Punguzo la PAYE kwa asilimia 1 ni dhihaka kwa wafanyakazi!

Tatizo kubwa linaloikabili nchi yetu ni kushadidia ITIKADI ZA VYAMA VYA SIASA na lingine ni kule kutochambua mambo kwa kina. Waziri wa Fedha amesema kiwango cha kodi kwa mishahara ya wafanyakazi kimepungua kutoka 13% hadi 12% na kima cha chini kimepanda.Kwa busara tungelisubiri tuone ni kwa kiwango gani kima cha chini kimeongezeka.Kuanza kulaumu tu bila kuchambua siyo vizuri.
Serikali iliyopo ni Serikali ya Watanzania siyo Serikali ya chama fulani,ni ulimbukeni mtu kusema Serikali ya CCM.Sahihi ni Serikali inyoongozwa na CCM.
Wewe unayetaja habari za uchaguzi 2015 leo huoni kwa kufanya hivyo unakwepa wajibu wako wa kuchukua hatua dhidi ya uhalifu.Kosa umeliona unasema tusubiri mpaka 2015 hii si sawa kabisa.Unatakiwa kutoa mchango wako wa hali na mali na kutumia sheria zilizopo kuikosoa Serikali siyo kulalamika na kuchochea watu dhidi ya Dola, mwisho wa siku wanaoathirika zaidi ni wanawake,wazee na watoto.

Ma box ya pembeni yasikutishe mkuu, nimejaribu kufanya analysis kwa kulinganisha mwaka wa fedha wa budget uliopita (2013/2014) na mwaka huu tunaoenda kuuanza wa budget (2014/2015) kwa kuonyesha ni kwa jinsi gani punguzo la asilimia 1% linatoa ahueni kiduuuchu ya kodi, yaani Tshs 1,900 kwa mwezi kwa wafanyakazi wote bila kujali mshahara. Ukiangalia vizuri, badiliko la kodi limetokea kwenye row ya pili ya jedwali ( angalia 13% na 12%) utaona kwa mwaka ulioisha kila mtu alilipa kodi Tshs 24,700 na kwa mwaka ujao wa fedha tutalipa Tshs 22,800 katika jedwali la pili la mapato ya kodi yenye kiasi cha TShs 190,000. Wafanyakazi wanaopata mshahara usiozidi Tshs 170,000 kwa mwezi huwa hawatozwi kodi kabisa.

Na hizo standing orders zinasemaje kuhusu ulipwaji wa madai mbali mbali ya watunmishi (malimbikizo ya mishahara, kutopandishwa madaraja, madai ya posho na pesa za likizo, nk)?...mbona hakuna utekelezaji wowote. Kwa maana hiyo mwaka huu 2014/2015 itakuwa 12% kwa kiwango cha mwanzo for an amount in excess of Tshs 170,000 tofauti na tpaul alivyo sema hapo juu. Cha mhimu ambacho TUCTA wanatakiwa kuelewa/ hawajui ni kuwa tatzo si rates tu (1% up 30% or what), tatzo ni rates na categories/groups za range of Income level (ziko chache na haziko wide spread off). Nafahamu kabisa kuwa TRA wanalijua hili ila wamepuuzia tu kwasababu PAYE ni kodi rahisi sana kwao kukusanya kuliko kodi za Majengo, minada, Mauzo ya ardhi (Nyumba), nk ila wanapenda CHEAP OR EASY THINGS AT THE EXPENSE OF OTHERS. Kinacho paswa ni kuwa na group na 6 up 10 mf. Group 6: Tshs 0.8 up 1M; tax Tshs 25,000 plus 20% of an amount in excess of Tsh 0.8M [Tshs 25,000 + (ie. 0.2*200,000)]=Tshs 45,000, Group 7, 8, 9, nk.

