New administration under Samia Suluhu gives hope after 5 years of hopelessness

HATA MIMI NI MJINGA! Ripoti ya CAG

Bunge letu limeahirisha kujadili ripoti ya CAG hadi mwezi Novemba.

Awali Rais aliagiza Katibu Mkuu Kiongozi kuanza kushughulikia na kuwataka wahusika kujieleza.

Kwa ujinga wangu nilidhani:

1. Mkaguzi hukagua mahesabu katika sehemu husika.

2. Kisha huibua masuala (queries) yanayohitaji maelezo na vielelezo.

3. Wahusika hujibu masuala hayo na vielelezo hutolewa.

4. Mkaguzi akiridhika, hufuta masuala hayo. Asiporidhika, masuala hayo huorodheshwa katika ripoti.

Kwa hiyo kwa ujinga wangu, nilidhani:

A. Ripoti ya CAG inayopelekwa kwa rais na bungeni huwa imewasikiliza wahusika na kupitia vielelezo vyote.

B. Ripoti ilishafika kwa rais kinachohitajika ni utekelezaji wa alichosema CAG na si kijadili wala kuwahoji wahusika wa ubadhilifu.

C. Kazi ya bunge ni kuisoma na kuionya, kuishauri na kuielekeza serikali kwa ujumla katika muktadha wa utawala wa fedha za umma hapa nchini.

D. Bunge lilimpa rais fedha za kutumia. CAG amekagua na kuishtaki serikali ya rais kwa bunge. Bunge linamsimamia rais kabla halijampa fedha nyingine.

E. Si kazi ya bunge kujiingiza katika kufukuzana na panya na mchwa waliokula fedha hizo.

F. Ili rais na serikali waweze kupata fedha nyingine, inabidi awashughulikie mchwa na panya.

Mchwa na panya wakiachwa wanabadilika kuwa nyoka mwenye sumu kali mwaka unaofuata.

Egypt accuses Ethiopia of 'buying time' to fill Nile dam.

Egypt says Ethiopia is deliberately delaying talks on the Nile dispute to "buy time" and thereby continue filling its giant dam being built on the river Nile.

"It is regrettable that Ethiopian officials continue to express their willingness and desire to resume negotiations under the auspices of the African Union (AU) in a new attempt to buy time and continue filling the dam without an agreement," Egypt's Deputy Foreign Minister for African Affairs Hamdy Loza said on Wednesday.

Cairo's latest accusation came hours after Addis Ababa announced that it will fill the Grand Ethiopian Renaissance Dam (GERD) without seeking anyone's permission.

"Ethiopia has no obligation to request permission from anyone to fill the dam," the spokesperson of the Ethiopian Ministry of Foreign Affairs, Meles Alem told journalists in a press briefing on Wednesday.

Ethiopia is preparing to fill the massive dam for the fourth time disregarding Egyptian repeated warnings.

"Ethiopia's remarks to proceed filling the dam regardless of the downstream countries' rights are another evidence of unilateralism that goes beyond the scope of negotiation," Mr Loza said.

The Egyptian official further condemned statements by Ethiopia that had accused Cairo of "politicising" the Nile dam dispute.

Loza said Addis Ababa's continued claim of Egyptian "politicisation" of the GERD issue is an attempt to "evade legal responsibility and reflects [Ethiopia's] indifference to the principles of the international law and good neighbourliness."

The fresh row between Ethiopia and Egypt has repeatedly received mixed reactions in Egyptian local media.

Prominent pro-state host Ahmed Moussa said Addis Ababa intentionally built the Grand Ethiopian Renaissance Dam to "harm" Egypt and Sudan.

Opposition TV host Muhammad Nasser blamed the Egyptian government and media for not taking a stronger stance against the issue.

Egypt fears that the multi-billion-dollar Ethiopian dam, which would be Africa's largest, would eventually diminish its historic water supply from the Nile, but Ethiopia is pushing for its own water security.

Addis Ababa, argues that the dam will not have a significant impact on the natural water flow into the downstream countries.

Last month, Addis Ababa announced that 90% of GERD's construction work had been completed.

Na kila nitakayemtia kabali ya chuma, nitamtangaza kwenye gazeti la serikali na kutaifisha kila kitu alichonacho na hata nyumba anayoishi, gari analolitembelea nitatangaza mnada. Haki za binadamu kwa wezi kibindoni kwani walipokuwa wakiiba walilinda haki za binadamu za wenzio?

Mwinyi, Lowassa na wengineo wengi walijiuzulu kwa makosa ya wadogo zao sasa hawa na makatibu wakuu wao kigugumizi cha kuwatimua kinatoka wapi?

Lies!

GDP calculations have been distorted. Nobody can explain this GDP jump within the last two years beyond changes in GDP evaluation methodologies.

Who are these investors who have pumped $16 bill in two years, and when should we expect an uptick in tax collection from them?

What we see is the taxman kneeling on the tender neck of hoi polloi because he has no other avenues to squeeze more taxes.

OUR TAKE:

WB senior staff particularly in Africa are extremely corrupt and can be bought to convey outright lies for the purpose and intents of interfering with domestic politics in favour of the incumbents. And, the eyebrows tic when an individual - the president-is claimed to be behind it...teh teh teh. That is when we suspect it is a lie.

We are always shocked to see it is becoming a common denominator for the WB to link GDP expansion with the president in power.


Our concern why WB having any business in mounting errors of attribution?

We know GDP estimation in Sub Saharan Africa is fake because methodologies applied to incorporate informal sector contributions to the GDP are littered with controversy which we will not meddle upon at least for this discourse
