuhudia miaka ya 2005 mpaka 2009 watu wenye elimu ya UPE wakipewa nafasi nyeti zinazohitaji elimu ya juu na kuwaacha vijana na mi degree yao mtaani wakihangaika.
Fanya utafiti mdogo sana, angalia maafisa elimu wa ngazi zote nchi nzima, ukipata nusu yao wanastahili kuitwa maafisa elimu nahama nchi, nina uhakika wengi wao ni elimu ya hapa na pale.
Tatizo la leo ni Msaliti kuteuliwa ila sio dhamira ya dhati kuelezea utaratibu.

Unahitaji kufanya tafiti zaidi kuliko generalisation. Sio sahihi hata kama una GPA ya juu kiasi gani, kutoka straight from UDSM sijui Mzumbe University ukapata cheo cha UDAS. Hakuna anayepinga vijana kupewa nafasi ktk utumishi wa umma, lkn ktk fikra zako jaribu kufikiri wale vijana wenye elimu hizo za UDSM au Mzumbe waliokuwa kwenye nafasi za chini, yaani chini ya DAS ktk wilaya husika waliokuwa wako kwenye succession plan ktk eneo husika wanavunjwa moyo kiasi gani. Tambua serikali ya Tanzania ina vijana wengi wasomi kwenye kada za chini wanaotakiwa promotions katika hizi kwa kupanda ngazi moja baada ya nyingine by merit sio upendeleo. Hawa vijana wako wengi ndani ya serikali yetu, hii ndio argument.

Ukisoma vizur hoja yangu utaona umejibu nilichokizungumza, kwanza nimeanza kwa kukosoa utaratibu wetu mzima wa ajira na vilivyomo ndani yake ikiwa na pamoja na hizo promotions, pia nikatoa mfano huo ambao ndio ulijengea hoja yako....kwanza sikatai promotion kwa waliopo kwenye utumishi tayar kwa kuwa ignore na kulazimisha kuleta fresh from huko Mzumbe, UDSM etc, nilichojaribu kuangalia ni kitendo cha baadhi yao kupandishwa vyeo wakati wameboronga sana na hawana hatab hizo elimu za kushika hizo nyazifa. Nimetoa changamoto ya baadhi ya nafasi ya afisa elimu kama wanaozishikilia wengi wao wanazistahili? Kama eneo husika wapo vijana wenye uwezo mkubwa sioni kama yupo kichaa anaweza akawaacha na kuleta freshers hapo, na pia vijana niliozungumza sija base kwenye GPA tu bali nimezungumza na ubora wake(uaminifu, uchapakazi na ubunifu ).
Naamini kabisa hoja ya uzoefu kazini ilitumika vibaya sana na ndio iliyopelekea watendaji wengi kutokuwa wabunifu.

Katika historia ya utawala katika nchi hii cheo cha DAS kimekuwa kikibadilika jina na hata namna ya kuwapata kuna wakati waliitwa DAO(District Administrative Officer) baadaye wakaitwa DO(District Officer) baadaye wakarudia jina la DAO na kufuatia sheria ya Tawala za Mikoa wakabadili jina na kuwa DAS cheo hiki ni cha utumishi wa umma si cha kisiasa NAMNA YA KUWAPATA
Mwanzoni walikuwa wanateuliwa na Wizara ya Utumishi miongoni mwa watumishi wa umma wazoefu wengi wao walitokana na Maafisa utumishi au maafisa tawala wachache sana walitoka kada nyingine,wakati wa kuanza cheo cha DAS walichukuliwa waliokuwa ma DAO na baadhi ya watumishi wengine wakafanya mitihani,waliofaulu waliteuliwa kuwa Ma DAS kuna kipindi Utumishi walikuwa wanatangaza nafasi za U DAS watu walikuwa wanaomba na kufanya usaili lakini baadae utaratibu huu uliachwa Manejimenti ya Utumishi wa Umma wakawa wanateua miongoni kwa watumishi wa serikali kuwa ma DAS sasa kwa uteuzi wa juzi ni kitu kigeni inabidi wale ambao hawakuwa watumishi wa umma waingizwe kwenye utumishi wa umma maana cheo cha DAS ni cha utumishi wa umma lakini ingekuwa vema serikali kupitia Manejimenti ya Utumishi wa Umma wangetangaza nafasi hizi watu wenye sifa wakaomba na kufanya usaili maana inaonekana kama inaajiri hao MaDAS ombao hawakuwa watumishi wa Umna

Mtumishi wa umma hateuliwi, mtumishi wa umma anapatikana katika namna ya ushindani ambapo mamlaka ya serikali iwe ni utumishi au mamlaka nyingine, hutangaza nafasi na zifa za mwombaji huanishwa. Usaili hufanyika na uchambuzi wa majina kwa mujibu wa vigezo hufanyika na hatimaye washindi huitwa kazini na kuwa watumishi wa umma ajira ya kudumu ''Permanent and Pensionable''.........

Sasa kati ya watumishi hao wa umma kulingana na sifa huteuliwa kuwa ma-DAS ambao ni Makatibu Tawala wa Wilaya ambao kimsingi majukumu yake ni kufanya shughuli za kiutawala katika ofisi ya mkuu wa wilaya.DAS huwa chini ya ofisi ya RAS-Katibu Tawala wa Mkoa.
Hivyo basi uteuzi wa DAS ni kama ulivyo uteuzi wa DED/MD/TEC Mkurugenzi wa Halmashauri, ni lazima awe mtumishi wa umma kwanza. Hii sio nafasi ya kisiasa.
Nimeonelea nitoe ufafanuzi huu baaada ya kuona jambo la ajabu sana kutokea jioni ya leo. Hatimae siasa zinanajisi utumishi wa umma. Tunaona Mwanasiasa Mtela Mwambamba na wenzake ghafla wameteuliwa kuwa ma-DAS. Sina hakika sana na wengine lakini ni dhahiri shahiri Mtela Mwampamba sio mtumishi wa umma.
Tunajua haja yenu ya kulipa fadhila makada, tunajua mnawarundika pale Ubungo ili kuikomoa UKAWA na Saidi Kubenea lakini kwa namna mnayofanya ni wazi mnaleta aibu kubwa sana. Tafadhalini fuateni utaratibu.