Tujiulize mfano mtu anae pokea mshahara wa Tshs 6,945,750/= kwa kodi ya sasa . Anapaswa kulipa Tshs ngapi kama kodi?
Chukua category ya 5, kama ilivyo kwenye jedwali hapo juu (Make ndio group anapo paswa kuwa)
Tshs 105,700/= + 30% of the amount in excess of Tshs 720,000/=
Hivyo tofauti ni Tshs 6,945,750 - 720,000 = Tshs6,225,750.
Tax = Tshs 105,700 + [30%*6,225,750]
= Tshs 105,700 + 1,867,725
= Tshs 1,973,425/= (as tax)
Total amount to be received as Income = Tshs 6,945,750 -,1973,425 = Tshs 4,972,325/=


This (Tshs 1,973,425) is alot of money to be taxed on Resident Individual's personal Income, where there in no Administration/collection costs incurred by TRA (as orgnisations are supposed to remit this amount to TRA's offices within 30 days).
Huyu mtu bado analipa kodi ya VAT when he/she purchases sugar, clothes, car, fridges, TV set, etc to mention a few.

The emphasis should be on having lower tax rates with a range of categories/groups to be spread to the Individuals' Income groups. This is because individual persons DO HAVE allowable expenses at their family level as Parastatals and Companies DO but individual persons are NOT allowed to deduct them as allowable expenses in their salaries.

KWA MFANYAKAZI AMBAE HUJUI KODI ANAYO LIPA, UNAWEZA TUMIA JEDWALI HILO HAPO KUJUU, KUFAHAMU KODI UNAYOLIPA. ILA CHANGE YA 1% (i.e. 12%) HAS INSIGINFICANT/IRRELEVANT CHANGE IN THE TAXABLE INCOME OF AN INDIVIDUAL.

Ni kweli serikali zote duniani zinatoza PAYE na zinatoza kwenye mishahara sasa serikali yetu kwa kiwango cha mfumko wa bei utasema serikali inatoza PAYE kutoka kwenye mshahara au bado inawatoza kutoka hata kile ambacho hakitoshelezi hata robo ya maisha yao? Kutoza hatukatai lakini siyo kuweka pilipili kwenye kidonda ukidhani ni dawa
Mkuu..serikali zote duniani zinatoza PAYE.. Hata kama misamaha ya kodi kwenye madini itafutwa bado Paye itaendelea kutozwa kwa viwango vya kulalamikiwa
 
Hesabu za haraka haraka, kama ongezeko hilo la mshahara limesababisha ongezeko hilo la kodi basi mshahara wako wa mwanzo ulikuwa ama ni TZS 800,000 kamili au zaidi ya apo.

Kumbuka kiwango cha chini elekezi kutoka serikalini ni TZS 170,000.
Unapaswa kumshukuru Mungu kwa kipato hiki badala ya kuanza kulalamika, kuna watanzania mamilioni ambao hawapati hata shilingi kwa mwezi, si wafanyakazi, si wakulima, si wajasiriamali, si lolote, wako kama vile wanasindikiza wenzao (katika ulimwengu huu wa fedha na tamaa).

Nachokushauri, kwa ongezeko hili, na Mabenki outomatically yameongeza kiwango yaliyotayari kukukopesha, usiwasikilize, hao ni wabaya kuliko hata serikali.usiingie tamaa ya kufanya biashara kwa sababu unaweza kukopa pesa nyingi, wala usiwatenge wenzako uliowapita kipato na usijiunge na wale uliowafikia kipato katika matumizi.

Ongeza bidii kazini, inshalah, labda Mshahara utaongezeka tena muda si mrefu.

Chapeni kazi acheni kulia lia, kuna vyama vingi sana vya upinzani viliingia madarakan katika bara la Afrika ukianzia, kenya, burundi, zambia, nigeria, algeria,ghana,n.k lakin maisha ni yale yale , hiko chama chenu kina kitu gan so special kias kwamba kikiingia kitatofautiana na vyama vingine vilivowah kushika dola.
