Ok for the sake of discussion let us move on.So according to this model if poverty index is high and population is high then that can be one of the considerations to get more budget than others.But poverty is subjective.
Some areas for instance in my country are poor not because they don`t have equal opportunities like others but they are poor because they are lazy compared to other areas.And you will agree with me that poor people produce more children than rich people.
So definetly at the end of the day you will find that population and poverty index is high in areas where lazy people live..Don`t you see that this is unfair to reward such kind of people with bigger budgets than those who are not lazy,who have been working hard for years? you take somebody`s sweat and give to a lazy person so that both become equal?
