We project gate 8-11 of Dar ports despite a tendering and a bidding process being followed
 
We project the government is predetermined to hand over gate 8-11 to AZAM/ BARHKESA or ADANI GROUP.

The whole tendering process we confidently declare it is a sham
 
For now, we keep our reasoning well guarded until our prophesy comes into fruition
 
Azam/ Barhkesa or ADANI GROUP are on an unimpeded path to be awarded to operate gate 8-11 from TPA for a long term deal.

We anticipate TICTS too will unsuccessfully attempt to wriggle their way in but a decision against them has already been made.

The rulers of the day are determined to end their marriage with TICTS once and for all.
 
We also project TPA staffing levels will be slashed by two thirds because revenue collection base will malnourish no sooner new operators assume their duties exposing government lies that new players will churn out more employment.

That will never happen. No sooner new operators kick in TPA will lose 95% of her income and will not have the capacity to keep majority of her current employees in the loop.

Kuna taarifa imetolewa leo tar.31/Agosti/2023 na mamlaka ya bandari (TPA) kutangaza tenda (Competitive Bidding) kwa kampuni zenye uwezo wa kuwekeza katika uendeshaji (Operation ) wa gati namba 8-11 hapo bandarini .

Ninavyoelewa mimi Mamlaka ya Bandari (TPA) wanafanya Watanzania Watoto .Mnakumbuka hapo awali kulikuwa na kampuni ya TICTS ya Karamagi (Under Hutchinson Port Holding) ambayo ndiyo ilikuwa inaendesha gati namba 8 hadi 11 hapo Bandarini
hadi kufikia Novemba 2022 Serikali kupitia TPA ikatangaza kuachana na kampuni ya TICTS kuendesha (Operate) gati namba 8-11 hapo bandarini, serikali wakasema wanatafuta muebdeshaji (Operator) mwingine.

Mjadala kuhusu masuala ya bandari ukaingia kuhusu DP-World ambapo uwekezaji wa DP-World unahusu gati namba 0 hadi Namba 7 . Mjadala mkali ukiwa unaendelea kuhusu DP-World , Serikali kupitia TPA wakachukua advantage ya mjadala wa D-WORLD kutafuta muwekezaji wa gati No.8 hadi 11 kinyemela na bila taarifa kwa umma,sababu waliona watanzania wapo busy na mjadala wa DP-WORLD.TPA Kinyemela wakamtafuta ADANI GROUP kampuni hii ni ya kihindi chini ya familia ya Gautam Adani & Rajaeshi Adani kuendesha Gati namba 8-11 .

Mnakumbuka mjadala huu kuhusu ADANI GROUP niliuzungumza sana hata katika Mkutano wa hadhara Kilwa Kivinje tar.2/07/2023 . Sababu nilikuwa na taarifa kwamba serikali imeingiza muwekezaji wa kuendesha gati Na.8-11 ambaye ni ADANI GROUP bila kufuata taratibu wa kutangaza tenda.

Sasa hiyo taarifa ya mamlaka ya Bandari (TPA) ya leo kuhusu kutangaza tenda ya muwekezaji kuendesha Gati namba 8-11 Bandarini ni kiini macho tuu . Sababu wao mamlaka ya Bandari (TPA) tayari wanaye mtu wao na kampuni yao ambayo ni ADANI GROUP aliyetafutwa kinyemela tangu awali ,na hiyo tenda waliyotangaza anaenda kupewa ADANI GROUP tuu, kutangaza ni kiini macho tuu ili baadaye waseme taratibu zilifuatwa za tenda ilitangazwa ila ni uongo na kiini macho.

Hoja yangu sio gati namba 8-11 kupewa kampuni kuendesha, inajulikana hata gati namba 12- 15 atapewa Denmark-Dutch Company. Hivyo sipingi kampuni binafsi kuwekeza ila hoja zangu zinajikita katika maeneo mawili.

