Rais Samia: Sekta ya kilimo itakua kwa 30% kufikia Mwaka 2030

President Samia Suluhu Hassan has said Tanzania expects it's agriculture sector to grow at an annual rate of 10% by 2030 compared to the current growth of around 3.6% as part of the country's ambitious agriculture transformation vision.

The President said Tanzania has developed a national pathway for food system transformation, which is expected to strengthen local production, improve livelihoods, help mitigate and adopt to climate change.

She made the remarks in her speech as a panellist at a session on 'Food Action Partnership: Investing in Greater Resilience', on the sidelines of the World Economic Forum's Annual Meeting in Davos, Switzerland.

In implementing a sustainable food system in Tanzania, President Samia said a number of efforts have been done, including establishing a programme for youth, while continuing to build on the successful work of agricultural growth corridors such as SAGCOT.

From this financial year, Tanzania's budget for the agriculture sector was increased 4 times from the previous budget. Tanzania also plans to host Africa's Food Systems Forum this September to showcase progress and learnings.

The Food Action Alliance session convened more than 50 leaders from Africa, Asia, Europe and the Americas to accelerate partnerships and investments for greater resilience at country-level.

Among the panellists scheduled to speak on achieving food system goals were Hon Gustavo Petro, President of Colombia, Tran Hong Ha, Deputy Prime Minister and Minister of Natural Resources and Environment from Vietnam and Alvaro Lario, President of the International Fund for Agricultural Development (IFAD), Rome.

Rais Samia Suluhu Hassan amesema Tanzania inatarajia sekta yake ya kilimo kukua kwa kasi ya kila mwaka ya asilimia 10 ifikapo mwaka 2030 ukuaji na ukuaji wa sasa wa karibu 3.6% kama sehemu ya dira ya mabadiliko ya kilimo nchini.

Rais Tanzania imetengeneza njia ya kitaifa ya mabadiliko ya mfumo wa chakula, ambalo litasaidia kuweka ndani, kuboresha maisha, kusaidia kuboresha na mabadiliko ya tabianchi.

Aliyasema hayo katika hotuba yake kama mwanajopo katika kikao cha 'Ushirikiano wa Hatua za Chakula: Kuwekeza katika Ustahimilivu Mkubwa', kando ya Mkutano wa Mwaka wa Jukwaa la Kiuchumi la Dunia huko Davos, Uswisi.

Katika kutekeleza mfumo wa chakula nchini Tanzania, Rais Samia alisema fedha nyingi zimefanyika ikiwa ni pamoja na programu kwa ajili ya vijana, huku ikiendelea kazi za mafanikio ya ukandamizaji wa kilimo kama SAGCOT.

Kuanzia mwaka huu wa fedha, bajeti ya Tanzania kwa sekta ya kilimo iliongezwa mara 4 kutoka kwa mapato. Tanzania pia inapanga kuwa mwenyeji wa Kongamano la Mifumo ya Chakula barani Afrika Septemba hii ili kuonyesha maendeleo na mafunzo.

Kikao cha Food Action Alliance kiliwakutanisha zaidi viongozi 50 kutoka Afrika, Asia, Ulaya na Amerika ili kuharakisha kuanzisha biashara kwa ajili ya uthabiti zaidi katika ngazi ya nchi.

Welldone my President, now we need to try hard to convince investors and world leaders that our country is still worth investing in,we're facing challenges like power, technology etc etc but we're making progress forward