PURPOSE OF THE JOB
The purpose is to coordinate and provide overall administration of District Commissioner’s Office necessary for assisting the District Commissioner in performing all administrative support services to LGAs and other institutions within the District.

MAIN ACTIVITIES

1. To advise the DC in performing statutory, delegated and other official functions.
2. To head the district administration and act as the warrant holder and collector of revenue in the District Commissioner’s office.
3. To supervise the implementation of administration and human resources management policy and other Acts pertaining to administration and human resources management in the District Commissioner’s office.
4. To facilitate the actual provision of employee benefits and welfare services.
5. To prepare expenditure and revenue estimates for the District Commissioner’s office.

11. To coordinate and actually assist in administering relief and disaster management activities including but not limited to rescue services, restoration and keeping of relevant records.
12. To oversee complaints and grievance handling; to assist the DC in disputes arbitration.
13. Responsible for matters pertaining to protocol affairs.
14. Any other relevant duty assigned to him or her from higher authorities.

QUALIFICATION
Preferably Degree of Masters or equivalent qualification from a recognized academic institution

KNOWLEDGE

The incumbent must have proficient knowledge in the doctrine of rule of law, good governance and principles of natural justice; human resources management; performance review methods and techniques; staff training, development and recognition; delegation; mentoring and coaching; and an understanding of relevant legislations, policies and procedures.

SKILLS

EXPERIENCE
Preferably 10 years of working experience

PURPOSE OF THE JOB
The purpose is to coordinate and provide overall administration of District Commissioner’s Office necessary for assisting the District Commissioner in performing all administrative support services to LGAs and other institutions within the District.

MAIN ACTIVITIES
1. To advise the DC in performing statutory, delegated and other official functions.
2. To head the district administration and act as the warrant holder and collector of revenue in the District Commissioner’s office.
3. To supervise the implementation of administration and human resources management policy and other Acts pertaining to administration and human resources management in the District Commissioner’s office.
4. To facilitate the actual provision of employee benefits and welfare services.
5. To prepare expenditure and revenue estimates for the District Commissioner’s office.
6. To serve as assistant registrar for birth and death.
7. To assist the DC in conduct marriage ceremonies.
8. To coordinate implementation of ethics and value promotion activities including corruption prevention education.
9. To coordinate implementation of open performance review and appraisal system (OPRAS) in the District Commissioner’s office.
10. To coordinate disciplinary matters in the District Commissioner’s office.
11. To coordinate and actually assist in administering relief and disaster management activities including but not limited to rescue services, restoration and keeping of relevant records.
12. To oversee complaints and grievance handling; to assist the DC in disputes arbitration.
13. Responsible for matters pertaining to protocol affairs.
14. Any other relevant duty assigned to him or her from higher authorities.

QUALIFICATION
Preferably Degree of Masters or equivalent qualification from a recognized academic institution

KNOWLEDGE
The incumbent must have proficient knowledge in the doctrine of rule of law, good governance and principles of natural justice; human resources management; performance review methods and techniques; staff training, development and recognition; delegation; mentoring and coaching; and an understanding of relevant legislations, policies and procedures.

SKILLS
The incumbent must demonstrate the leadership and supervisory skills; team building skills; problem solving skills; basic counseling skills; negotiations skills; computer skills including the ability to operate spreadsheets and word processing programs; effective verbal, listening and written communications skills including the ability to prepare reports, proposals, policies and procedures; effective public relations and public speaking skills; research and program development skills; stress management skills; interviewing skills and; time management skills.

Naomba kunukuu Para A1 (21) ya Standing Orders ya 2009 kama kanuni za kudumu za Utumishi wa Umma........inasema "District Administrative Secretary" means a public servant in-charge of administration in a district; Ikimaanisha kuwa ni mtumishi wa umma atakayewajibika na shughuli za kiutawala ofisi ya Mkuu wa Wilaya.....Kwa kifupi kabisa huyu ni mtumishi wa umma ambaye upatikanaji wa upo wazi kabisa.

Mtumishi wa umma hateuliwi, mtumishi wa umma anapatikana katika namna ya ushindani ambapo mamlaka ya serikali iwe ni utumishi au mamlaka nyingine, hutangaza nafasi na zifa za mwombaji huanishwa. Usaili hufanyika na uchambuzi wa majina kwa mujibu wa vigezo hufanyika na hatimaye washindi huitwa kazini na kuwa watumishi wa umma ajira ya kudumu ''Permanent and Pensionable''.........

Sasa kati ya watumishi hao wa umma kulingana na sifa huteuliwa kuwa ma-DAS ambao ni Makatibu Tawala wa Wilaya ambao kimsingi majukumu yake ni kufanya shughuli za kiutawala katika ofisi ya mkuu wa wilaya.DAS huwa chini ya ofisi ya RAS-Katibu Tawala wa Mkoa.
Hivyo basi uteuzi wa DAS ni kama ulivyo uteuzi wa DED/MD/TEC Mkurugenzi wa Halmashauri, ni lazima awe mtumishi wa umma kwanza. Hii sio nafasi ya kisiasa.
