“You are welcome” is a very common phrase among native English speakers.

“You are welcomed” not so much, although there might be some cases where it would be appropriate.

Using the past participle of “welcomed” with the present tense verb “to be” carries a different sense then the present participle would.

“You are welcome” has a specific meaning as a response to gratitude in the sense of someone having a right to something else. In this sense, the word is only used in the present tense and functions as adjective describing a state of being: “I told him he was welcome to have some fruit.”

Changing the phrase by using the past participle implies that you have intended to use the word “welcome” as a verb rather than an adjective. “To welcome” is generally reserved to mean “to greet” or “to make someone feel included”.

So to say “you are welcomed” implies that in the present “you” can be described as having already been greeted or made to feel included.

We wouldn’t normally speak this way because “you are welcome” can also mean the essentially the same thing.

However, it might be appropriate in certain very formal circumstances or for poetic reasons to acknowledge that “you” has just been or continues to be made to feel welcome, in which case “you are welcomed” might be appropriate.
