Technically, the procedure adopted by Job Ndugai in his resignation is wrong in toto since the Constitution requires him to notify the Parliament but not CCM's secretary General.This is another proof that Mr. Job is very incompetent.

Very true, legally speaking he has not resigned but nobody cares because nobody will question this in a court of law. So in this case de facto has become de jure