We have to be careful when it comes to Agriculture..Wenzetu hawataki tuwe large producers, watakuja na mipango ya kuwa soften tu small holder farmers na hizo youth programs ambazo ni za kuwatuliza tu siyo kile kitu ambacho kitafanya a true transformation....Na by the time you realize this imeshafika hiyo 2030 yet growth rate ni labda say 10% ambayo unaweza kudhani ni significant kumbe ni placebo....Agriculture sector ya Tanzania haihitaji investor wa nje wala financing from outside; inauwezo wa kuji finance na kuleta a big jump kwenye growth rate siyo tu kwa hiyo sector bali the whole economy kama tu watakubali kutumia ujuzi wa wataalamu ambao ni wataalamu kweli kweli, siyo wale ambao CV zao zimebumbwa kwakwenda nje ya nchi kupiga picha na kuhudhuria makongamano ya kimataifa na kuwekwa kwenye boards mbalimbali kwa teuzi zisizo na criteria wakati mwingine zaidi ya "mwenzetu" ama mtoto wetu, na nafasi za kimataifa kumbe wamefanyika kuwa madalali bora kuwachuuza watanzania ambao kila leo hali yao inakuwa mbaya zaidi ya jana inapokuja kwenye swala la kilimo
 
Kwampango huo niliouona, nimeona watu wanapanga kupiga pesa zaidi kuliko transformation...Kuna vitu vya msingi ukiviangalia vimewekwa ndivyo sivyo, mojawapo ni eti kuanza kuwatengenezea vijana hayo mashamba...Vijana wanahitaji ajira tu ili nguvu kazi yao iwe well managed na siyo capital...Wanaotakiwa kuchukuwa capital na wakajifanyia kila kitu tena kwa mkopo siyo ku dish out money like they want to do kumbe mtu anaangalia kickbacks ni investors ....Nao wawe defined siyo general terms tu bila kuwa specify ni akina nani wako wapi na roles zao ni zipi along the value chains
 
Serikali haitakiwi kujiingiza kwenye ku invest nothing, yeye siyo investor, bali kusaidia coordination (facilitate only) ili kutengeneza corporates along the value chain from farm gate level to the consumption level which should first be domestic market and later on exports...Lakini inaweza kuwa na percent kwenye hizo corporates ili kulinda interests za nchi na pia kulinda mitaji ya wadau watakaokuwa coordinated kuanzisha hizo corporates bila kujali anayekuwa humo ni kijana mzee au mtoto kama tu atachangia capital yake either through afordable loans na ma banks wapewe hizo pesa wazitoe kwa wawekezaji tena wa ndani wapewe priority na iweke a transparent system nani anapewa na kila raia awe na uwezo wa kumfuatilia, ila ziwe ring fenced kwaajili ya kilimo tu or savings walizonazo watu ambazo watapenda ku invest
 
... kama kuna sekta imechezewa nchi hii ni kilimo - Azimio la Musoma (Siasa ni Kilimo); Kilimo cha Kufa na Kupona; Kilimo ni Uti wa Mgongo; Kilimo Kwanza and yet hakijawahi kukua. Sasa tunapewa ahdi ya kilimo kukua kwa 30% by 2030! Ataondoka na atakuja mwingine zitabaki stori hizo hizo!

Serikali kuruhusu cash kuwa handled na Wizara ama mtu yeyote wa serikali ni kuruhusu akina Kagoda nyingine, na pia wanasiasa kujidai ndiyo wawekezaji kwakutumia majina ya vijana, mwisho wa siku tutaendelea na kesi za ufisadi ambao unatugharimu pesa zingine huku watuhumiwa wakiwa na power, so not able to convict them....Tuache kupeleka vishawishi kwa wanasiasa wetu na watendaji....Kuzuia ni bora kuliko kutibu ugonjwa...Cash ziende bank, wanajua jinsi ya kuzitoa na ziwe monitored effectively
 
Nimeangalia tu budget ya printing ya zile fliers za mbolea, hivi ni pesa ngapi zimepotea mle? Ukiangalia ni mtu aliamua kujichumia pesa kupitia printing companies huku wakulima hadi leo wakihangaika kupata mbolea...Did they need those documents? For what? Unaona kabisa acting smart ya ajabu ili kupata hizo cash through ways ambazo hazipo direct wala hazisaidii kilimo moja kwa moja

Kinachofanywa ni kuitumia watu kupata escape from poverty na pesa za kuhonga kwenye chaguzi...Hakuna genuineness katika kuleta transformation...So sad!
