We have a president showering her minister for water with unmerited encomiums. We deem she was ill-advised because this ministry is a wastrel and will never account for the trillions of the money allocated to it over years and are overly misappropriated.
We humbly concede the minister may be brandy new but he has neither the prerequisite resumes nor the gravitas to run the ministry.
We say so because in every water project we are very much aware of where the billions were spent, regrettably, the rate of return is below zero notwithstanding the trillions hurled to this money guzzling ministry.
Water remains scarce, turbid and roiled with sediments clogging the sieves, therefore, has miserably failed to extricate water rationing niggling issues.
And, in some specific projects the quantities provided in BOQs have been watered down but the contractors walked away with full decretal, contractual amounts parting with peanuts to oil the grubby hands of those who facilitated heinous crimes against the people of this great nation.
Either the size of pipes were reduced considerably or the size of reserve tanks were compromised or truncated and in certain situations the areas earmarked to be looped in a project were rolled back. We refuse to cite specific examples which may distort and distract readers from the purpose of this discourse lest anybody perceives we are targeting an individual or individuals....the water problems are sprawling all over the country as greed and excess take centre stage.
This minister deludes himself and now his appointer that by raising the decibels of his voice he will get the job down. The gospel truth is if his sidekicks have no fear of God in their eyes will they fear His mortal creature? We accredit him for coining "ukinizingua na mimi nitakuzingua", and the president is a huge fan of this ominous soundbite but he being a prolific punster punning semantics does not necessarily mean he has the know how of tackling the needling matters engulfing the ministry of water.
Takukuru in its present organizational structure is incompetent to pursue these infrastructural laden graft projects because Takukuru never considers to hire professionals who are conversant with the "nuts and bolts" of infrastructural miasma. The Integrity Centre is deluged with social scientists who are long in "blah blah" but short in substance. This is why they await for politicians to order them around because they are mediocre notwithstanding the large salaries they draw every month for sleeping [emoji42][emoji849][emoji19][emoji58][emoji52] on the job.
So the president is lauding someone who really is a shouter but not a problem solver.
What we have come to learn if you want to be dumb join political class "na ulelewe nao, remember huyu kalelewa na CCM" (this includes the opposition too) whose main currency of survival is hypocrisy uttering things which are diametrically opposite with what their heart ponders......and highly esteem.
But the good news, words unlike profitable deeds may flatter some but when the dust settles problems tend to outgrow the hypocrites....We are in cloud seven that time is very much on our side.
