Technically, the procedure adopted by Job Ndugai in his resignation is wrong in toto since the Constitution requires him to notify the Parliament but not CCM's secretary General. This is another proof that Mr. Job is very incompetent.Well, he needs to vacate the parliamentary seat too. It will be awkward to continue to represent the people of Kongwa constituency. They deserve an uncluttered representation. Hopes Ndugai will see this that once he had lost the faith of the government that loss includes the people of Kongwa.
We wish him a quiet retirement, and probably he will have a conscience to apologise to Tundu Lissu for depriving him of his statutory medical dues at the hour of need.

Very true, legally speaking he has not resigned but nobody cares because nobody will question this in a court of law. So in this case de facto has become de jureTechnically, the procedure adopted by Job Ndugai in his resignation is wrong in toto since the Constitution requires him to notify the Parliament but not CCM's secretary General. This is another proof that Mr. Job is very incompetent.
