What part of "luxury", as opposed to 'need', don't you understand?

Here is a Dictionary Definition of luxury:

Something that is an indulgence rather than a necessity

Now is a pipi/peremende a necessity the way water/food is?

Well, we all can play that good 'ol game of semantics, can't we? Per the Advanced Learner's Oxford English Dictionary, Luxury means "(1)the best and most expensive food and drink, clothes, surroundings, etc. (2) A thing that is expensive and enjoyable, but not essential e.g. caviar, champagne, etc.

Now since y'all wanna be nitpicky and shit, I would argue with you until the cows come home that to use the word "luxury" to describe pipi doesn't give one the real meaning. I would accept "nonessential" but not luxury.

I am not playing semantics or marbles. I am simply saying that a sweet is not a basic need. Poor children go hungry to school. Giving them sweets is contempt in disguise!

Sijaiweka hivyo kwa sababu hakwenda kwa dhumuni la kutembelea shule. Hiyo sentensi ilikuwa mfano tu wa kukuonyesha wapi na katika muktadha upi mimi na wewe tungekubaliana. That simple!

The CCM flag bearer in the Union presidential race that climaxes with elections on Wednesday, JAKAYA MRISHO KIKWETE, granted an exclusive interview to Sunday Observer Editor in Dodoma last Friday.

The following is the full text of the interview, in which Kikwete, who is also the Minister for Foreign Affairs and International Co-operation, comments on various issues, including the Ari Mpya, Nguvu Mpya, Kasi Mpya slogan, privatization, criteria for appointing cabinet ministers and empowerment of disadvantaged groups.

Q: What is the genesis of the much-sung Ari Mpya, Nguvu Mpya, Kasi Mpya slogan, and what, if elected, do you hope your government would achieve by its application?
A: If elected, one of the major agenda items of my presidency will be to fight poverty and under-development. There are many on-going efforts to this end, which we would sustain with renewed determination, vigour and at a faster pace.

Q: Critics and cynics in some quarters charge that successive CCM governments lack an impressive record in the social, economic and political fields, and that, therefore, the ruling party should step aside and create room for the Opposition to govern the country. Is the perception justified?
A: That perception is baseless and utterly erroneous. A lot has been achieved; much ground has been covered. We are still a poor, under-developed country, but when one compares what we are now with what we were at independence forty four years ago, there’s definitely remarkable progress. There are a number of indicators in this regard. Micro-finance indicators, for instance, place the economic growth rate now at 6.7 per cent and inflation is at 4.4 per cent. These are levels we have never achieved since independence. Revenue collection has increased admirably.

Q: The new outlook on youthfulness and who the youths are, has created confusion, somewhat. It is not easily sinking in the minds of some people, that people in your age bracket; i.e. in the mid-50s, should be regarded as youths, whereas that is the retirement age period, at least in the public service context. Please clear the aid.
A: Defining youthfulness is not really an issue. People certainly know who is a youth and who is not. In my specific case, I may look youthful, but that does not mean that I belong to the category of youths.

Q: Privatisation and joint partnership arrangements have created some misgivings, some people claiming that nationals are being short-changed and foreigners are reaping disproportionately big benefits. Do you share the contention?
A: Privatization has benefited nationals and foreigners alike. Of course due to the low financial capacity of our people, they are going for smaller enterprises, while foreigners are dominating large ones like Tanzania Breweries. The important thing here is to empower nationals, to enable them venture into large-scale enterprises.

Q: President Benjamin Mkapa styled his ministers, including you, paratroopers. What label�if any�will you pin on your ministers if you win the election and form the next government ?
A: I haven’t thought about it, but should make it, I might think of a suitable, collective name to give to the ministers.

Q: What criteria would you apply in appointing ministers and other key officials ?
A: Patriotism, love for the nation, integrity, hard work and experience.

Q: How about the mwenzetu syndrome, whereby it is alleged that some individuals who lack requisite credentials are appointed to important posts and when they mess up, they are not dropped but are perpetually re-cycled. This is allegedly based on sheer friendship as well as other affiliations not connected with merit. Do you see this as a problem ?
A: Favouritism,, cronyism and re-cycling is a problem, which I will try my best to avoid as factors for influencing appointments, if I become president and therefore the leading appointing authority.

Q: How do you hope to create additional jobs?
A: Through two routes. One is wage employment with the government as an employer, but we will count more and more on the private sector as a complimentary job creator. The other is self-employment, through empowerment, by micro-finance schemes.

Q: Are you satisfied with the manner in which corruption is currently being fought and would retain the style; or would you pursue a different approach?
A: Current efforts to stamp out the vice are commendable, When one looks back, had it not been for the interventions of President Mkapa, corruption would have become a normal way of life. We have got to continue with the efforts, strengthening the Prevention of Corruption Bureau is one of the means of fuelling the anti-corruption drive. But long-term measures have to be taken too. One of the factors that bred what I call nuisance corruption is lack of a living wage. Once people get a living wage, temptations for anaging in corrupt practices will ease. We would then remain with grand corruption, whose perpetrators we would firmly deal with.

Q: How would you address the plight and complaints of marginalised groups like the physically disabled and women?
A: We would strive to empower women economically, and thereby help liberate them from abject poverty. This is clearly spelled out in the CCM Election Manifesto. Micro-finance schemes can do a lot in this area, As for the physically disabled, they need economic empowerment as well, But the bigger problem is stigmatization, segregation and exclusion. I have an experience of an environmental engineer, who was periodically on the verge of securing employment, but would-be employers withdrew the offers subtly, after noting that he had a physical deformity. He contacted me, and I succeeded to have him hired by an important local institution.

Q: Given your military background, you are obviously upset by the occasional harassment and attacks of civilians by soldiers. What would you do to reinforce discipline in the disciplined forces if you became president and commander-in-chief of the armed forces?
A: It is extremely sad, because basically, it contravenes military ethics. The relationship between the people and the army is like what exists between fish and water, whereby the army is the fish and the people constitute water. If you take fish out of water, it dies. So,. the army needs the people. It has to be friendly to them. It is only a few soldiers who breach the ethics, and I am glad that the leadership takes appropriate action whenever acts of indiscipline occur.

Q: What do you perceive as the major problems facing the Union and how do you propose to address them?
A: I cannot single one specific factor. The important things is to ensure that both sides of the Union are comfortable. Some issues have been raised and addressed, and some have not been. What I intend to do, if elected, is to accelerate the speed of addressing issues that remain outstanding.

Q: What Nyerere, Mwinyi and Mkapa legacies do you cherish most and would sustain?
A: Mwalimu Julius Nyerere was instrumental in building a united, peaceful, stable country; Mzee Ali Hassan Mwinyi spearheaded political and economic reforms, and I credit President Mkapa for managing micro-economic stability.

Q: What should Tanzanians and their well wishers expect from a JAKAYA MRISHO KIKWETE administration?
A: If I win the election, I will naturally be happy. But my bigger joy would spring from having Tanzanians happier at the end of my tenure, than when they were at its beginning.