1. Ufanisi wa hiyo kampuni ya ADANI GROUP katika kuendesha hizo gati namba 8-11 .

2.Hoja yangu nyingine ni kuhusu kuendelea kutumika kwa mitambo ya TICTS na ADANI GROUP ambayo serikali ilisema haina ufanisi ,bila kuambiwa kama TICTS ameshalipwa fidia ya mitambo yake na TPA na hivyo kuondoka au bado yupo nyuma ya mgongo wa ADANI GROUP anayetumia wafanyakazi wa TICTS na mitambo ya TICTS.


Ikumbukwe kwamba katika makubaliano kati ya Mamlaka ya Bandari (TPA ) na TICTS , ilikuwa siku TICTS mkataba wake ukiisha kuendesha gati namba 8-11 , mitambo yote itakuwa chini ya Mamlaka ya Bandari (TPA) ila kwa kumlipa fidia TICTS .Ila kwa taarifa hadi sasa TICTS hajalipwa fidia na TPA tangu mkataba wake kuisha mwezi Novemba 2022, ila bado mitambo ya TICTS inatumika na wafanyakazi wake ni walewale bado wanatumika.

Hapo hapo kumbuka TICTS aliondolewa sababu ufanisi wake haukuwa mzuri na serikali ilikiri hilo, serikali ilisema hata mitambo ya TICTS haikuwa na ufanisi. Ila jambo la kushangaza , serikali badala ya kutafuta kampuni yenye uwezo zaidi ya TICTS(under Hutchinson Port Holding) , Serikali kupitia TPA ikaenda mtafuta ADANI asiye na ufanisi wowote.

Huyu ADANI GROUP (Muhindi) hana mtambo hata mmoja anatumia mitambo ya TICTS ambayo serikali ilisema mitambo hiyo haina ufanisi, huyu ADANI GROUP hana wafanyakazi, anatumia wafanyakazi wa TICTS na mwezi Septemba 2023 wafanyakazi wote waliokuwa chini ya TICTS hapo Bandarini wanapewa Mkataba kuendelea kufanyakazi .

Maswali yangu 4 kwa serikali na Mamlaka ya Bandari (TPA).

1.Kwanini TPA wametangaza tenda ikiwa tayari wao wana kampuni yao ya Mfukoni inayoitwa ADANI GROUP ? . Ambayo tayari imeanza kazi .

2. Ufanisi gani tofauti Serikali na TPA wanataka kuupata kupitia ADANI GROUP ambaye hana mitambo,anatumia mitambo ya TICTS ,hana wafanyakazi anatumia wafanyakazi wa TICTS ni ufanisi upi TPA na serikali wanataka kuupata ?.

3. Ikiwa TICTS (Under Hutchinson Port Holding) hajalipwa fidia ya Mitambo yake na TPA ,kwanini watanzania tusiamini kwamba TICTS hajaondoka na anaendelea kufanya kazi hapo Bandarini nyuma ya Mgongo wa ADANI GROUP ?.

4. Kama kweli TICTS (under Hutchinson Port Holding) hayupo tena, makubaliano ni yapi kati ya TPA na TICTS ,au ADANI GROUP na TICTS ya kutumia mitambo ya TICTS ambayo haijalipiwa fidia tangu TICTS isemekane kuondoka Novemba 2022 ?.

Dissent is whipped while hypocrisy is dangled and doled out with goodies.
 
In such scenarios, we tend to make huge mistakes without restraint since second thoughts are repressed as not only undesirable but nefarious!

And, devoid of restraints the nation flounders.
 
Monolithic thinking engulfed the nation from 1995 when Mkapa sauntered to power and from that day this nation has been hurtling into a cul-de-sac.

Paradoxically, Mkapa rode on campaign of soliciting dissent in transparency and truth seeking but once in power, he quashed it!
 
Post Nyerere Tanzania has witnessed a dearth of visionary leaders and what we have is goons camouflaging themselves as the wise but the sputtering economy keep grinding out the gospel truth: they don't know what they are doing.

While they claim more investors are tenting in but on the same breath there is a concession the government is perpetually broke!
